Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on June 21. Written comments will be compiled and posted with the electronic meeting agenda on the City’s website prior to the start of the meeting. The cumulative number of comments will be announced during the City Council meeting. 2. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda item. The names of participants who submitted position statements will be compiled and posted with the electronic meeting agenda on the City’s website prior to the start of the meeting. The cumulative number of position statements will be announced during the City Council meeting. 3. Address the City Council live during the City Council meeting in-person in City Council Chambers. Speakers must refrain from harassing or directing threats or personal attacks at Council members, staff, other speakers or members of the public. Comments made to intentionally disrupt the meeting may be managed as necessary to maintain appropriate decorum and allow for city business to be accomplished. • SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes. Laff explained the City no longer allows vending on public property in the downtown, that the only vendor in the downtown has been grandfathered in, and suggested the speaker request permission to vend on private property from property owners. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE CONSENT AGENDA: A motion was made by Councilman Hinterlong, seconded by Councilman Kelly, to use the Omnibus method to approve the Consent Agenda. Receive the staff report for La Dimora di Douglas Resubdivision - PZC 22-1-007 (Item 1 of 3) Tim Messer spoke against the request. Council discussed the appropriateness of the resubdivision request, the long-term plan for the property, that the pool is not in character with the neighborhood, and that is atypical to have a back yard facing the street. Kelly and Brian Douglas (Petitioners) explained the existing single-family homes on the lots will be demolished, that one single-family house and a pool cabana will be constructed on the consolidated lot, and that the integrity of a front yard along Highland Avenue will preserve the street’s existing character. Jon Green (Engineering Resource Associates) discussed landscaping. A motion was made by Councilman Hinterlong, seconded by Councilman Kelly, to receive the staff report for La Dimora di Douglas Resubdivision - PZC 22-1-007. The motion carried by a voice vote. 20. Pass the ordinance rezoning the property located at 416 E. DiSanto clarified that Council is only raising the cap and not approving any permits, that applicants must apply and pass inspections, and violations will be enforced. Council discussed layout, areas designated for wait staff, stroller passage, number of tables that can be placed with the width, appropriateness of changing the rule, and expanding seating to the adjacent property if not a restaurant. Danielle Dufano (DNA) described discussions with merchants to better allow outdoor dining by moving/replacing existing obstructions or amenities. Council discussed incentives to encourage volunteer landmarking, the need to find a solution that is fair to all parties, the appropriateness of Council initiating the landmarking process, providing landmarking resources, and increasing promotion through the City's website. Council also discussed removing the ability for non-property owners to initiate a landmarking petition, allowing a vote by a majority of Council to initiate the landmarking process, and establishing a clear point of access for interested property owners to begin the process. DiSanto discussed establishing objective criteria for the Council to apply in order to staff to start the landmarking process, that after Council direction the request will go before the Historic Preservation Commission ("Commission") for review and public hearing, and the last step will be for the City Council to vote on the Commission recommendation. Laff explained recent landmark surveys. Council stated that landmarking qualifications/criteria should be determined prior to any Council deliberation. DiSanto explained that two commissions will review the draft landmarking text amendment prior to Council consideration. Anne V Swanson - I have lived in the Historic District since before it was a Historic District. When I moved here, Naperville was proud of its history and historic buildings. That pride in our history has eroded over the years and I feel we are lesser for it.
