Eagle Street Naperville, IL 60540 Meeting Minutes Wednesday, June 13, 2018 7:30 AM Municipal Center Lunchroom Riverwalk Commission Riverwalk Commission Meeting Minutes June 13, 2018 A. CALL TO ORDER: Chairman Roehll called the May 9, 2018 Naperville Riverwalk Commission Meeting to order at 7:34 a.m. The meeting was held in the Lunch Room of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. B. ROLL CALL: Present: Valla Aguilar; Judy Brodhead; Jeanne Buddingh; John Joseph; Pat Kennedy Debra Lellbach; Bill Novack; Nolan O’Rear, Student Commissioner; Chuck Papanos; Stephanie Penick; Geoff Roehll, Commission Chairman; Bob Ross; and Marie Todd Absent: David Chen, Student Commissioner Also Present: Brian Dusak, ERA; Blane Erwin, NCTV; Carl Peterson, GRWA C. PUBLIC FORUM: No members of the public were interested in addressing the Commission. D. OLD BUSINESS: 1. Moser Tower Assessment -Bill Novack Novack reported that the in-depth testing has been completed. The samples/data have been taken to the lab to continue to seek information regarding the viability of the structure. Engineering Resource Associates will submit report with the findings later this summer. 2. Naperville Jaycees Park formerly Tech Park - Geoff Roehll The City Council has voted to approve the addition of the Jaycees Park to the Riverwalk. V3 has met with DuPage County. As the project involves only a “cut” rather than “fill”, the only stormwater requirement is a General Certificate. The next steps are to finalize the construction documents and submit them to the Riverwalk Commission and City’s Development Review Team for approval. The City’s Department of Public Works is working with Hitchcock Design Group to fabricate a mockup of the steel shade structures which should save on bottom line cost. 3. Harmony Park - Geoff Roehll The addition of Rotary Park to the Riverwalk will be considered by the Park City of Naperville Page 1 Printed on 7/17/2018 Riverwalk Commission Meeting Minutes June 13, 2018 Board on June 14, 2018 and by the City Council on June 19, 2018. Construction of the park could begin as soon as the middle of this summer. E. NEW BUSINESS: The agenda items in New Business were moved to Old Business. No new business was discussed. F. REPORTS: 1. Minutes Approve the minutes from the May 9, 2018 Riverwalk Commission meeting. A motion to approve the minutes from the May 9, 2018 Riverwalk Commission meeting was made by Novack, seconded by Todd. MOTION CARRIED 2. Chairman - Geoff Roehll After serving two full 3-year terms, Bob Ross is retiring as a Riverwalk Commissioner. The June 13, 2018 meeting will be his last. Roehll thanked Ross for his commitment and service to the Naperville Riverwalk and community at large. Ross’ knowledge and good humor will be missed. 3. Finance - Bill Novack Novack distributed and reviewed the April 2018 monthly financial report for the Riverwalk CIP and Operations Budgets. 4. Park District - Chuck Papanos Receive Naperville Park District monthly report Staff continues to work diligently to maintain the Riverwalk park. The Park District has struggled to find long-term seasonal help and are supplementing with college student summer employees. Thanks to the Park District for their quick clean up following the recent flood events. Due to the flooding, many plantings have been compromised on the Water Street low flow walkway. Marquette Properties is “going above and beyond” to fund the replacement plantings while the Park District will do the installation. 5. Duck Race The third annual Duck Race will be hosted by the RWF on Wednesday, August 15 at 10:00 a.m. If you plan to attend please be prompt as the race is over in a few minutes. Busey Bank is the lead sponsor and additional sponsorship is being sought. More information and the opportunity to “adopt” ducks can be found at www.RiverwalkDuckRace.com. b. Jaycee Park Donation The Riverwalk Foundation is receiving promised pledges from donors for the Jaycee Park. 6. Donor Recognition - Jan Erickson Erickson reported that the commemorative bricks have been delivered and will be installed on June 14, 2018. Several donors are expected to attend to select the location of their bricks. The next deadline for brick orders will be late August for the fall installation. 7. Public Relations - Jeanne Buddingh Buddingh reported that since our last meeting the Riverwalk was highlighted or mentioned in 20 articles, advertisements and/or videos in the local media. The highlights include photo opportunities on the Riverwalk with the warm weather, stargazing with the Astronomy Club and an article in Positively Naperville titled, “Commission, Foundation, Quite Contrary, How Does the Naperville Riverwalk Grow?” 8. Planning, Design, and Construction Committee - Jeanne Buddingh Receive the June 5, 2018 Riverwalk Planning, Design & Construction Committee minutes Buddingh reported that the full minutes from the last PDC meeting are included in the Commission packet and several highlights were covered earlier in the agenda. Additional items discussed are as follows: a. Bicycles on the Riverwalk Papanos showed the Riverwalk “Add-On” sign that will be used to encourage the public to dismount and walk their bicycles on the Riverwalk. It was good timing as two community members were in attendance. They shared their desire to bike along the Riverwalk and requested that “commuter hours” be allowed for people to get to their workplace due to safety and congestion concerns along Washington Street. Following a robust conversation on the topic, it was determined that adjusting the ordinance to allow bicycle riding at any time on the Riverwalk was not the safest option. Annual AMP Walk Review/Riverwalk Survey Papanos distributed a comprehensive update to the Riverwalk Asset Management Plan (AMP). The document included all assets that fall under the “fair and “poor” designation. Papanos and his Park District team did an outstanding job of highlighting all the assets of the Riverwalk as well as suggested future maintenance. The Riverwalk Development Guidelines will be updated in 2019 and the results of the Riverwalk Survey will be considered during the updating process. G.
