A. CALL TO ORDER:
The meeting was called to order at 4:19 p.m. by Chairman Kenn Miller and
attendance taken by Julie Mendoza-Morris:

C. PUBLIC FORUM:
1. Police Department Report
· False robbery where the caller was intending to commit
suicide - The Commander responding to the call had
undergone de-escalation training and was able to use those
skills to talk down the individual. The training became part of
the PD process 3 years prior
· New recruits doing well moving thru the process, one has
injured himself in training so will be out of for a time.
2. Fire Department Report
· Retirement coming up in January
· As of 1/1/19 FD will be fully staffed
D. OLD BUSINESS:
1. Approve and review open session minutes from November 27, 2018 Board of Fire and
Police Commission Meeting
A motion was made by Commissioner Kim Widup to accept the minutes of the

November 27, 2018 meeting, seconded by Commissioner Mark Wright. The
motion carried with a unanimous voice vote.
2. Award contract for Fire Lieutenant testing
• Awarded Fire Lieutenant testing services to Testing for Public Safety
1st: Commissioner Kim Widup 2nd: Commissioner David Blaydes
3. Award contract for Sergeant testing
• Awarded Police Sergeant testing services to Testing for Public Safety
1st: Commissioner David Blaydes 2nd: Commissioner Mark Wright
E. NEW BUSINESS:
1. Award Polygraph contract
• Awarded Polygraph testing services to Cops and Fire 1st: Commissioner Mark
Wright 2nd Commissioner Kim Widup
2. Review process for current Captain’s List, It may be exhausted before next test date
· Change to testing Process for Captains List - Deputy Chief
Andy Dina will update the BOFP on changes accepted by
Union.
3. Promotability rating process
This Report was tabled.
F. REPORTS:
G. ACTION TAKEN:
1. A motion was made by Commissioner Kim Widup for Authorization to Hire
police officer candidates #1, #2, #3, #4, and #6, seconded by Commissioner David
Blaydes. The motion carried with a unanimous voice vote.
2. A motion was made by Commissioner Mark Wright to Terminate from Process
police officer candidate #5, seconded by Commissioner Kim Widup. The motion
carried with a unanimous voice vote.
3. A motion was made by Commissioner David Blaydes to Continue in Process
police officer candidate #7, seconded by Commissioner Mark Wright. The motion
carried with a unanimous voice vote.
4. A motion was made by Commissioner David Blaydes to accept the closed

session minutes of November 27, 2018 and retain restriction, seconded by
Commissioner Kim Widup. The motion carried with a unanimous voice vote
H. CLOSED SESSION:
The closed session was held at 4:31 p.m. in the West Wing Conference Room
of the Municipal Center located at 400 S. Eagle Street. Closed session was
conducted pursuant to Section 2(c)(1) and 2(c)(21) of the Open Meetings Act to
consider information concerning the employment, appointment and
performance of specific candidates in the Naperville Police and Fire
Departments and to consider closed session meeting minutes
I. ADJOURNMENT:

A motion was made by Commissioner David Blaydes to adjourn the meeting at
6:05 p.m., seconded by Chairman Kenn Miller. The motion carried with a
unanimous voice vote.
