TO SUBMIT PUBLIC COMMENT OR SPEAK LIVE AT THE MEETING: To address the City
Council in-person in City Council Chambers, members of the public must register by 4 p.m. on
June 21 at: www.naperville.il.us/speakersignup
The public may choose to provide public comment in any of the following ways:
1. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on
June 21. Written comments will be compiled and posted with the electronic meeting agenda on
the City’s website prior to the start of the meeting. The cumulative number of comments will be
announced during the City Council meeting.
2. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda
item. The names of participants who submitted position statements will be compiled and posted
with the electronic meeting agenda on the City’s website prior to the start of the meeting. The
cumulative number of position statements will be announced during the City Council meeting.
3. Address the City Council live during the City Council meeting in-person in City Council
Chambers. Individuals wishing to address the Council during the meeting must sign up to speak
by 4 p.m. on June 21.
Online sign-up closes at 4 p.m. on June 21, at which time no other speakers or comments will be
accepted. There will be no on-site speaker sign up.

PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Council members, staff, other speakers or members of
the public. Comments made to intentionally disrupt the meeting may be managed as necessary
to maintain appropriate decorum and allow for city business to be accomplished.
• SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a
five-minute rebuttal once all other speakers have commented.
• IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the City
Council meeting. Once your name is called you may identify yourself for the public record and
then address remarks to the City Council as a whole. Speak clearly and try to limit remarks
directly to the matter under discussion. Speakers are called in the order they sign up.

Vending in the Downtown
Michael Moenkemier (That’s My Dawg) requested a permit to vend in the
downtown.
Laff explained the City no longer allows vending on public property in the
downtown, that the only vendor in the downtown has been grandfathered in, and
suggested the speaker request permission to vend on private property from
property owners.
H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE
CONSENT AGENDA:
A motion was made by Councilman Hinterlong, seconded by Councilman Kelly,
to use the Omnibus method to approve the Consent Agenda. The motion carried
by a voice vote.

Tim Messer spoke against the request.
Council discussed the appropriateness of the resubdivision request, the
long-term plan for the property, that the pool is not in character with the
neighborhood, and that is atypical to have a back yard facing the street.
Kelly and Brian Douglas (Petitioners) explained the existing single-family homes
on the lots will be demolished, that one single-family house and a pool cabana
will be constructed on the consolidated lot, and that the integrity of a front yard
along Highland Avenue will preserve the street’s existing character.
Jon Green (Engineering Resource Associates) discussed landscaping.

DiSanto clarified that Council is only raising the cap and not approving any
permits, that applicants must apply and pass inspections, and violations will be
enforced.
Council discussed layout, areas designated for wait staff, stroller passage,
number of tables that can be placed with the width, appropriateness of changing
the rule, and expanding seating to the adjacent property if not a restaurant.
Danielle Dufano (DNA) described discussions with merchants to better allow
outdoor dining by moving/replacing existing obstructions or amenities.

Scott M. Day landmarking spoke in favor of requiring property owner consent
and landmarking proposals.
Council discussed incentives to encourage volunteer landmarking, the need to
find a solution that is fair to all parties, the appropriateness of Council initiating
the landmarking process, providing landmarking resources, and increasing
promotion through the City's website.
Council also discussed removing the ability for non-property owners to initiate a
landmarking petition, allowing a vote by a majority of Council to initiate the
landmarking process, and establishing a clear point of access for interested
property owners to begin the process.
DiSanto discussed establishing objective criteria for the Council to apply in
order to staff to start the landmarking process, that after Council direction the
request will go before the Historic Preservation Commission ("Commission") for
review and public hearing, and the last step will be for the City Council to vote
on the Commission recommendation.
Laff explained recent landmark surveys.
Council stated that landmarking qualifications/criteria should be determined
prior to any Council deliberation.
DiSanto explained that two commissions will review the draft landmarking text
amendment prior to Council consideration.

element of this notoriety is the attractiveness and feel of the community. Awards
to, funding support for and Council attention / focus on supporting historic
preservation will go a long way In maintaining our community desirability and

Philip Buchanan (Naperville Preservation) - Hello Mayor Chirico, Council
Members, Mr. Krieger, staff and residents I rise tonight for a couple of quick
comments… Agenda I. 22-0647 City Landmark procedures Sadly, Naperville is
not a leader in this area. We are leaders in so many other areas. Public
Schools, the Park District and city government. But not here. We need to do
better. Let’s support more landmarks and preservation efforts and become
leaders in this important area. To close I’d like to thank Councilman Dr. White
for his leadership in this past weekend Juneteenth celebration. Supported by the
Park district, our local representatives, US Congressman Foster and
Congresswoman Underwood, Edwards Hospital and North Central College.
Naperville DEI Manager Dr. Williams spoke. Council members Holzhauer and
Sullivan were there. A beautiful day for this family event to commemorate an
important day our country’s history.
Anne V Swanson - I have lived in the Historic District since before it was a
Historic District. When I moved here, Naperville was proud of its history and
historic buildings. The first visit from my next door neighbor was to explain the

petition to make the Historic District. That pride in our history has eroded over
the years and I feel we are lesser for it. I would like to see that pride in our
history return with support for the Historic District, not derision, and incentives to
