Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Historic Preservation Commission Thursday, July 22, 2021 7:00 PM Meeting Room B To provide live public comment, members of the public must be in attendance in Meeting Room B during the meeting. In keeping with current Centers for Disease Control and Prevention (CDC) and Illinois Department of Public Health guidelines, fully vaccinated individuals will not be required to wear a face covering in Meeting Room B. Those who are not fully vaccinated against COVID-19 must wear a face covering if they cannot socially distance from other individuals. You may submit written comments to planning@naperville.il.us in advance of the meeting: • Written comments received by 5:00 p.m. the Thursday before the meeting, will be included in the meeting packet sent to the HPC. This meeting packet is also posted on the City’s website. • Written comments received after 5:00 p.m. the Thursday before the meeting, through 5:00 p.m. the day before the meeting, will be emailed directly to the HPC, but will not be included in the HPC packet or posted online. • Written comments received after 5:00 p.m. the day before the meeting, will be added to the case file. PUBLIC ACCOMMODATION: Any individual who may require an accommodation to listen to or participate in the meeting should contact the Community Services Department at (630) 305-5300 as soon as possible, but no later than by 5 p.m. on the day of the meeting. A. CALL TO ORDER: B. ROLL CALL: Present: Eveslage, Fessler, Garrison, Chairman Jacks, Urda, and Sack (non-voting) Absent: Franczyk, Kelly (non-voting) and Ory A motion was made by Chairman Jacks and seconded by Commissioner Urda to allow Commissioner Eveslage to participate remotely during the meeting while out of the state on business. PUBLIC FORUM: Jane Burke, Naperville Preservation, requested a motion be made City of Naperville Page 1 Printed on 1/28/2022 Historic Preservation Commission Meeting Minutes July 22, 2021 on the informational mailing. Jane spoke in support of mailing the information annually and to realtors. D. OLD BUSINESS: 1. Commissioner request to discuss postcard notification of Historic District properties Commissioner Urda discussed disclosures or notification to real estate agents of listings within the Historic District. Commissioner Fessler noted the onus should fall on the property owners and that disclosures are already required for all properties, not just ones in Naperville. Commissioner Urda noted he would look into identifying realtors and return with more information at the next HPC meeting. Kathleen Russell, Planning Services Team, said extra postcards could be given to Commission members to distribute to realtors when they see new listings in the District. Tim Messer, East Central Homeowners Organization, spoke in support of the notification and requested more information be added to the mailing. Messer also spoke in support of a letter format, rather than a postcard. Donna Sack noted that when mentioning historic district requirements, an alternative word others have used is protections. Commissioner Garrison recommended using exist or apply when describing the regulations on the postcard. Chairman Jacks recommended staying with the postcard notification rather than switching to a letter. Commissioner Fessler mentioned discussing with the legal team the language used on the postcard. E. CERTIFICATE OF APPROPRIATENESS 1. Consider the Certificate of Appropriateness (COA) for 120 Center Street- COA 21-1721 Bill Mitchell, presented the case. Commissioner Urda asked if the north addition was done by the current owner and if the rooflines will be symmetrical. Bill Mitchell responded that the north addition was done prior to the current ownership. Bill also explained that the roofline distances will be aligned when the work is complete. Donna Sack noted that the residence is also classified as “contributing” in the Federal Historic District. A motion was made by Commissioner Urda and seconded by Commissioner Garrison to approve COA 21-1721, for consideration of the proposed modification to the exterior façade with an addition and removal of the dormer and chimney for the property located at 120 Center Street. Approve the minutes of the May 27, 2021 Historic Preservation Commission meeting A motion was made by Commissioner Garrison seconded by Commissioner Urda to approve the meeting minutes of the May 27, 2021, Historic Preservation Commission meeting. Aye: Eveslage, Fessler, Garrison, Chairman Jacks, and Urda Nays: None G. NEW BUSINESS: 1. Commissioner request to discuss City Council authorizing funding and returning the Historic District banners to light posts and Historic Preservation Commission or City of Naperville presentation of annual awards for best rehab in the Historic District as an incentive and other possible incentives Commissioner Urda presented the discussion and mentioned he was unsure how to ask City Council to carry out the request for banners. Tim Messer noted the banners were not in good shape and were ripped or missing when they were taken down. Messer believes that the banners were primarily privately funded and the brackets were preserved. Messer also explained that the replacement could City of Naperville Page 3 Printed on 1/28/2022 Historic Preservation Commission Meeting Minutes July 22, 2021 possibly be done through a partnership with another organization. Commissioner Urda expressed support for the HPC to show commitment and have ongoing maintenance for the banners. Commissioner Urda also expressed that the awards could be used to show it is a benefit rather than a burden to live in the Historic District with plaques for award recipients. Commissioner Urda requested staff to research what other municipalities do for awards in historic districts. Jane Burke noted that this is a two-part issue with the intention of raising awareness of what historic preservation brings to the City of Naperville. Jane Buke also requested a motion be made on the banners and noted Naperville Preservation’s support of restoring the banners. Commissioner Urda asked staff if the old banners could be re-hung. Kathleen Russell, Planning Services Team, explained that she was unsure if the banners could be restored. Commissioner Urda recommended making a motion to restore the banners. Donna Sack explained that restoration could have many meanings including new banners or using the old banners. Commissioner Urda noted that the motion would be advisory and would allow for legal and internal staff review of the restoration of the banners. A motion was made by Chairman Jacks seconded by Commissioner Urda for the City to restore the banners that state “Naperville Historic District” to their previous location.
