15. Pass the ordinance rezoning the properties bounded by School Street, Wright Street,
Columbia Street, and Franklin Avenue to the CU Zoning District (Little Friends)- PZC
19-1-18
Carol Schmidt asked for community input in the development of 2030 North
Central College Master Land Use plan, and spoke in opposition to changes to
the character of neighborhood, development that impacts pedestrian, bicycle
and vehicle traffic, reduction in green space, construction noise and intrusion on
the neighborhood.
Julie Garrison spoke in opposition to using the property for dormitory space; in
favor of preserving Historic District and the Kroehler mansion on the property.
Sophie Garrison asked for College Park and green space to be retained.
Council discussed parking, current and projected NCC enrollment numbers and
North Central College's (NCC) talks with the Naperville Park District regarding
College Park.
Kathy West, attorney for the petitioner, stated that there is no parking or FAR
requirement within the CU zoning.
Jim Godo of North Central College said NCC will be in discussion with the
Naperville Park District about continuing the College Park lease until plans are
made for property use and the park may be relocated elsewhere on the property
in the future.
Godo said there are currently about 2,700 undergrad students and NCC
expects enrollment to remain flat. There are about 200 graduate students. NCC
hopes to add a health sciences program to provide modest growth in graduate
enrollment.
A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin to table the ordinance rezoning the property bounded by School Street ,
Wright Street, Columbia Street, and Frankling Avenue to the CU Zoning District
(PZC 19-1-18) to the June 4, 2019 City Council Meeting.
The motion carried by the following vote:
Aye: 6- Chirico, Gustin, Hinterlong, Kelly, Krummen, and Sullivan

16. Pass the ordinance establishing City of Naperville Special Service Area No. 30 for

Title 1 (Administrative) of the Municipal Code to approve the downtown streetscape
standards
Louden opened with a presentation.
Council discussed priorities and accessibility considerations.
Louden said the Downtown Advisory Commission approved the priorities.
Accessibility standards were fine tuned based on input from the Advisory
Commission on Disabilities, the Accessbile Communites Task Force,
Downtown Advisory Commision and the Senior Task Force.

Gustin, to concur with the Special Events Team’s recommendation to approve

2. Receive the report from the Naperville Environment and Sustainability Task Force and
provide feedback
Mike Nicholus of the Naperville Environment and Sustainability Task Force
(ESTF) presented the report.
Council discussed task force membership, whether ESTF will form a 501(c)3,
task force interaction with the City and the Electric Department
Nicholus said they are writing bylaws and membership criteria and plan to file
as a 501(c)3 by end of summer 2019. ESTF plans to have a preliminary plan
by September 2019, get community and business input to revise the plan and
present the final sustainability plan June - Sept. 2020.

Task Force. The motion carried by the following vote:

P. NEW BUSINESS:
Precautionary Boil Order
Sullivan asked for more information on the precautionary boil order.
Blenniss explained that the last mandatory boil order in Naperville was in 1998.
Starting in June 2019, new proactive and transparent procedures will include
issuing precautionary boil orders when water pressure drops below 20 psi due
to a water main break.
A comprehensive communication plan includes door tags: orange envelope for
precautionary boil order; green tag when water is clean and safe to drink; red
tag indicates contaminated and a mandatory boil order is in effect. Information is
also available on the City website (naperville.il.us), newsletter and Naper Notify.
Affordable Housing
Krummen showed an example of affordable housing Naperville.
ALICE training
Chirico discussed the Naperville Park District Alice training at Centennial Beach
and asked the Police Department to share a best practices communication plan
to notify the public that could be shared with other ALICE training providers.
Naper Notify
Gustin asked about enrollment in Naper Notify.
LaCloche said that people can sign up online by searching for Naper Notify.
Currently, 12,000 signed up.
