CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
The Naperville Emergency Telephone System Board meeting scheduled for May 21, 2020 will
be conducted remotely pursuant to Executive Order 2020-33 which extends Executive Order
2020-07 suspending certain requirements of the Illinois Open Meetings Act. The means by which
the public may watch, listen, and/or participate in the meeting are described below.
TO JOIN A MEETING:
The Zoom Video Conferencing App will be used. You do not need to download the Zoom app to
participate. Simply follow the instruction below.
To login on your computer or iPad:
Click the link to join the webinar (and password if required) provided on this agenda. Once
connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen
and wait for the Chairman to recognize you. You will be unmuted. There will be a few second
delay after you’re unmuted until your mic will be live. Please identify yourself for the public record
and speak clearly.

There no guests present for the zoom meeting.
D. OLD BUSINESS:
Marshall noted that the revenue owed from Kane County and the State would be
addressed in the E911 Surcharge Revenue Report. Marshall reported that City
Legal confirmed the joint ETSB does not have the authority to impose a
separate surcharge or tax other than the existing surcharge. Van Andel inquired
about progress of the State mandated NextGen 911 system. Both Matson and
Hobday responded that their respective cities were moving forward with vendor
selection and obtaining extensions for the project and grant funding.
E. NEW BUSINESS:
F. REPORTS:
1. Approve the December 12, 2019 ETSB Minutes
A motion was made by Fowler to approve the minutes of the December 12, 2019
meeting as presented, seconded by Van Andel. The motion carried with all ayes
except one abstention from Franco who was absent from the meeting..
2. Review the E911 Surcharge Fund Report for 12/1/2019-4/30/2020
Marshall referenced the receipts collected totaling $4,711,762.39 from the E911
surcharge funds. These receipts have been deposited in the Naperville E911 fund;
$1,348,301.89 allocated to Naperville and $3,363,460.50 to Aurora. It was confirmed that
this included all money owed to Aurora from Kane County and the State as well as
regular surcharge revenue.
3. Approve the Naperville Expenditures for Reimbursement Report for 12/1/2019-4/30/2020
A motion was made by Fowler to approve the Naperville Expenditures for
Reimbursement totaling $1,318,498.57, seconded by Van Andel. The motion
carried with a unanimous voice vote.
4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund
A motion was made by Franco to approve the budget transfer from the E911 Fund
to the City of Naperville General Fund totaling $1,318,498.57, seconded by
VanAndel. The motion carried with a unanimous voice vote.
5. Approve the Aurora Expenditures for Reimbursement Report for 1/1/19-12/31/19
A motion was made by Van Andel to approve the Aurora Expenditures for
Reimbursement totaling $4,880,540.69, seconded by Franco. The motion carried
with a unanimous voice vote.
6. Approve the withdrawal from the E911 Fund to the City of Aurora
A motion was made by VanAndel to approve the withdrawal from the E911 Fund
to the City of Aurora totaling $3,363,460.50, seconded by Franco. The motion
carried with a unanimous voice vote.

G. COMMUNICATIONS
1. City of Naperville
Matson shared some operational changes implemented to reduce Covid-19
exposure for employees. Naperville PSAP has moved to 12 hours shifts with
minimum staffing in the building. Personnel has been assigned specific console
seating to maintain consistency of use and all equipment is being thoroughly
cleaned between use. Marshall stated that Naperville Patrol already works 12
hour shifts. Patrol personnel are working to educate the public on compliance.
All personnel have the proper PPE available to them.
2. City of Aurora
Ziman stated that Aurora Patrol is working 12 hour shifts; 7 days on duty; 10
days off duty. Aurora Communications is utilizing its back up center to split
personnel into two groups. They are also working at minimum staffing through
July to reduce exposure to employees. Aurora is working with the public and
businesses to communicate Covid-19 compliance requirements.
The June CCTA grant exercise with Aurora and Naperville police departments
has been postponed. Aurora filed an extension and received approval for the
extension.
3. City of North Aurora
North Aurora is grateful for the efforts of Aurora Communications during this
unprecedented time. North Aurora has implemented additional online reporting
capabilities and Patrol is working on 12 hour shifts.
H. ADJOURNMENT:
With no further business to come before the board, a motion was made
byVanAndel to adjourn the meeting at 3:33 PM, seconded by Fowler. The motion
carried with a unanimous voice vote. The next scheduled meeting is set for
September 17, 2020.
