TO PROVIDE LIVE PUBLIC COMMENT, TESTIMONY, OR TO CROSS-EXAMINE WITNESSES
DURING THE MEETING: To address the Historic Preservation Commission (HPC) in-person
during the meeting in Meeting Room B, members of the public will be called on during the
meeting by the Chairman.
TO SUBMIT WRITTEN COMMENTS OR MATERIALS:
1. You may submit written comments to planning@naperville.il.us in advance of the meeting.
(Please note, because emailed written comments are available for advance review by the HPC,
they will not be read into the record during the HPC hearing). Below are the deadlines for written
comments provided in advance of the meeting:
• Written comments received by 5:00 p.m. the Thursday before the meeting, will be included in
the meeting packet sent to the HPC. This meeting packet is also posted on the City’s website.
• Written comments received after 5:00 p.m. the Thursday before the meeting, through 5:00
p.m. the day before the meeting, will be emailed directly to the HPC, but will not be included in the
HPC packet or posted online.
• Written comments received after 5:00 p.m. the day before the meeting, will be added to the
case file.
PUBLIC ACCOMMODATION:
Any individual who may require an accommodation to listen to or participate in the meeting
should contact the Community Services Department at (630) 305-5300 as soon as possible, but
no later than by 5 p.m. on the day of the meeting.
PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Commission members, staff, other speakers or members
of the public. Comments made to intentionally disrupt the meeting may be managed as
necessary to maintain appropriate decorum and allow for city business to be accomplished.
• The HPC will call on you at the appropriate time during the Historic Preservation Commission
meeting to speak. Once you are called on, you may identify yourself for the public record and
address remarks to the Historic Preservation Commission as a whole. Speak clearly and try to
limit remarks directly to the matter under discussion.

B. ROLL CALL:
Present: Brown, Fawell, Chairman Jacks, Kelly (non-voting), Ory, Urda, and Wills
Absent: Franczyk, Fessler, Garrison, and Sack (non-voting)
C. PUBLIC FORUM:
Becky Simon, Naperville Preservation, welcomed the new HPC
members and detailed upcoming events centered around historic
preservation.
Philip Buchanan introduced themself as a new Naperville
Preservation Board Member and discussed upcoming events,
Kroehler mansion, and the preservation of endangered places in
Illinois.
D. OLD BUSINESS:
E. CERTIFICATE OF APPROPRIATENESS
1. Consider the Certificate of Appropriateness (COA) for 6 North Columbia Street- COA
22-252
Erik Haugsnes presented the case.
Public Testimony:
There was no public testimony.
Commissioner Urda asked if people could walk out on the top of the
porte cochere.
Haugsnes responded that there is no pedestrian access to the top of
the porte cochere as the roof is sloped in multiple directions.
Commissioner Brown asked if Mr. Haugsnes considered having the
porte cochere guardrails align with the design of the deck.
Haugsnes responded that they did consider wood guardrails but
noted that the horizontal element on the porte cochere may look
heavy.
Commissioner Ory asked if Mr. Haugsnes considered brick columns
for the deck rather than the proposed white wood.
Haugsnes responded that it was considered, but they wanted to
match the lightness of the trellis to the deck materials and the brick,

while matching other elements on the building would appear
heavy.
Commissioner Ory noted support if brick columns were
incorporated.
Chairman Jacks asked for clarification on the window wall.
Kathleen Russell, Community Planner, clarified that the window
wall is proposed on the north side of the residence, which does not
require COA review.
Commissioner Wills noted that the masonry may be more
expensive than the white wood and that vines could make the
white wood less of a contrast to the brick.
Haugsnes noted they would be open to brick ends on the lower
portion of the deck to match existing brick found on the property.
A motion was made by Commissioner Urda and seconded by Commissioner Ory
to approve COA 22-252, for consideration of the proposed modifications to the
exterior façade including the new deck, trellis, and ornamental railings on the
porte cochere for the property located at 6 North Columbia Street with the
condition that bricks are added to the lower deck consistent with existing
elements and are included in updated elevations submitted to staff.

F. REPORTS
1. Elect Vice-Chairman and Secretary
Commissioner Urda recommended Commissioner Ory as Vice
Chairwoman and Commissioner Garrison as Secretary.
Commissioner Ory noted agreement to the recommendation as
Vice Chairwoman.
Commissioner Urda and Chairman Jacks recommended tabling the
election of the Secretary until the next meeting.
A motion was made by Chairman Jacks seconded by Commissioner Urda to elect
Commissioner Ory as the Vice Chairwoman.

A motion was made by Chairman Jacks seconded by Commissioner Ory to table
the election of the Secretary until the next meeting.

2. Approve the minutes of the January 27, 2022, Historic Preservation Commission meeting
A motion was made by Commissioner Urda seconded by Commissioner Fawell to
approve the meeting minutes of the January 27, 2022, Historic Preservation
Commission meeting.
Aye: Brown, Fawell, Chairman Jacks, Ory, Urda, and Wills
Nays: None
G. NEW BUSINESS:
Chairman Jacks requested that a discussion about the new Historic
District banners be added to a future agenda.
Councilman Kelly provided clarification that the banner project is
being conducted in various areas throughout Naperville and
estimates that the Historic District banners will be implemented in
the fall. Councilman Kelly also described an observation that the
first townhome was being constructed at the Heritage Place
development.
H. ADJOURNMENT:
A motion was made by Commissioner Ory seconded by Commissioner Urda to
adjourn the March 24, 2022, Historic Preservation Commission meeting at 7:41
pm.
