E. CERTIFICATE OF APPROPRIATENESS
1. Consider the Certificate of Appropriateness (COA) request for the property located at 5
N. Sleight Street- COA 19-3324
The petitioners, David Donaldson and Kathrina Donaldson provided a brief
overview of the request.
Public Testimony: None
Chairman Peterson finds the proposal to be in line with the architectural style of
the home and is in support.
Commissioner Urda is in favor of the request.
Vice Chair Jacks asked if any variances were being requested.
Staff clarified no variances were being requested.
Vice Chair Jacks inquired about the height of the proposed garage.
Staff clarified that detached garages are exempt from review by the HPC.
Commissioner Doyle asked if the garage was detached.
The petitioners clarified it was detached.

A motion was made by Commissioner Garrison and seconded by Commissioner
Urda to approve COA 19-3324 to allow for an addition for the property located at 5
N. Sleight Street.

F. REPORTS
1. Approve the minutes of the May 23, 2019 Historic Preservation Commission meeting
A motion was made by Commissioner Jacks and seconded by Commissioner
Urda to approve the meeting minutes of the May 23, 2019 Historic Preservation
Commission meeting.
Aye: Doyle, Garrison, Vice Chairman Jacks, Fessler, Eveslage, Chairman
Peterson, Urda
Nays: None
G. NEW BUSINESS:
Commissioner Urda raised concern regarding the current appeal process for COA
applications questioning whether the decision made by the HPC is being heard by
the City Council during a request for appeal. Commission Urda discussed the idea of
amending the current Ordinance to allow an HPC representative to attend the City
Council meeting and provide an opening statement and rebuttal during discussion
of any appeal request of a COA. Commissioner Urda also raised concern with a
recently approved text amendment to Chapter 11 (Historic Preservation -
requirements for a COA application for demolition), stating that an additional
amendment should be made to the Code that requires the historical and
architectural analysis be performed by an independent contractor versus by the
applicant as currently required.
Chairman Peterson agreed with Commissioner Urda, but also clarified that the City
Council is provided with the Historic Preservation Commission meeting minutes.
Staff clarified that in addition to the meeting minutes, the Commission's responses
to the Factors for Consideration of the COA are included for any appeal request to
the City Council.
Howard stated the City Council representative present at the HPC meetings is the
spokesperson for the HPC at the City Council meetings.
Commissioner Fessler stated the Commission has the ability to discuss any
concerns with the City Council directly.
