The public may choose to provide public comment in any of the following ways:
1. Address the City Council live during the City Council meeting in-person in City Council
Chambers. Individuals wishing to address the City Council during the meeting must sign up online
at www.naperville.il.us/speakersignup by 6:30 p.m. on August 19.
2. Individuals can also have their name added to the speaker list by calling the Community
Services Department at (630) 305-5300 by 6:30 p.m. on August 19.
3. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on
August 19. Written comments will be compiled and posted with the electronic meeting agenda
on the City’s website prior to the start of the meeting. The cumulative number of comments will be
announced during the City Council meeting.
4. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda
item by 4 p.m. on August 19. The names of participants who submitted position statements will
be compiled and posted with the electronic meeting agenda on the City’s website prior to the

Comments made to intentionally disrupt the meeting may be managed as necessary to maintain
appropriate decorum and allow for city business to be accomplished.
SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a
five-minute rebuttal once all other speakers have commented.
IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the City
Council meeting. Once your name is called you may identify yourself for the public record and

Andy Wild (Naperville) discussed Section 9 of the Municipal Code concerning
Amplifier permits.
School Zoning Concern
Kanchan Vardhe-Panse (Naperville) discussed D203 school boundaries.
Council discussed developing an ordinance on e-vehicles and invited residents
to attend a presentation on a transit plan for 5th Avenue hosted by the Urban
Land Institute at 7:00 p.m. on September 10, 2025 at the Municipal Center.
Arres stated staff is working on developing an ordinance concerning e-vehicles
that will focus primarily on education. The goal is to bring the ordinance to
Council in October for review and approval.

Marilyn L Schweitzer (Naperville) My thanks to staff for requiring all boards and
commissions accept written public comments for meetings and for providing an

Maintenance and Marketing
Mayor Wehrli opened the Public Hearing at 7:27 p.m.
SPEAKER
John Noll (Naperville and the American Legion Post 43) inquired as a non-profit
organization would they be subject to the new special tax assessment based on
the appraised value of their property.
Munch stated that staff researched several local non-profits that currently pay
property taxes. The American Legion property is in Special Service Area (SSA)
33, the successor SSA, and already pays the existing SSA property tax, so
nothing will change and no new taxes will be assessed.

Title 3 of the Naperville Municipal Code increasing the Home Rule Sales Tax by .25%
and decreasing the Downtown Food and Beverage Tax by the corresponding percentage
SPEAKER
Kaylin Risvold (Naperville Area Chamber of Commerce) is opposed to
amending the Home Rule Sales Tax (HRST).
WRITTEN COMMENTS
Marilyn L Schweitzer (Naperville) With recognition of the complexities and
unknowns of increasing the HRST versus reinstating the Grocery Tax, please
support the proposal on the agenda to increasing the Home Rule Sales Tax by
.25% and decreasing the Downtown Food and Beverage Tax by the
corresponding percentage. Among the many reasons others have stated pro
and con, I believe the HRST offers more choice and flexibility for the consumer
and the City to adjust spending due to overall economic fluctuations. I am not

one to believe once a tax is put in place that it cannot be removed or altered and
appreciate that in this case that we have a choice.

A motion was made by Councilman White, seconded by Councilman Kelly, to
pass the ordinance amending Section 11 of Chapter 1 Title 3 and Section 9 of
Chapter 1 Title 3 of the Naperville Municipal Code increasing the Home Rule
Sales Tax by .25% and decreasing the Downtown Food and Beverage Tax by the
corresponding percentage.
Council discussed increasing the Home Rule Sales Tax (HRST) by .25% and
establishing a 1% municipal grocery retailers occupation tax.
A motion in substitution was made by Councilwoman Longenbaugh, seconded by
Councilman McBroom, to pass the ordinance amending Chapter 1, Title 3 of the
Naperville Municipal Code to establish a Municipal Grocery Retailers’ Occupation
Tax and a Municipal Grocery Service Occupation Tax. The motion carried by the

Carl E VanDril (Naperville) Many of you may remember me as the previous

Co-chair of NEST. While I have not participated in NEST for the last 1 1/2 years,
my passion for making the right decision regarding IMEA is just as strong as
ever. An extension of our IMEA contract at this time makes no sense. First and
foremost, this multi-billion dollar commitment should be competitively bid with
criteria set forth by city leaders representing the requirements of the people of
Naperville. We have options. Let's explore them. Climate considerations and
renewable energy should be considered as part of this evaluation. As this vote
comes to you on August 19, vote NO to a contract extension. Vote YES to a well
thought out, logical, business focused, and climate friendly process to select a
power provider for Naperville past 2035.
Meghan Jebb (Naperville) As a Naperville resident, I ask you to hear the voices
of your constituents and vote to oppose extending the IMEA contract. Opposing
this contract extension will be a vote in favor of a cleaner, more innovative city of
Naperville. Let us be leaders toward a bright future, not hand-cuffed for decades
to an organization that puts profits above all else. Through past decades of
pollution as well as attempting to strong-arm us into this premature contract
renewal, the IMEA has proven itself to be unworthy of Naperville's trust. We can
do better. Thank you all for your dedication to our city.
Thomas Coleman (Naperville) The People of Naperville & Climate Reality
Chicago Metro - Most of the world looks at costs AND the growing emissions
when deciding how to generate electricity and how to power our transportation.
For Naperville to be successful and to remain a forward-thinking city, we should
not extend the IMEA 1.contract and simply remain with the current contract until
it expires in 10 years. I can assure you that over the next few years that the
decision to do nothing, for now, is the right decision. In coming years and
certainly by 2035, the world will be a renewable and electrified world for homes,
businesses, and transportation. Naperville can either support this new world of
clean electrification or sign a new IMEA contract in the hope that the IMEA in the
next 25 years will somehow do what they have never done before. In the end,
the decision Naperville faces is whether it wants to be a city that takes its time
to carefully build a clean energy future or an obsolete extractive energy future. It
cannot do both.

practicing in Naperville and a parent of two Naperville 203 CUSD students, I am
writing to ask you to reject the IMEA contract extension on August 19th. Climate
change is real, and it is here. Extending a coal-based energy contract until 2055
is simply incompatible with that reality. Naperville should be leading the way with
clean, renewable energy, not clinging to outdated, polluting sources. We have
time to make a smarter, greener choice, and we owe it to future generations.

Pat Berg (Naperville) I oppose the renewal of the IMEA contract. It is ridiculous
to lock into such a long term contract. I’m disappointed that the activist
politician/councilman josh mcbroom has delivered so much misinformation on
this issue. His conduct and comments towards constituents are divisive and
impede the working relationships that is necessary for effective governance.
Would be nice to have someone sit him down, and show him Naperville’s “Code

Nancy Turner (Naperville) I am against the early renewal of the contract. One
reason is the rapid advancement in technology that will most likely make this
association obsolete in the not too distant future and make it more and more
expensive as other communities withdraw their support. One other important
reason is clean air. With the current administration in DC doing the bidding of
the polluters, it is incumbent on the citizens of Naperville to protect not only the
air we breathe, but the air our neighbors breathe too.

is...reject this early renewal unequivocally. If you need a few more facts to back
up this decision, let's consider the impact of the Prairie State Coal Plant on little
Marissa, Illinois, where it is located. Let's talk health disparities, according to the
American Lung Association...In DuPage County, with our 921,213 residents, the
incidence of adult chronic lung disease is about 1%. In St. Clair County, with its
261,018 residents, where Marissa is located, the incidence of chronic lung
disease is 12%. Prairie State may boast about "clean coal" but they emit about
25,000 tons of soot and smog-forming pollutants every year which might explain
the health disparities. Let's talk home values while we're at it...In Marissa, home
listings look a little like this: $$169,000, "as is, where is"; $$49,00 sold "as is, no
repairs"; 1.$$99,000 "selling as is". Zillow's most recent median home price for
Naperville is $$610,522. Let's not continue to contribute to the harm that climate
change represents for little St. Clair County and for the rest of us, as well!

Steven Cushman (Naperville) I recommend all City Council members vote to
approve agenda item 25-1111 to extend the IMEA contract.Electricity is vital to a
functioning city and a core requirement is that it be reliable, affordable and
predictable. I've resided in Naperville 38 years and my experience is IMEA,
working in conjunction with Naperville Electric, has provided excellent electric
service. We all know how electric service disruption is an inconvenience short
term but becomes life threatening for some after extended disruptions. Recent
agenda items have discussed afford ability for people living in Naperville, and

people planning on moving here. Our current system has met the affordability
test. The coal plant is a controversial item but China built about 100 new coal
plants in calendar 2024. IMEA pledges to be carbon neutral by 2050 and have

answer but are currently unreliable when the sun is down and the wind ceases.
Battery technology may improve the situation but we are not there yet. The
current electric market is changing driven by huge AI power needs projected.
Winnetka said it very well when they renewed their IMEA contract as they
concluded their Council was unwilling to take the significant risk of not doing so.
Sara Meyer (Naperville) Please do not enter a contract with IMEA. Naperville
should not be reliant on coal for energy, as it contributes heavily to climate
change. Instead, Naperville should explore more eco-friendly methods of
electricity generation.

City's plan should IMEA not be willing to accept the amendments. I would also
like to know: 1) What is the PUAB's minority opinion on this proposal? 2) What
is the PUAB's majority opinion on this proposal? 3) Was CES involved in
drafting these amendments and if so, what is their opinion of it? My preference
for handling this under New Business is that it would allow adequate time for the
public to comment, could go before the 8/28/25 PUAB meeting, and come back
to City Council on 9/2/2025. My goal is not to delay a matter that has been
languishing, but rather to move forward with and firm plan more like suggested
by the PUAB minority opinion presentation given at the City Council workshop

pass the ordinance authorizing the execution of a new power sales contract with
the Illinois Municipal Electric Agency for the delivery period commencing
October 1, 2035.
Council discussed the renewal of the IMEA contract and the new IMEA items
being considered.
A motion in substitution was made by Mayor Wehrli, seconded by Councilman
McBroom, to direct staff to (1) negotiate with the Illinois Municipal Electric
Agency (IMEA) and its Board of Directors an addendum to the proposed power
sales contract that addresses the following eight items and as outlined in the
document circulated to the community on August 18, 2025, and bring the
addendum and power sales contract back to the City Council for its
consideration. These items include: contract length, member directed resources,
carbon-free milestones, peak shaving, local generation rights, voting rights,
transparency, and retirement costs for generation assets; (2) issue a request for
proposals for carbon-free electric supply options that may potentially be used as
member-directed resources; and (3) include in the negotiations an option for the
City to increase the amount of its permissible member-directed resources in
proportion to the increased energy load required by the addition of any

Overnight street parking
White requested support to review the City's current overnight street parking
restrictions to see if there are any alternatives or different options available to
assist our residents.
Louden stated staff is currently working on developing different options for
overnight street parking and they will be coming back to the Council in the near
future with options for their review and approval.
By consensus Council directed staff to prepare some alternative options to the
City's current overnight parking plan and to report their findings at a future
Council meeting.
Appreciation for the City's first responders
Syed expressed his appreciation and the appreciation of our residents for the
work of the City's first responders.
Resignation
Longenbaugh announced due to a professional opportunity in the private sector
which does not allow her to serve in elected office she is resigning her position
as a member of the Naperville City Council effective Monday, August 25, 2025.
Mayor Wehrli and the members of the Council thanked Councilwoman
Longenbaugh for her service to the community.
