A. CALL TO ORDER:
Naperville Police Chief and ETSB Chairman Arres called the meeting to order at
3:00 PM.
B. ROLL CALL:

1. Approve the March 17, 2022 ETSB minutes
A motion was made by Franco to approve the minutes of the March 17, 2022
ETSB meeting as presented, seconded by Van Andel. The motion carried with a
unanimous voice vote.
2. Review the E911 surcharge payments for March 1 to May 31, 2022
No questions or comments.
3. Approve the Naperville expenditures for reimbursement for March 1 to May 31, 2022
A motion was made by Fowler to approve the Naperville expenditures for
reimbursement totaling $$1,194,382.87, seconded by Franco. The motion carried
with a unanimous voice vote.
4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund
A motion was made by Franco to approve the budget transfer from the E911 Fund
to the City of Naperville General Fund totaling $762,338.47, seconded by Barfuss.
The motion carried with a unanimous voice vote.
5. Approve the Aurora expenditures for reimbursement for March 1 to May 31, 2022
A motions was made by Van Andel to approve the Aurora expenditures for
reimbursement totaling $775,192.28, seconded by Franco. The motion carried
with a unanimous voice vote.
6. Approve the withdrawal from the E911 Fund to the City of Aurora

Board
A motion was made by Van Andel to approve the withdrawal from the E911 Fund
to the City of Aurora totaling $601,011.71, seconded by Fowler. The motion
carried with an unanimous voice vote.
G. COMMUNICATIONS
1. City of Naperville
Matson was notified by the Statewide 9-1-1- Bureau of a one-time special
disbursement to be received in late June as a refund of an early State monthly
withholding from 2018-2020 in anticipation of costs associated with
procurement and implementation of the mandated Next Generation 9-1-1
network. After signing a contract for the development and implementation of the
NG9-1-1 network, the State reviewed the funds allocated for the project and
determined that the funds collected during this time were not necessary for
NG9-1-1 purposes.
2. City of Aurora
The board welcomed recently promoted Aurora Fire Chief David McCabe to the
board. McCabe reported the Aurora Fire Department is busy with 2023 budget
preparations and contract negotiations.
3. City of North Aurora
North Aurora Police Chief Dave Fisher announced his retirement effective June
24, 2022 after thirty years of service. North Aurora Deputy Chief Joe DeLeo will
be promoted to fill the chief vacancy.
H. ADJOURNMENT:
With no further business to come before the board, a motion was made by
Fowler to adjourn the meeting at 3:09 PM, seconded by Van Andel. The motion
carried with a unanimous voice vote. The next scheduled meeting is set for
September 15, 2022.
