ROLL CALL: Present 8- Krishna Bansal, Brett Fessler, Carrie Hansen, Bruce Hanson, Anthony Losurdo, Andrew Margulies, Chairperson Kamala Martinez, and Robert Williams Absent 1- Vice Chair Sean Hastings C. PUBLIC FORUM: D. PUBLIC HEARINGS: 1. Conduct the public hearing to consider a variance to permit a 6’ tall solid fence in the required corner side yard at the subject property located at 2816 Rolling Meadows Drive, Naperville - PZC 17-1-114. Erin Venard, Planning Services Team, gave an overview of the request. The PZC inquired about the permit process and other fences in the area. Venard responded that the petitioner did not receive a permit and other corner lot fences comply with the setback requirements. The subject fence requires a variance because it is located on the corner side property line. David Garza spoke as the petitioner. The PZC inquired about the permit process. Garza stated there was a miscommunication regarding the permit. The PZC asked if the petitioner was willing to move the fence back to the 15' setback. Garza responded that he would lose approximately 20% of his yard space; he would rather cut the fence in half. Public Testimony: None PZC closed the public hearing. The Planning and Zoning Commission did not support the variance request. PZC found that corner side yards function similar to front yards and the subject property was not unique from other corner side yards. Hanson to adopt the findings of fact as presented by the staff and deny PZC 17-1-114, a variance to permit a 6’ tall solid fence in the required corner side yard at the subject property located at 2816 Rolling Meadows Drive, Naperville. Aye: 8- Bansal, Fessler, Hansen, Hanson, Losurdo, Margulies, Chairperson Martinez, and Williams Absent: 1- Vice Chair Hastings E. REPORTS AND RECOMMENDATIONS: 1. Approve the minutes of the November 1, 2017 Planning and Zoning Commission meeting. A motion was made by Fessler and seconded by Bansal to approve the regular meeting minutes of November 1, 2017.
