ROLL CALL: This matter was approved. Aye: 7- Doyle, Erickson Ory, Garrison, Jacks, Martinez, Noel, and Urda Recused: 1- Peterson C. PUBLIC FORUM: D. OLD BUSINESS: E. CERTIFICATE OF APPROPRIATENESS 1. Consider the Certificate of Appropriateness (COA) request in order to construct a room addition for the property located at 112 N. Columbia - COA 18-1491 This matter was withdrawn per the request of the petitioner. Accordingly, no further action will be taken on COA #18-1491. 2. Consider COA 18-1430 submitted by Great Central Properties III pertaining to 110 S. Washington Street (Old Nichols Library) and: 1. Concur with staff and the petitioner’s response to the factors for consideration of a COA application and approve the COA to permit minor alterations and repairs to the original structure of Old Nichols Library - COA 18-1430; 2. Concur with staff and the petitioner’s response to the factors for consideration of a COA application and approve the COA as it pertains to the proposed height, bulk, setbacks, and size of the addition to the Old Nichols Library - COA 18-1430; and 3. Review and provide input regarding the schematic architectural renderings of the addition to the Old Nichols Library and direct the petitioner to return to the HPC for review of the architectural permit drawings depicting the final appearance of the proposed addition to the Old Nichols Library, including, but not limited to, building materials. Future HPC review of the final architectural permit drawings shall not include any further review of the addition’s height, bulk, setbacks, or size, provided that these elements remain consistent with that approved through COA 18-1430. Mike Elliot spoke on behalf of the petitioner and provided an overview of the proposal. Owner and developer, Dwight Avram, presented the plaque City of Naperville Page 1 Printed on 7/20/2018 Historic Preservation Commission Meeting Minutes - Final May 24, 2018 of the 1962 addition to the Historic Preservation Commission. Commissioner Ory suggested the developer reduces the building height to not overshadow the park. The petitioner responded the proposed building is almost entirely behind the bandshell and will therefore, have minimal impact on creating shadows in the park. The Commissioners inquired about the existing staircase and questioned if it was original to the building. The petitioner responded the existing staircase is not original, but the original staircase was found underneath the old unoriginal staircase. The intent is to construct a staircase that is similar to the configuration of the original staircase and salvage any original materials that are found. The Historic Preservation Commission found the proposal compliments the original building well. Public Testimony: Frank Butterfield, Landmarks Illinois, stated Old Nichols Library was included in the Landmarks Illinois Annual Most Endangered Historic Places list and would like to provide any Landmarks Illinois services as a resource. Bryan Ogg stated his support for the design and inquired about the name plate, the brackets around the eaves, the filling in of the basement windows, and if other plaques had been saved. Mike Elliot responded stating the name plate will be saved and the eaves will be replicated. The windows will be filled in with stone that has been salvaged from the back of the building. He also stated he is unaware of other plaques besides the 1962 plaque. Paul Mitchell, Attorney to the owner, spoke on behalf of the petitioner and stated he would like a vote on all requests tonight. HPC closed the public hearing. The Historic Preservation Commission supported the requests and complimented the proposal. A motion was made by Martinez, seconded by Doyle, approved. The motion carried the following vote: Aye: 7- Doyle, Erickson Ory, Garrison, Jacks, Martinez, Noel, and Urda Recused: 1- Peterson F. REPORTS 1. Approve the minutes of the March 22, 2018 Historic Preservation Commission meeting. A motion was made by Doyle, seconded by Garrison, approved.
