CALL TO ORDER: Chairman Arres called the meeting to order at 3:00 PM. B. ROLL CALL: Assistant Chief Mike Kaufman attended as a proxy for Aurora Fire Chief Dave McCabe. Also Present: Emergency Communications Manager Jillianne Chuffo Administrative Assistant II Jill Bridges Guests: Naperville resident Lauri Kauffman arrived as the meeting was adjourning. Present 9- Jason Arres, Denny Barfuss, Jacqueline Hobday, Russ Matson, David McCabe, Mark Puknaitis, Richard Fowler, Ashfaq Syed , and Matt Thomas Absent 2- Carl Franco, and Joe DeLeo C. PUBLIC FORUM: D. OLD BUSINESS: E. NEW BUSINESS: Chairman Arres welcomed new Aurora Police Chief Matt Thomas to the Emergency Telephone System Board. Chief Thomas inquired about utilizing ETSB funds to pay for Live 9-1-1 technology. Hobday offered to follow up with the State 9-1-1 Coordinator to see if this specific technology is an eligible expenditure for ETSB reimbursement. F. REPORTS: 1. Approve the March 20, 2025 ETSB meeting minutes A motion was made by Fowler to approve the minutes of the March 20, 2025 meeting as presented, seconded by Barfuss. The motion carried with a unanimous vote. 2. Review the E911 surcharge payments for March 1 to May 31, 2025 No questions or comments. Approve the Naperville expenditures for reimbursement for March 1 to May 31, 2025 A motion was made by Fowler to approve the expenditures for Naperville reimbursement totaling $1,494,466.04, seconded by Thomas. The motion carried with a unanimous vote. 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund A motion was made by Thomas to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $682,280.80, seconded by Matson. The motion carried with a unanimous vote. 5. Approve the Aurora expenditures for reimbursement for March 1 to May 31, 2025 A motion was made by Barfuss to approve the expenditures for Aurora reimbursement totaling $872,992.02, seconded by Fowler. The motion carried with a unanimous vote. 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Thomas to approve the withdrawal from the E911 Fund to the City of Aurora totaling $534,367.16, seconded by Barfuss. The motion carried with a unanimous vote. G. COMMUNICATIONS 1. City of Naperville The Naperville City Council recently approved new council liaisons including newly elected Councilman Asfaq Syed for the ETSB. Tyler representatives and in-house SMEs continue to refine the new CAD/RMS product. The police department is planning to go-live with the P25 Motorola Radio Network by October. Council just approved an agreement with NICOR to move forward with the build out of new shelters and tower equipment. Representatives from Naperville, Aurora and North Aurora continue to meet to discuss ongoing efforts for a seamless transition in communication between agencies. City of Naperville boards and commissions will be audio recording all meetings going forward. 2. City of Aurora Ken VanAndel resigned from the ETSB earlier this year. Chief Thomas is working with the Mayor to appoint a new board member before the next meeting in September. Aurora is finalizing its CAD/RMS contract with Mark 43. Naperville and Aurora will communicate about RMS data sharing between the different systems. The Aurora Fire Department Purvis Alerting System project is moving forward. 3. ADJOURNMENT: With no further business to come before the board, a motion was made by Fowler to adjourn the meeting at 3:14 PM, seconded by Puknaitis. The motion carried with a unanimous vote.
