CALL TO ORDER: Naperville Police Chief and ETSB Chairman Arres called the meeting to order at 3:00 PM. B. ROLL CALL: Present 10 - Jason Arres, Denny Barfuss, Keith Cross, Richard Fowler, Jacqueline Hobday, Russ Matson, David McCabe, Mark Puknaitis, Theresa Sullivan, and Kenneth VanAndel Absent 2- Joe DeLeo, and Carl Franco C. PUBLIC FORUM: D. OLD BUSINESS: E. NEW BUSINESS: 1. Review and approve the allocation of funds from the special distribution check from the State of Illinois to the City of Naperville A motion was made by Fowler to approve the allocation of funds from the special distribution check from the State of Illinois to the City of Naperville as presented, seconded by Van Andel. The motion carried with a unanimous voice vote. F. REPORTS: 1. Approve the June 13, 2022 ETSB meeting minutes A motion was made by Barfuss to approve the minutes of the June 16, 2022 ETSB meeting as presented, seconded by Van Andel. The motion carried with a unanimous voice vote. 2. Review the E911 surcharge payments for June 1 to August 31, 2022 No questions or comments. 3. Approve the Naperville expenditures for reimbursement for June 1 to August 31, 2022 A motion was made by Fowler to approve the Naperville expenditures for reimbursement totaling $877,569.31, seconded by Van Andel. The motion carried with an unanimous voice vote. 4. Approve the budget transfer from the E911 Fund to the City of Naperville A motion was made by Fowler to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $757,769.07, seconded by Van Andel. The motion carried with an unanimous voice vote. 5. Approve the Aurora expenditures for reimbursement for June 1 to August 31, 2022 A motion was made by Barfuss to approve the Aurora expenditures for City of Naperville Page 1 Printed on 12/16/2022 Emergency Telephone System Meeting Minutes - Final September 15, 2022 Board reimbursement totaling $1,241,666.41, seconded by Fowler. The motion carried with an unanimous voice vote. 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Van Andel to approve the withdrawal from the E911 Fund to the City of Aurora totaling $599,386.14, seconded by Barfuss. The motion carried with an unanimous voice vote. G. COMMUNICATIONS 1. City of Naperville Arres noted the Naperville ETSB will distribute the State's one-time special distribution at the same ratio of the amounts originally withheld by the State for Naperville and Aurora. Funds can be distributed after approval of allowable expenditure reports at a future meeting. Naperville's state mandated ESInet project is almost complete. Naperville is working with a project consult to prioritize the next CAD/RMS system requirements and staff is starting to develop a timeline to procure and implement new radios. 2. City of Aurora Hobday noted Aurora's ESInet project implementation would be completed in September or delayed until December due to vendor scheduling. Aurora is in the early stages of hiring a consultant for a new CAD/RMS system. 3. City of North Aurora Chief Joe DeLeo was appointed to replace (Ret.) Chief Fisher. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Fowler to adjourn the meeting at 3:21 PM , seconded by Barfuss. The motion carried with a unanimous voice vote.
