The public may choose to provide public comment in any of the following ways:
1. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on July
20. Written comments will be compiled and posted with the electronic meeting agenda on the
City’s website prior to the start of the meeting. The cumulative number of comments will be
announced during the City Council meeting.
2. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda
item. The names of participants who submitted position statements will be compiled and posted
with the electronic meeting agenda on the City’s website prior to the start of the meeting. The

3. Address the City Council live during the City Council meeting in-person in City Council
Chambers. Individuals wishing to address the Council during the meeting must sign up to speak
by 4 p.m. on July 20. In keeping with the current Centers for Disease Control and Prevention
(CDC) and Illinois Department of Public Health guidelines, fully vaccinated individuals will not be
required to wear a face covering in Council Chambers. Those who are not fully vaccinated
against COVID-19 must wear a face covering if they cannot socially distance from other
individuals.
Online sign-up closes at 4 p.m. on July 20, at which time no other speakers or comments will be

F. AWARDS AND RECOGNITIONS:
The mayor thanked the police and fire departments, DPW crews, staff from the
electric department, TED, Community Services, Communications, and the
entire management team for the response to the June 20 tornado that touched
down in Naperville and Woodridge. The mayor also recognized staff from the
City of Aurora their assistance.

1. Recognize the Vaccine Buddies for their work during the COVID-19 pandemic
Sullivan presented a Proclamation to Laura Gaskill and members of the Vaccine
Buddies.
G. PUBLIC FORUM:
COMMENT
Nicole McGrath-Patti
The City of Naperville is having ongoing discussions about how to increase the
availability of affordable housing in our community. One approach to consider,
as part of a larger plan, is educating property owners on accessory dwelling
units (ADUs) and the benefits associated with them, as well as potential
concerns. As one example of someone who would be interested in renting an
ADU, I’ll use my younger self. When I was 19, I rented a room in a private home
while I worked full-time and attended the College of DuPage full-time. The owner
was retired and she lived alone other than renting out two rooms in her home. It
was the only place I could afford in the area and I was not there most of the
time. It would have been nice to have the option of renting an ADU with my own
entrance, bathroom and kitchen that was affordable. You can see examples of
the style of micro apartment that would be similar to an ADU layout in Vantage
on Ogden Avenue. Homeowners could increase the availability of affordable
rentals while adding value to their property and giving them an additional stream
of income. With rent more affordable, it would be easier for renters to save to
buy their own home in the future. Many seniors also prefer to age in place and a
caretaker could rent their ADU to have some personal space but be nearby for
emergencies. Many older homes in Naperville in particular lend themselves to
an ideal layout for an ADU with a private entrance on the back of the home to
the second floor, into the basement or have space to build above the garage or
in the backyard for an addition. If the City chooses to encourage residents to
create ADUs, there will be some variances to existing building ordinances to
consider as well as consensus building with homeowner’s associations that
might not currently allow ADUs. Thank you for your consideration and your work
towards increasing the number of affordable rentals in Naperville so everyone
can enjoy the benefits of living here.

The Salute
Michele Clemen (Napervillle Responds for Veterans) thanked the Council and
staff for supporting the recent event.
Parking on Franklin
Patrick Rieley discussed illegal parking on Franklin, provided photos, and
requested more signage and enforcement assistance from the police
department.
Louden stated she will review the photos, coordinate with the police department,
and evaluate increased signage and striping.
Council discussed business parking rules in the downtown, semis parked on
Brookdale Road for a week and on Fairway, and illegal parking behind Binny’s

on Ogden.

A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to use the Omnibus method to approve the Consent Agenda. The motion
carried by a Voice Vote.

The extreme brevity of these minutes demonstrates the necessity to have all
such public meetings recorded and the recording subsequently be posted to
naperville.legistar.gov. The public should not have to rely on members of the
community in attendance to take and share notes. For example, I know at the
meeting that Council was asked to indicate their priority issues, yet none of this
is relayed in the meeting minutes. Please enhance the level of details in meeting
minutes or ensure the public has access to recordings

I wholeheartedly support this measure. That Naperville as late as 1980 instituted
a mandatory retirement age for non-sworn employees is extremely surprising.
Kudos to the legal department for ensuring Naperville complies with
non-discriminatory state and federal regulations.

Mayer gave the six-month budget review (January - June), highlighted that the
City continues to show positive trends in both revenues and expenses, and that
citywide revenues totaled $220.45 million, which is a 4.2% increase over last
year.

P. NEW BUSINESS:
Century Walk as a SECA Grant Fund City Obligation
Chirico stated he was on the prevailing side of a vote in March, waited the
requisite 62 days to re-introduce the topic, and discussed adding Century Walk
to the upcoming August City Obligation agenda item with several conditions.
Council discussed long-range planning for public art, the process to use/be
awarded City funds, that an Exploratory Task Force is working to provide a
Public Art Commission recommendation to the Council in the fall, the
appropriateness of designating Century Walk as a City Obligation prior to the
recommendation, and that Century Walk may be a part of the Exploratory Task
Force/proposed Public Art Commission or separate.
Council also discussed the public input process, board membership and voting
authority of the Council liaison, and including staff recommendations regarding
the conditions in the agenda item.
By consensus Council directed staff to include Century Walk as a SECA Grant
Fund City Obligation with the following conditions: 1) awarding $100,000 each
year for three years (an average of annual Century Walk SECA Grant Fund
awards for one piece/year and allows for design and commission of pieces), 2)
SECA Grant Fund award shall be used on capital only, 3) SECA Grant Fund
award shall be restricted to art on public property only, 4) SECA Grant Fund
award will be prepaid, 5) that a Council liaison be added to the Century Walk
board for financial oversight, and 6) that Century Walk provide audited financial
reports to the City.
