CALL TO ORDER: Chairman Miller was not present. Commissioner Bergeron called the meeting to order at 6:37 PM. B. ROLL CALL: Present 7- Jim Bergeron, Diana Hawken, Alex Jacobs, Nag Jaiswal, Linda Kuhn, Brian Palm, and Nate Wilson Absent 1- Bradford Miller Also present: Miranda Barfuss, CDBG Administrator; Geneace Williams, Diversity Equity Inclusion Manager; Diya Menon, Student Representative; Rayaan Talha, Student Representative; Shom Joshi, Student Representative; Helen Liang, Student Representative C. PUBLIC FORUM: None D. OLD BUSINESS: 1. Approve the Human Rights & Fair Housing Commission meeting minutes of March 6, 2023 Commissioner Palm made a motion to approve the Human Rights & Fair Housing Commission meeting minutes of March 6, 2023, seconded by Hawken. The motion was approved and carried by the following vote: Aye: 6- Bergeron, Hawken, Jacobs, Jaiswal, Kuhn, Palm, and Wilson Absent: 1- Miller E. NEW BUSINESS: 1. Welcome student representatives Bergeron welcomed the four new student representatives: Diya Menon, Rayaan Talha, Shom Joshi and Helen Liang. Students and Commissioners introduced themselves. 2. Approve the Human Rights & Fair Housing Commission meeting schedule for calendar year 2024 Commissioner Palm made a motion to approve the Human Rights & Fair Housing Commission meeting schedule for calendar year 2024, seconded by Jacobs. The motion was approved and carried by the following vote: Aye: 6- Bergeron, Hawken, Jacobs, Jaiswal, Kuhn, Palm, and Wilson City of Naperville Page 1 Printed on 1/26/2024 Human Rights and Fair Housing Meeting Minutes November 6, 2023 Commission Absent: 1- Miller Kuhn discussed the Commission’s previous work on the City’s Affordable Housing work plan and asked for a progress report at the next meeting. Hawken encouraged student representatives to share their thoughts on human rights issues in Naperville and asked for clarification on what the human rights portion of the Commission’s scope entails. Williams stated that the Commission reviews and decides community complaints regarding public accommodations which is the human rights piece. Bergeron acknowledged the limits of the Commission’s scope and stated that it is defined by the municipal code, unlike activist organizations and private entities who can take other actions in the community. Barfuss stated that staff recently reviewed all the City Boards & Commissions to recommend revisions to their scope to City Council and there were no recommended changes for the Human Rights & Fair Housing Commission. Commissioners discussed other activities they can undertake that are within the Commission's scope including bringing in speakers for community presentations on fair and affordable housing topics. F. REPORTS: None G. ADJOURNMENT: Commissioner Palm made a motion to adjourn the regular Human Rights & Fair Housing Commission meeting of November 6, 2023 at 7:13 PM, seconded by Kuhn.
