TO PROVIDE LIVE PUBLIC COMMENT, TESTIMONY, OR TO CROSS-EXAMINE WITNESSES
DURING THE MEETING: To address the Historic Preservation Commission (HPC) in-person
during the meeting in Meeting Room B, members of the public will be called on during the
meeting by the Chairman.
TO SUBMIT WRITTEN COMMENTS OR MATERIALS:
1. You may submit written comments to planning@naperville.il.us in advance of the meeting.
(Please note, because emailed written comments are available for advance review by the HPC,
they will not be read into the record during the HPC hearing). Below are the deadlines for written
comments provided in advance of the meeting:
• Written comments received by 5:00 p.m. the Thursday before the meeting, will be included in
the meeting packet sent to the HPC. This meeting packet is also posted on the City’s website.
• Written comments received after 5:00 p.m. the Thursday before the meeting, through 5:00
p.m. the day before the meeting, will be emailed directly to the HPC, but will not be included in the
HPC packet or posted online.
• Written comments received after 5:00 p.m. the day before the meeting, will be added to the
case file.
PUBLIC ACCOMMODATION:
Any individual who may require an accommodation to listen to or participate in the meeting
should contact the Community Services Department at (630) 305-5300 as soon as possible, but
no later than by 5 p.m. on the day of the meeting.
PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Commission members, staff, other speakers or members
of the public. Comments made to intentionally disrupt the meeting may be managed as
necessary to maintain appropriate decorum and allow for city business to be accomplished.
• The HPC will call on you at the appropriate time during the meeting to speak. Once you are
called on, you may identify yourself for the public record and address remarks to the Historic
Preservation Commission as a whole. Speak clearly and try to limit remarks directly to the matter
under discussion.

B. ROLL CALL:
Present: Brown, Franczyk, Garrison, Chair Jacks, Kelly (non-voting), Vice Chair Ory,
Sack (non-voting), Urda, and Wills
Absent: Fawell and Fessler
C. PUBLIC FORUM:
Bill Simon, Naperville Preservation, detailed upcoming events centered
around Historic Preservation Month.
Philip Buchanan, Naperville Preservation, discussed upcoming events
scheduled for Historic Preservation Month. He also mentioned that he
would like to be a part of the banner discussion.
D. OLD BUSINESS:
1. Elect the Secretary
Commissioner Urda nominated Commissioner Garrison to serve as the
Commission’s secretary.
Commission Garrison agreed to serve.
A motion was made by Commissioner Urda seconded by Vice Chair Ory to
appoint Commissioner Garrison as the Secretary of the Historic Preservation
Commission.
Ayes: Brown, Franczyk, Garrison, Chair Jacks, Vice Chair Ory, Urda, and Wills
Nays: None
2. Provide direction for the new Historic District banners
Dawn Portner, Special Events Coordinator for the City of Naperville, was in
attendance.
Shannon Greene Robb, a member of the Special Events Cultural Amenities
(SECA) Commission for the City of Naperville and a member of the Public
Arts Commission Task Force, joined the meeting over the phone.
Philip Buchanan, Naperville Preservation, passed out a packet of photos
from banners he has seen in historic districts around the country.
Buchanan provided his suggestions for what the banner should include. He
suggested the banner include the city logo, the date that Naperville started,
the SECA logo, a map of the historic district, and two or three different
buildings within the district.

Portner mentioned that the SECA Commission recently formed a Public Arts
Commission Task Force. They were asked by the Department of Public
Works to work with HPC to design the new banners. They are here today to
listen to HPC members’ ideas.
Commissioner Franczyk asked where the old banners were located.
Commissioner Urda responded that they were mostly on the bounds of the
Historic District.
Commissioner Franczyk asked if the banners will only be within the Historic
District.
Portner confirmed this is correct.
Commissioner Brown suggested something more native to the setting
rather than something more modern and stark. He likes coloring that blends
with the historic district. He suggested choosing three to five unique
examples of architectural details you could find in the area. Unique Tint or
wash that would unify it. He said that those living in the district would want
to notice the banner, but not have it stand out too much.
Commissioner Franczyk mentioned that two things that are important are
longevity of the banner and ensuring that the banners are differentiated
from the North Central College banners that are in the area. She suggested
having something that is more substantive than a vinyl banner.
Vice Chair Ory asked Buchanan what in his opinion is the objective of the
banners. She said some of the examples provided in his document are more
educational while others are more about awareness. She said she
appreciates the simplicity of the old banners that used to be installed.
Buchanan responded that to him, the objective of the banner would be
highlighting the district.
Commissioner Franczyk suggested adding a QR code that offers a map,
highlights specific homes, or provides a walking tour.
Commissioner Urda suggested the QR code could lead to the HPC website.
He said he appreciates the simplicity of the old banners and agrees with
Commissioner Brown that it shouldn’t be too garish or colorful.
Vice Chair Ory said the old sign looks like the college. She summarized the
feedback the Commission has provided so far: 1) Simple, 2) QR Code, and 3)
Differentiated from the college. She also mentioned she has concerns

about the QR being accessible if the banners are too high to scan.
Commissioner Urda added he prefers Naperville blue to tie it in with the
city and differentiate it from the college.
Chair Jacks added that the map would be too busy, but he thinks the QR
code is interesting.
Commissioner Franczyk warned that QR codes might not be around in five
years.
Commissioner Wills suggested different colored banners for each section of
the historic district (ECHO, downtown, etc.).
Vice Chair Ory responded the QR code could link you to a page that provides
more information on the areas of the historic district. She said changing the
colors of the signs would not be noticeable. It would be a stronger
statement if they were all the same color.
Commissioner Wills clarified that he meant each area of the city would
have a different banner, not just the Historic District.
Commissioner Sack mentioned that the Federal Historic District is much
more expansive than the Local Historic District.
Councilman Kelly reminded everyone that the budget is limited to $10,000.
Chair Jacks suggested instead of the lamppost that was on the old banners,
they could have an image of a building in the district on the banner. Some
buildings he suggested included: 110 S Sleight, the Kroehler Mansion, or
another building in the district.
Commissioner Urda added the building could be updated on an annual basis
if the budget allows.
Chair Jacks summarized the discussion. He said the ideas that were popular
included the banner being the Naperville blue, including the Naperville
logo, and having a representative image of the district in place of the
lamppost.
Commissioner Wills said the Naperville blue will be on the banner in the
logo so the entire banner doesn’t need to be blue. He also suggested that a
committee be established to design the banner. He wants the president of
ECHO, Becky Simon of Naperville Preservation, and a member of HPC to be
on the committee.

Portner said she will bring back some drafts of the banner to the
Commission for their review at a subsequent meeting.
E. CERTIFICATE OF APPROPRIATENESS
1. Consider the Certificate of Appropriateness (COA) for 110 South Sleight Street - COA
22-528
Jessica Otte from Meyer Design presented the case.
Douglas and Jessica Gerald, the property owners, introduced themselves
and mentioned how excited they are about this home and the addition.
Public Testimony:
There was no public testimony.
Commissioner Urda notes that this is one of the most complete applications
he has seen while sitting on the Commission. He notes that what is being
proposed will improve the property. He says he is confused why the two
windows on the top are so different from one another.
Otte responded that the manual says they shouldn’t replicate features from
the original house, but instead should show some evolution.
Commissioner Urda said he is not aware of the prohibition to replicate.
Otte said she would be happy to make the new window be stained glass to
match the original.
Commissioner Franczyk said she agrees with Commissioner Urda, she but
thinks the entire project is great so wouldn’t pick a bone about the window.
Chair Jacks asks if any variances are needed.
Otte confirms that is correct.
Vice Chair Ory echoes Commissioner Urda’s comments.
A motion was made by Commissioner Vice Chair Ory and seconded by
Commissioner Garrison to approve COA 22-528, for consideration of the proposed
addition and new porch lights for the property located at 110 South Sleight
Street.

A motion was made by Vice Chair Ory seconded by Commissioner Garrison to
approve the meeting minutes of the March 24, 2022, Historic Preservation
Commission meeting.
