Eagle Street Naperville, IL 60540 Meeting Minutes Monday, June 1, 2020 6:30 PM On Zoom - Open agenda to see phone & webinar options Housing Advisory Commission Housing Advisory Commission Meeting Minutes June 1, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: The Housing Advisory Commission meeting scheduled for June 1, 2020 will be conducted remotely pursuant to Executive Order 2020-33 which extends Executive Order 2020-07 suspending certain requirements of the Illinois Open Meetings Act. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar [and password if required] provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few second delay after you are unmuted until your mic will be live. Please identify yourself for the public record and speak clearly. CALL TO ORDER: Chairman Bernicky called the meeting to order at 6:32 p.m. B. ROLL CALL: Also present: Adam Aldaba, Student Representative; Ruth Broder, Community Planner/Community Grants Coordinator; Gina Nelson, Records Clerk; Laura McSweeney; Administrative Assistant, T.E.D.; Scott Williams, Community Planner Present 10 - James Bernicky, Mercedes Haber-Kovach, Linda Kuhn, Steve Lakner, Linda Wilhelm, Mark Rice, Shree Gurusamy, Patrick Kelly, Bradford Miller, and Brian Palm C. PUBLIC FORUM: Dr. Bob Buckman explained how the DuPage Housing Alliance can serve as resource for the commission. He asked what the commission will do with the input of their analysis on the report and if the opportunity would be used to address affordable housing. He expressed concern with no affordable housing having been included in the recent approval of the Main Street Promenade. The commission must enact an inclusionary zoning ordinance to avoid losing future opportunities. Dr. Buckman also City of Naperville Page 2 Printed on 7/16/2020 Housing Advisory Commission Meeting Minutes June 1, 2020 noted that the last Council meeting included a resolution against racism; lack of affordable housing disproportionately impacts communities of color. He also requested that the DuPage Housing Alliance Priorities Regarding SB Friedman’s Toolkit be read into the record. This was done by Ms. Broder. Dr. Buckman thanked the commission. Jorgen Phillips, representing the Accessible Community Task Force (ACTF), asked the commission to ensure that affordable housing recommendations also address the issue of accessibility. D. OLD BUSINESS: 1. Approve the regular Housing Advisory Commission meeting minutes of March 2, 2020 Attachments: MeetingMinutes_02-March-2020-10-33-47.pdf The minutes were approved. Aye: 9- Bernicky, Haber-Kovach, Kuhn, Lakner, Wilhelm, Rice, Gurusamy, Kelly, Miller, and Palm 2. Review and prioritize housing program recommendations included in the Housing Needs Assessment prepared by S. B. Friedman, Inc. and direct staff accordingly Attachments: Housing Needs Assessment Toolkit Scores.pdf COVID-19 Impacts_S.B.Friedman.pdf Chairman Bernicky explained the format of the toolkit analysis spreadsheet. Ms. Broder explained the ranking system used by the commission, as presented in the Excel spreadsheet. Chairman Bernicky then began to review the items in order, highest scoring to lowest, as presented in the spreadsheet. A brief discussion ensued regarding the decision of some commissioners not to score certain recommendations. Mary Hamill, a member of the Accessible Community Task Force (ACTF), asked about the difference between what was presented and what was included with the agenda item. Ms. Broder explained that the information was the same, but that the original spreadsheet organized the items by category rather than score. She shared the spreadsheet that presented the programs organized into categories. Councilman Kelley asked to make an announcement. He stated that there was an active emergency order in effect with a curfew set at 9:00 p.m. due to the situation in downtown Naperville. Councilman Kelly asked the commission to consider whether or not they wanted to continue with the meeting. He stated that all city business must be stopped by the 9:00 p.m. curfew deadline. Discussion followed on postponing the meeting and rules governing breaking into sub-groups for the interim. Matters of procedure were discussed regarding a future Zoom meeting either June 8th or 15th. The motion to close the meeting of the Housing Advisory Commission of June 1, 2020 and reconvene on either June 8 or June 15 was approved. G. ADJOURNMENT: Commissioner Lakner made a motion, seconded by Commissioner Haber-Kovach, to adjourn the regular Housing Advisory Commission Meeting of June 1, 2020. Chairman Bernicky adjourned the meeting at 7:12 pm. The motion to adjourn the regular meeting of the Housing Advisory Commission of June 1, 2020 was approved.
