ROLL CALL: C. PUBLIC FORUM: D. OLD BUSINESS: 1. Receive the report on the status of PRIDE Gas Station’s liquor license request. Commissioner Vozar made a motion, seconded by Commissioner O'Toole, to establish at this time a position statement from the Commission if we would be open to having alcohol sales in gas stations where 90% of store revenues must be from the sale of gas. 2. Pass the Ordinance amending Section 12 (Additional Liquor License Restrictions), of Chapter 3 (Liquor and Tobacco Control), of Title 3 (Business and License Regulations), of the Naperville Municipal Code amending the happy hours prohibition allowing establishments to engage in happy hours liquor sales and service. Commissioner Blackman moved, seconded by Commissioner Maher,to approve this item amended to maintain our current regulations and not follow the State regarding Happy Hour. E. NEW BUSINESS: 1. Receive the report presented by the Pedal Pub requesting a liquor license. Commissioner Vozar made a motion, seconded by Commissioner Maher to table this subject to the November Liquor Commission meeting and direct staff to do their homework investigation on this concept and what laws on the State level and City level are relevant and necessary to regulate this. Motion approved. 2. Pass the Ordinance amending Section 11 (Liquor License Classifications), of Chapter 3) (Liquor and Tobacco Control), of Title 3 (Business and License Regulations), of the Naperville Municipal Code amending the liquor code to increase the number of special event permits allowed from two (2) special event permits per non-for-profit to four (4) permits. A motion was made by Blackman, seconded by Vozar, that we expand the Class T liquor license. The motion failed by the following vote: Commissioner Blackman moved, seconded by Commissioner Vozar, to increase the Special Events Permit from two to four. F. REPORTS: 1. Approve the minutes of the August 3, 2017 meeting. EXECUTIVE SESSION: Commissioner Wehrli moved, seconded by Commissioner Vozar to go into closed session to discuss matters of discipline under the jurisdiction of this body as provided under Chapter 5 of the Illinois Complied Stature, section 120/2(c) (4) Closed session adjourned at 5:54pm.
