A. CALL TO ORDER:
The meeting was called to order at 4:00 p.m. by Chairman David Blaydes
and attendance taken by Julie Mendoza-Morris:

Review and Approval of Attorney Engagement Letter and Retainer
• A Motion was made by Commissioner Kim Widup to Approve Attorney
Engagement Letter and Retainer, seconded by Ron Davidson. The motion
carried with a unanimous vote.

Approve and review open session minutes from December 18, 2018 Board of
Fire and Police Commission Meeting
• A motion was made by Commissioner Kim Widup to accept the
minutes of the December 18 meeting, seconded by Commissioner Mark
Wright. The motion carried with a unanimous voice vote.
Approve and review open session minutes from December 26, 2018 Board of
Fire and Police Commission Meeting
• A motion was made by Commissioner Kim Widup to accept the
minutes of the December 26 meeting, seconded by Commissioner David
Blaydes. The motion carried with a unanimous voice vote
2. Police Department Report
· Thank you to Commissioners for meeting the request of PD
to have an Emergency meeting to approve the hiring of a
candidate and making the academy start date
· Theft ring coming from Chicago targeting suburbs that carry
higher end vehicles - criminals stole a one of a kind vehicle
· Cell phone store was robbed - 7-minute response - alarm
doesn’t notify PD directly - required alarm system notification
of PD
· Partnership with Ring/Nest - designing a neighborhood portal
to assist with investigating criminal activity
3. Fire Department Report
· Pedestrian/Train fatality
· 2018 Annual Report update
· Ambulance Box Alarm to call out neighboring FD to assist
while NFD is out on a call

1. A motion was made by Commissioner Kim Widup for Authorization to Hire
police officer candidates #7 seconded by Commissioner Ron Davidson. The
motion carried with a unanimous voice vote.
2. A motion was made by Commissioner Mark Wright to Continue in the Process
police officer candidate #10 seconded by Commissioner Kirsten Young. The
motion carried with a unanimous voice vote.
3. A motion was made by Commissioner Ron Davidson for Authorization to Hire
Firefighter candidate #107, seconded by Commissioner Kim Widup. The motion
carried with a unanimous voice vote.
4. A motion was made by Commissioner Mark Wright to Deny the appeal made
by Police Candidate #5, seconded by Commissioner Kim Widup. The motion
carried with a unanimous voice vote.
5. A motion was made by Commissioner Mark Wright to accept the closed
session minutes of December 18, 2018 and retain restriction, seconded by
Commissioner Kim Widup. The motion carried with a unanimous voice vote
6. A motion was made by Commissioner Kim Widup to accept the closed
session minutes of December 26, 2018 and retain restriction, seconded by
Commissioner David Blaydes. The motion carried with a unanimous voice vote
H. CLOSED SESSION:
The closed session was held at 4:48 p.m. in the West Wing Conference Room
of the Municipal Center located at 400 S. Eagle Street. Closed session was
conducted pursuant to Section 2(c)(1) and 2(c)(21) of the Open Meetings Act to
consider information concerning the employment, appointment and
performance of specific candidates in the Naperville Police and Fire
Departments and to consider closed session meeting minutes.
I. ADJOURNMENT:
A motion was made by Chairman David Blaydes to adjourn closed session and
return to open session at 5:50 p.m., seconded by Commissioner Kirsten Young.
The motion carried with a unanimous voice vote.
A motion was made by Commissioner Ron Davidson to adjourn the meeting at
5:54 p.m., seconded by Commissioner Kirsten Young. The motion carried with a
unanimous voice vote.
