The public may choose to provide public comment in any of the following ways:
1. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on
September 7. Written comments will be compiled and posted with the electronic meeting
agenda on the City’s website prior to the start of the meeting. The cumulative number of

2. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda

comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Council members, staff, other speakers or members of
the public. Comments made to intentionally disrupt the meeting may be managed as necessary
to maintain appropriate decorum and allow for city business to be accomplished.
• SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a
five-minute rebuttal once all other speakers have commented.
• IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the City
Council meeting. Once your name is called you may identify yourself for the public record and

Chirico presented the awards to Ned Bacon and Lynette Nelson.
2. Proclaim September 12 - 18, 2021 Chamber of Commerce Week in the City of
Naperville
Holzhauer presented the Proclamation to Kaylin Risvold, President & CEO of
the Naperville Area Chamber of Commerce, members of the NACC staff and
board of directors.

3. Proclaim September 17, 2021 as KidsMatter Day in the City of Naperville
Gustin presented the Proclamation to Nina Menis, CEO & Executive Director of
KidsMatter.
G. PUBLIC FORUM:
Short-term rentals
Vic Partha requested the ordinance be revised to reduce the minimum stay
requirement from 30 days to two.

Mike Cole spoke against the speaker's proposed revision.

H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE
CONSENT AGENDA:
A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to use the Omnibus method to approve the Consent Agenda. The motion
carried by a voice vote.
I. CONSENT AGENDA:
Approval of the Consent Agenda
A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to approve the Consent Agenda with the exception of items I9 and I12
and including the modifications to the August 17, 2021 minutes as stated in
the Q/A and removing item I13 due to the event being canceled. The motion
carried by the following vote:

5. Approve the award of Bid 21-275, Springbrook Water Reclamation Center 2021
Structural Repairs, to Crossroads Construction, Inc. for an amount not to exceed
$130,000 plus a 5% contingency

6. Approve the award of Bid 21-273, Cartage Services, to International Hauling and
Excavating for an amount not to exceed $162,500 and for a one-year term
Council approved.
7. Approve the award of RFP 21-221, Relay Upgrade Engineering, to SynchroGrid
Limited, LLC for an amount not to exceed $103,260
Council approved.
8. Approve the award of RFP 21-059, Outage Management System, to Schneider
Electric for an amount not to exceed $384,645 plus 5% contingency
Council approved.
9. Waive the code to award a five-year extension to Contract 16-246, Agenda
Management Software, to Granicus, Inc. for an amount not to exceed $175,637.80
Council explained that they find the current system to not be user friendly and
discussed the appropriateness of going out for another RFP, finding meeting
materials on the City website, and the desire to see improvements made to the
Q/A process.
Schatz stated that staff will work to simplify navigation to meeting information on
the website and explained the 2016 RFP process, the interconnectedness of
Granicus with other systems, that it is used for City Council as well as all
Boards/Commissions, migrating years of meeting documents and videos, that
the Granicus design is based on standard municipal legislative formats, and
that since the Q/A is unique to Naperville, staff will need to change the process
in-house but will inquire if Granicus can propose a possible solution.
A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to approve the award of a five-year extension to Contract 16-246,
Agenda Management Software, to Granicus, Inc. for an amount not to exceed
$219,220.38. The motion carried by the following vote:

Jefferson Avenue Sign Replacement, to Omega Sign and Lighting, Inc. for an
additional 51 days

11. Accept the public underground improvements at Best Buy Carpet and Granite and
authorize the City Clerk to reduce the corresponding public improvement surety
Council approved.
12. Waive the first reading and pass the ordinance amending Title 2 (Boards and
Commissions), Chapter 4 (Building Review Board), Section 2 (Membership) of the
Naperville Municipal Code regarding Building Review Board vacancies (requires six
positive votes)
Council discussed the appropriateness of removing professional requirements,
that many applicants don’t qualify as the Code is written, the problem of
recurring vacancies and that there has never been a full board, temporary
appointments and meeting cadence, bringing someone back who wants to
serve again, that mayoral appointments are still subject to Council review, the
need to develop a more robust marketing strategy for vacancies, and
incorporating language that states it is the City's aim to appoint members that
have qualifications connected to the building industry.

13. Pass the ordinance establishing temporary traffic controls for the 2021 G.L.O.W. 5K
Run and issue a Special Event permit
This item was withdrawn.
14. Pass the ordinance establishing temporary traffic controls and issue a Special Event

Chapter 2 (Parking), Article B (Municipal Parking Lots and Parking Regulations) of the
Naperville Municipal Code to modify regulations for the City’s commuter parking lots

I am vehemently opposed to canceling Quarterly Resident Commuter Parking
Permits and/ or again doubling Commuter Parking Fees. I do not own a Smart
Phone and am not able to "reserve" and/ or pay for Daily Fee Parking using
such a device. My Government Employee Salary has never doubled. The
Burlington Fund always has excess funds. The Pace Feeder buses no longer
operate and, when they did, did not service the first AM inbound METRA/BNSF
train to Chicago. Due to multiple recent shooting crimes/murder in the City, I do
not feel safe walking to the Fourth Avenue Station in hours of darkness.

M. AWARD OF BIDS AND OTHER ITEMS OF EXPENDITURE:
1. Approve the award of the second year extension to Contract 17-159, Polyethylene/PVC
Conduit Qualified Suppliers, for future spot purchases to Power Line Supply and
Universal Utility Supply Company of Illinois for an amount not to exceed $1,121,150 and
for a one-year term
Groth explained inconsistent price increases and delivery times, that the Utility
will absorb as much cost as possible, that prices are obtained as materials are
needed, and that the City cannot hold a large amount of material in reserve.
A motion was made by Councilwoman Gustin, seconded by Councilman
Hinterlong, to approve the award of the second year extension to Contract
