PRESENTATION: 1. CY18 SECA Grant Fund Program Presentation Grimes discussed the SECA Commission review process, new special events that have been approved, and explained how the Commission arrived at the CY18 City Services allocations. 2. To reach consensus on a unified recommendation for the CY18 SECA Grant Fund Program allocations. Council discussed the proposed SECA Grant Fund allocations, the cost of City Services at events, and Ribfest and Last Fling as Legacy Events. Gallahue explained that the Legacy Event category was created to find efficiencies, evaluate the scope of the event, and determine the appropriate level of services provided at Ribfest and the Last Fling. Council discussed the SECA Commission review process, the appropriateness of fully funding the Legacy Event category celebrations and the impact to other events, City Services at Christkindlmarket, approval of the annual Special Events Calendar, and alternate allocation emphasis across the funding categories. Gallahue explained that services at Christkindlmarket have been reduced from 2016, that the calendar is reviewed by the Special Events Team prior to Council submission, that special events are held every month except January, and that organizers are encouraged to reduce the scope of the event and locate events in south Naperville to reduce cost. Gallahue went on to say that in the past the mayor has pulled items for discussion where more than four Councilmembers disagreed with the proposed allocations, but for CY18 at least five Councilmembers concurred with the City of Naperville Page 2 Printed on 12/7/2017 City Council Meeting Minutes November 21, 2017 SECA Commission recommendation. Council discussed the spreadsheet that was distributed which showed full funding for Ribfest and Last Fling and a pro rata reduction for all non-City Services events/projects. By consensus Council directed staff to prepare an agenda item reflecting the full funding/pro rata allocations for further discussion at a regularly scheduled December meeting and to schedule a Comprehensive SECA Grant Fund Review workshop in early 2018.
