for purposes other than parking and walking to/from vehicles, that patrons are
given the opportunity to comply before being issued a citation, and that simply
walking through the garage does not rise to the level of a citation.
DiSanto further explained the intent behind the ingress/egress language.

City Council Meeting Minutes October 3, 2023
Marilyn L Schweitzer (Naperville) - Please either table this item or do not pass it
on it’s first reading. I get the gist of what is happening and the proposed concept
to improve matters, but I think there may be circumstances that miss the mark.
Perhaps it the ordinance could simply make it prohibitive for any person or
persons to block the egress and ingress of vehicles, bicycles and persons who
desire to use the garage.
