CALL TO ORDER: Mayor Wehrli called the meeting to order at 3:00 p.m. B. ROLL CALL: Staff Present: Shebnem Ozkaptan, Budget and Administrative Manager; Detective Marty Creighton, Liquor & Tobacco Liaison, Naperville Police Department; Jennifer Bonner, Senior Assistant City Attorney; Melanie Marcordes, Director Community Services Department Present 7- Steve Chirico, Kelly Douglas, John Koranda, Ray McGury, Anthony Signorella, Mitch Stauffer, and Mayor Scott Wehrli C. PUBLIC FORUM: D. OLD BUSINESS: 1. Approve the regular Liquor Commission meeting minutes of September 19, 2024 Attachments: Draft Meeting Minutes 9-19-24 A motion was made by Chirico, seconded by Signorella, approved. The motion carried by the following vote: Aye: 6- Chirico, Douglas, Koranda, McGury, Signorella, and Stauffer E. NEW BUSINESS: 1. Consider Hawaii Fluid Art’s request to increase the cap on Class M-Recreational license by one (1). Attachments: Hawaii Fluid Art Concept Application https://hawaiifluidart.com/ Saurin Patel, owner of Hawaii Fluid Art presented to the Liquor Commission. Hawaii Fluid Art is a new business coming to 115 E Ogden Ave, suite 121. This is a franchise that will be the 3rd location in Illinois; there are 65 in the nation. This is a painting studio that specializes in pouring acrylic paint, they will also have a space for other artists to come in and teach/display their crafts. The Commissioners reinforced BASSET requirements for all staff. There will not be outdoor classes taught, all liquor will be limited to inside the facility. Commissioners researched other Hawaii Fluid Art locations and did not find any complaints or issues. There are currently no Class M Recreational licenses available, a license cap increase is being referred to the City Council at the next available meeting in October. A motion was made by Chirico, seconded by Stauffer, approved and referred to City Council. REPORTS: Senior Assistant City Attorney Bonner provided an update of previous liquor actions taken by City Council. 1. Receive BASSET statistics for September 2024 Detective Creighton presented the BASSET statistics for in-person and online classes for September 2024: 72 in-person attendance 16 online renewals 2. Receive the Liquor Concept Committee Report for September Attachments: September Concept Meetings Budget and Administrative Manager Ozkaptan presented the liquor concepts for the month of September. G. EXECUTIVE SESSION: H. ADJOURNMENT: A motion was made by Signorella, seconded by Chirico to adjourn the Liquor Commission meeting of October 3, 2024 at 3:11 p.m. The motion carried by a voice vote. /S/ S.
