A. CALL TO ORDER:
Chairman Rubin called the meeting to order at 3:05 p.m.

D. OLD BUSINESS:
1. Conduct the “State of the Downtown” meeting.
Chairman Rubin noted that today's DAC meeting is dedicated to the "State of

the Downtown" presentation. This meeting allows for organizations with an
interest in, or proximity to, the Downtown to share pertinent items that they are
working on that may impact the Downtown now or in the future.
Rubin invited the following speakers to provide an overview of their
organization's work:
John Norman, Rotary provided an overview of Harmony Park, a freestanding
instrument attraction, which is proposed to be located east of Rotary Hill, north
of Rotary plaza. The park will be presented to the City Council for approval in
June 2018.
Ray McGury, Naperville Park District, movies at Rotary Hill, a new feature at the
park, will begin in June 2018. They will also host one concert "Rock the Hill" at
Rotary Hill this year on Friday, August 3rd. Riverwalk Cafe will open full-time
after Memorial Day. The Park District is starting a farmers market in
conjunction with the 95th Street Library which will be held each Thursday
starting June 7, 2018.
Jim Godo, North Central College, noted that the Wentz Science Center was
recently completed on campus. Other renovations have occurred to their
campus buildings (conversion of the old science center to the business center)
and pedestrian routes since this center opened. The college has also
completed many solar projects on campus. 2018 marks the 10-year
anniversary of the opening of the Wentz Concert Center.
Deb Newman, DuPage Children's Museum, provided an overview of a traveling
exhibit that will be coming to the Museum in early January 2019.
Donna Sack, Naper Settlement, provided an overview of the 2018 calendar at a
glance, which was included in the DAC packet. This year's exhibits will highlight
the City's Asian communities. DAC discussed available museum parking and
the Christkindlmarket.
Scott Wehrli, Naperville LIquor Commission, provided an overview of current
and historical downtown liquor licenses and permits (which have remained
relatively stable), as well as calls for service and arrest data.
Katie Wood, Downtown Naperville Alliance, provided an overview of the purpose
of DNA: to promote Downtown Naperville locally and regionally in a variety of
ways and to advocate for the merchants and help them find answers to their
questions. Projects that they will remain involved in: downtown streetscape,
retail vs. restaurant mix, zoning restrictions, parking optimization, and special
events. Upcoming development: Old Nichols addition, Main Street Promenade
addition, Russell's redevelopment, River Main development, and Washington
Street Bridge construction.
Shannon Kunicki, Naperville Development Partnership noted that downtown
currently only has a 3% vacancy; this information is updated monthly. Shannon
also works on the Dine Naperville guide and promotes Naperville Restaurant
Week.

Becky Bekkali, Naperville Convention and Visitors Bureau works on innovative
ways to attract more visitors, hotel stays, and other activity to the City through
events.
Pam Gallahue/Dawn Portner, SECA/Special Events, provided an overview of
the special events approval process and challenges that the City faces with
special events.
Bill Novack, City of Naperville, provided an overview of the Naperville Jaycees
Smart Park proposed adjacent to the Naperville Municipal Center. Work will
begin in late Summer 2018.
2. Approve the March 19, 2018 DAC meeting minutes.
Commissioner Nagle made a motion, seconded by Frank, to approve the March
19, 2018 DAC meeting minutes. The motion carried with the following vote:
Aye: 9 - Gustin, Rubin, Hitchcock, Frank, Miers, Costello, Zangler, Wood, Nagle
Nay: 0 - None
