ROLL CALL: Present: 6 - Doyle, Garrison, Noel, Ory, Vice Chair Jacks, Urda, Howard (non-voting), Councilwoman Anderson (non-voting) Absent: 2 - Chairman Peterson (recused), Martinez C. PUBLIC FORUM: D. OLD BUSINESS: E. CERTIFICATE OF APPROPRIATENESS Consider COA 18-3642 with respect to the final architectural permit drawings submitted by Great Central Properties III pertaining to 110 S. Washington Street (Old Nichols Library) - COA 18-3642 Petitioners Mike Elliot, Dwight Avram, and Paul Mitchell spoke on behalf of the owner Great Central Properties III requesting approval of COA # 18-3642 with respect to the final architectural permit drawings pertaining to 110 S. Washington Street (Old Nichols Library). The petitioners provided a brief overview of the proposed architectural design stating they are staying with the original design intention and have included more detailed drawings. The Historic Preservation Commission inquired if any variances will be processed. The petitioner stated no variances will be processed at this time. Public Testimony: Gail Diedrichsen, speaking on behalf of the Save Old Nichols Library group, and states they find the petitioners work is meticulous. Mrs. Diedrichsen asked about several components of the Richard Romanesque style including the architectural light fixtures, chimneys, corbels underneath the roof, and the roof material. The petitioner stated the roof will be sleight, the corbels and light fixtures will be included in the repair of the building, and they are considering replacing the southside chimney. Charlie Wilkins agreed with Gail Diedrichsen’ s statements and is very happy with the improvements to the property. The petitioner stated the soffit/fascia will be restored and that the process to restore a building is much slower, but they are working as quickly as they can. Carolyn Finzer, attended a previous HPC meeting and asked if the basement was filled to prevent flooding in the future as previously stated. The petitioner confirmed it was. Staff clarified that currently COA is only regarding review of the proposed architectural style of the building. The Historic Preservation Commission inquired about staffs recommendation and the composition of the windows. Staff stated they are in support of the proposal and the petitioner clarified the windows are to be of a wooden composition. HPC stated they are impressed with how things turned out and appreciate the work. A motion was made by Commissioner Doyle and seconded by Commissioner Ory to approve COA #18-3642 in order to approve the final architectural drawings submitted by Great Central Properties III for the property located at 110 S. Washington Street (Old Nichols Library). Aye: Doyle, Garrison, Vice Chair Jacks, Noel, Ory, Urda Nays: 0 Absent: Chairman Peterson (recused), Martinez F. A motion was made by Commisioner Doyle and seconded by Commissioner Urda to approve the minutes of the July 26, 2018 Historic Preservation Commission meeting.
