Receive the Electric Utilities Preliminary 2023 Financial Summary Attachments: The Electric Utilities Preliminary 2023 Financial Summary Presentation by Brian Groth, Director of DPUE Year end financial summary revenues are lower than budgeted (1,353 kWh) due customers' lower consumption, City and IMEA sponsored Energy Efficiency programs and Solar Installations. Expenses are higher in general due to material costs for non-reimbursable projects. Power costs in the industry generally fluctuate and the way we feel the utility and the city prognoses fluctuations in power costs in purchase power adjustments (PPA) which is a small fraction of a penny. It's been plus or minus half a penny over the past year. We collect depending on the power costs from IMEA. So, one month if we have a plant outage the cost will go higher because they will have to purchase on the market. If plants are operating well, as they have been for the past year, then power costs are lower. That PPA base rate is set by the rate consultant based on the 5 years or 3 year projection cost by IMEA. It's a way of making sure that the electric utility capital and maintenance projects don't have to suffer when power costs go high. But on the downside, we could certainly use the cash when power costs are below budget. 6.
