Proclaim October 2021 as Crime Prevention Month in the City of Naperville Gustin presented the Proclamation. 3. Recognize the Naperville Juniorettes for suicide prevention and awareness efforts Gustin presented the Proclamation. G. PUBLIC FORUM: SPEAKERS Howard Salk (Clean Energy Alliance of Naperville) spoke in favor of transitioning the City from coal to clean energy. Mark Winters spoke in favor of transitioning the City from coal to clean energy. Beverly George spoke in favor of transitioning the City from coal to clean energy. Greg Hubert spoke in favor of transitioning the City from coal to clean energy and verifying IMEA performance. Robert Sargis spoke in favor of transitioning the City from coal to clean energy. William Koehl (League of Women Voters of Illinois) spoke in favor of transitioning the City from coal to clean energy. Mary Shesgreen (Save Our Illinois Land) spoke in favor of transitioning the City from coal to clean energy. John Laesch (Green New Deal Working Group) spoke in favor of transitioning the City from coal to clean energy. Stephanie Downs Hughes, PhD - Diversity Dinners DuPage (and Diversity Dinners International) spoke in favor of transitioning the City from coal to clean energy. Dianne McGuire (Indivisible Naperville) spoke in favor of transitioning the City from coal to clean energy. Vikas Chandola (Clean Energy Alliance) spoke in favor of transitioning the City from coal to clean energy. Duncan Hughes spoke in favor of transitioning the City from coal to clean energy. Council discussed a sense of urgency, the work plan approved at the August 31 Sustainability workshop, recent state law, Prairie State emissions, the City’s contract with IMEA, and a resident email regarding school district and solar installation. Krieger confirmed that the City’s ordinance does not prohibit schools from installing solar panels on buildings. He also stated that Naperville's rates are 9.9% less expensive than ComEd rates, the goal of having quarterly Sustainability work plan status updates, and that staff is reviewing 2022 budget submissions and flagging items that are supportive of sustainability efforts. Council explained that Prairie State will continue to operate with or without participation from Naperville. By consensus, Council directed staff to research and report back on costs related to environmental concerns, power generation, carbon capture technology, and how to leverage Naperville's position in IMEA and relationships with other municipalities that are also in IMEA. WRITTEN COMMENTS Kay Ahaus (Greater Highland Area Concerned Citizens) The decision Naperville Council and Mayor will make effect all of us in Illinois, but especially those of us held captive by Prairie State. We desire to move to solar and wind to make our electricity. They are cleaner and much less expensive than Prairie State coal. Please, please do not renew your IMEA contract with Prairie State Coal. For the health and financial well-being of Naperville and Illinois, commit to the energy of the future, renewables, and leave behind dirty coal. It is literally killing 70 or more people each year, and poisoning many more. The company is on shaky financial grounds and would be bankrupt City of Naperville Page 4 Printed on 10/19/2021 City Council Meeting Minutes October 5, 2021 if not for federal subsidies. Please, please get away from this boondoggle as quickly as you can. Phillip Buchanan Good evening Mayor, Council Members, Mr. Krueger and staff City Council can authorize the installation of electric car plug in stations. Over 1 million new stations will be needed for the US car fleet. City Council can enhance current Solar Power installation by offering additional rebates for homeowners. California has a program for low- and middle-income homeowners. Naperville should adopt a similar program. DAC- SASH Low and middle income homeowners - The Disadvantaged Communities -- Single-family Solar Homes (DAC-SASH): This program offers rebates to single-family homeowners installing solar panels with income eligibility. “…generation resource and narrowing the racial and socioeconomic expanse of solar, those are the topics most frequently focused on when a program like DAC-SASH goes into effect.” This provides Job training, too. Thank you H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE CONSENT AGENDA: A motion was made by Councilman Hinterlong, seconded by Councilwoman Gustin, to use the Omnibus method to approve the Consent Agenda. Approve the award of Change Order #1 for RFQ Work Order #21-012-TED-2101, Consultant Services Phase III - Julian Street Improvements, to Thomas Engineering for an amount not to exceed $46,859.36 and a total award of $259,939.72 Council approved. 8. NEW BUSINESS: Budget information Gustin requested that data on inflation rate and associated costs be included in the information presented during the budget workshops. Crime Prevention Month Kelly asked for an update on recent crimes that have been reported. Arres discussed crime trends, 2016-2021 data, and noted that crime is down significantly. Council discussed the Neighborhood Watch Program and increased communications that have helped Naperville remain one of the safest communities. Gender neutralization of the Municipal Code Sullivan discussed the changes made to the tow ordinance and requested that the entire codebook be modified starting with Title 1. By consensus, Council directed staff to research and properly execute an update of all 14 chapters of Title 1 to reflect more inclusive language of “he/she” and “his/her.” Once complete, direct staff to properly execute an update of the remaining titles in the Municipal Code of Ordinances. Language at a recent concert Hinterlong discussed profanity at a recent concert and asked if the City had any recourse. DiSanto discussed First Amendment rights and stated that use of certain language could be discussed as part of the contractual arrangement between the venue staff and concert promoter. Q.
