ROLL CALL: Present: Doyle, Garrison, Vice Chair Jacks, Martinez, Noel, Ory, Chairman Peterson, Sharma (student representative), Howard (non-voting) Absent: Urda, Shandilya (student representative), Li (student representative), Councilwoman Anderson (non-voting) C. PUBLIC FORUM: D. OLD BUSINESS: E. CERTIFICATE OF APPROPRIATENESS 1. Consider the Certificate of Appropriateness (COA) request in order to change the window style for the property located at 105 S. Sleight - COA 19-25 Brice Elliott, window installer for the petitioner and Caitlyn Haap, representative of the petitioner provided an overview of the request stating there currently is a crack in the picture window and the homeowners, Bill and Lana Bassetto would like to replace the window with three double hung wooden windows with exterior aluminum cladding. Public Testimony: None Chairman Peterson inquired if the picture window was being removed or if the picture window and the flanking windows were being removed. Elliot stated that everything in the current window opening would be removed (i.e. the picture window and the two flanking windows) to be replaced with three double hung windows of equal size. Commissioner Ory stated that a typical Queen Anne style home would have a bay window on the front façade and asked if the middle window could be built so it is wider than the flanking windows to create more of a bay window style look. Haap responded that the homeowners thought the equal sized windows would look the best. Commissioner Jacks asked if Naper Settlement had images of the original window. Louise Howard, Naper Heritage Society Representative, stated that Naper Settlement did not have any images of the original window. The Historic Preservation Commission stated they supported the request conditioned upon the petitioner making the middle window 6” wider than the flanking windows. Sleight Street subject to the condition that the middle window is approximately 6” wider than the flanking windows. Consider the Certificate of Appropriateness (COA) request for a variance for a detached garage for the subject property located at 422 E. Franklin Avenue - COA 19-29 The homeowners and petitioners, Bruce and Linda Chvalovsky provided an overview of the request stating that the current detached garage is not in good condition and that they would like to replace it. Public Testimony: None Commissioner Doyle stated that the proposed new detached garage would be an aesthetic improvement. Commissioner Ory asked if the variance request would be going to the Planning and Zoning Commission (PZC) following the Historic Preservation Commission (HPC) review. Gabrielle Mattingly, Planning Services Team, stated the request would be sent to the PZC and then to City Council for final approval. A motion was made by Chairman Peterson and seconded by Commissioner Ory to approve COA #19-29 in order to construct a detached garage on the subject property located at 422 E. Approve the minutes of the September 27, 2018 Historic Preservation Commission Meeting. A motion was made by Commissioner Jacks and seconded by Ory to approve the minutes of the September 27, 2018 Historic Preservation Commission meeting. Aye: Doyle, Garrison, Vice Chair Jacks, Martinez, Noel, Ory Nays: None Recused: Chairman Peterson 2. Approve the minutes of the December 13, 2018 Historic Preservation Commission Meeting. A motion was made by Chairman Peterson and seconded by Commissioner Doyle to approve the minutes of the December 13, 2018 Historic Preservation Commission meeting.
