TO PROVIDE LIVE PUBLIC COMMENT, TESTIMONY, OR TO CROSS-EXAMINE WITNESSES
DURING THE MEETING: To address the Historic Preservation Commission (HPC) in-person
during the meeting in Meeting Room B, members of the public will be called on during the
meeting by the Chairman.
TO SUBMIT WRITTEN COMMENTS OR MATERIALS:
1. You may submit written comments to planning@naperville.il.us in advance of the meeting.
(Please note, because emailed written comments are available for advance review by the HPC,
they will not be read into the record during the HPC hearing). Below are the deadlines for written
comments provided in advance of the meeting:
• Written comments received by 5:00 p.m. the Thursday before the meeting, will be included in
the meeting packet sent to the HPC. This meeting packet is also posted on the City’s website.
• Written comments received after 5:00 p.m. the Thursday before the meeting, through 5:00
p.m. the day before the meeting, will be emailed directly to the HPC, but will not be included in the
HPC packet or posted online.
• Written comments received after 5:00 p.m. the day before the meeting, will be added to the
case file.
PUBLIC ACCOMMODATION:
Any individual who may require an accommodation to listen to or participate in the meeting
should contact the Community Services Department at (630) 305-5300 as soon as possible, but
no later than by 5 p.m. on the day of the meeting.
PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Commission members, staff, other speakers or members
of the public. Comments made to intentionally disrupt the meeting may be managed as
necessary to maintain appropriate decorum and allow for city business to be accomplished.
• The HPC will call on you at the appropriate time during the meeting to speak. Once you are
called on, you may identify yourself for the public record and address remarks to the Historic
Preservation Commission as a whole. Speak clearly and try to limit remarks directly to the matter
under discussion.

B. ROLL CALL:
Present: Franczyk, Chairman Jacks, Councilman Kelly (non-voting), Vice
Chairwoman Ory, Santucci, and Wills
Absent: Brown, Fawell, Garrison (Secretary), Losurdo, and Sack (non-voting)
C. PUBLIC FORUM:
Bill Simon, Naperville Preservation Inc., updated the Commission
about the Suburban Preservation Alliance meeting that was held by
Naperville Preservation Inc. and Landmarks Illinois at the local
landmark Naperville Women’s Club. Simon also noted that a City
Councilmember stated there would be some work done on the light
poles in the Historic District and that Naperville Preservation Inc.
will be hosting a future tour of Naper Settlement’s archives. Simon
asked if the light poles will be reviewed by the Commission.
Philip Buchanan updated the Commission about the Suburban
Preservation Alliance meeting. Buchanan recommended people to
visit North Central College’s mid-century modern gallery. Buchanan
also commented that Blair Kamin spoke about architecture in
Naperville at a North Central College event.
Councilman Kelly responded that the light poles will be upgraded to
LED fixtures and will be the same style as the existing light poles.
Commissioner Franczyk commented that the warmth of the new
lights may change with the conversion to LED.
D. OLD BUSINESS:
1. Provide direction on the Historic District banners
Bill Simon, Naperville Preservation Inc., likes the 119 N. Brainard
Street banner as is and recommended that the 409 E. Chicago
Avenue banner be on a different color background and to add more
detail on the windows.
Commissioner Franczyk recommended adding a point on the map
showing where the banner is located, making the banners more
cohesive with one or two colors, and having one side of each
banner include the Historic District map with a URL or QR code at the
bottom.
Commissioner Wills noted ECHO preferred the 5 N. Columbia Street
banner based on their public comment, North Central College’s

banners are a simple style, and that the map may be difficult to
read.
Chairman Jacks agreed that the map design may not be viable.
Vice Chairwoman Ory respectfully disagreed, and stated the map
was viable and that the location marker on the map connects the
viewer with where they are in the Historic District. Vice
Chairwoman Ory also noted that the location marker is powerful
and connects you with the Historic District.
Commissioner Wills recommended putting the QR code on
something else at the base of the light pole.
Commissioner Franczyk responded that the QR code could be
scanned by someone walking by, but drivers may not use the tool.
Councilman Kelly commented that he liked the map design and
preferred the light blue background, that the map design should be
located at the four corners of the Historic District and would defer
to ECHO on the architectural design banner.
Commissioner Franczyk recommended the same blue background
with white text be incorporated on all banners to be cohesive.
Chairman Jacks commented that the 5 N. Columbia Street shingle
element may be difficult to see, the 144 S. Sleight Street element is
not seen very frequently in the Historic District, and the 119 N.
Brainard Street element is more common in the Historic District.
Chairman Jacks also noted agreement with the recommendation to
have white accents and blue background for all banners.
Vice Chairwoman Ory summarized the Commission’s requests: four
designs with five copies of each design, all banners will have the
map with a QR code on one side, and the opposite side will have
the architectural detail. Vice Chairwoman Ory listed the banners to
be used include 119 N. Brainard Street, 110 S. Sleight Street changed
to have the same blue background, 5 N. Columbia Street with the
pattern reworked to be white and not behind the text, and 409 E.
Chicago Avenue with the same blue background as the other
banners and the windows edited to add more detail.
Commissioner Franczyk added that “Naperville Historic District”
should be in the same location on all banners. Commissioner
Franczyk also commented that the 110 S. Sleight Street feature
should be edited to remove the portions on the side, so it is sized

similarly to the other architectural features.
Vice Chairwoman Ory commented that the 15 S. Sleight Street
design does not match the other architectural feature banner
designs.
Chairman Jacks agreed and noted that 329 School Street would be
difficult to see compared to the other designs.
Commissioner Franczyk brought up the color choice for the banner
and asked Alma Recendez, FASTSIGNS, about which color was used
for the light blue.
Alma Recendez responded the light blue is #005696.
Commissioner Santucci recommended seeing the size of the banner
and how the designs would appear to scale on the full-size banner.
Commissioner Santucci also asked what the expected life of the
banner is.
Alma Recendez estimated the banners would last a few years.
Vice Chairwoman Ory asked about next steps in the banner process.
Kathleen Russell, Community Planner, responded that a final vote is
not needed, FASTSIGNS would revise the designs, and the
Communications Division would review the final designs. Russell
asked what the QR code would link to.
Councilman Kelly noted there is a walking tour published by Naper
Settlement of the downtown, but that the QR code could link to the
City’s Historic District website.
Commissioner Franczyk asked the reasoning for fonts used in the
designs.
Alma Recendez responded that the fonts were based on other
Naperville publications.
Chairman Jacks summarized the requested banners include 20
banners total, 5 of each design, 119 N. Brainard Street, 110 S. Sleight
Street, 5 N. Columbia Street, and 409 E. Chicago Avenue with the
revisions described in the initial summary by Vice Chairwoman Ory,
and the other side of the banner will be the map of the Historic
District, the QR code instead of the Naperville logo, and a location
marker. Chairman Jacks also noted all banners would be color

#005696 and will have “Naperville Historic District” in the same
location.
Philip Buchanan asked if the SECA logo would be added to the
banner because of the funding.
Councilman Kelly responded that the funding for the banners was
through the general fund.
Chairman Jacks noted the prior banners did not have the SECA logo.
Alma Recendez asked if the locations of the banners are finalized.
Kathleen Russell responded that staff will work with the
Department of Public Works to determine the locations.
The Commissioners all agreed with Chairman Jacks final summary
through a voice vote.

A motion was made by Vice Chairwoman Ory seconded by Commissioner
Franczyk to approve the minutes of the July 28, 2022, Historic Preservation
Commission meeting.
