Riverwalk Commission Meeting Minutes August 8, 2018
A. CALL TO ORDER:
Chairman Roehll called the August 8, 2018 Naperville Riverwalk
Commission Meeting to order at 7:30 a.m. The meeting was held in the
Lunch Room of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Jeanne Buddingh; Bobby Carlsen; Jeff Friant; John
Joseph; Bill Novack; Chuck Papanos; Stephanie Penick; and Geoff Roehll,
Commission Chairman
Absent: Judy Brodhead, Pat Kennedy and Debra Lellbach
Also Present: Blane Erwin, NCTV; Carl Peterson, GRWA; and Marie
Wilson, Daily Herald
C. PUBLIC FORUM:
No one from the public wished to address the Riverwalk Commission.
D. OLD BUSINESS:
1. Moser Tower Assessment - Bill Novack
Engineering Resource Associates expects to submit their addendum to the
report next month. The Riverwalk Commission will review and discuss the
findings. The City’s Communications Department will coordinate a press
conference sometime after the addendum has been received.
2. Naperville Jaycees Park - Geoff Roehll
All but four financial commitments have been received excluding the
multi-year agreements. The Mayor is waiting to schedule a ground
breaking until all expected funding has been received.
The City’s Development Review Team has returned their initial comments.
There were no substantive comments and the plans have been resubmitted
with responses.
DuPage County has issued a General Certificate, eliminating the need for
a stormwater permit, as the project involves a “cut” rather than “fill”.
The project is shovel-ready and the City is collecting bids.

The Jaycees will be selling approximately 1,000 4”x8” bricks that will be
placed along the perimeter of the park.
3. Harmony Park - Geoff Roehll
A pre-construction meeting took place on July 10, 2018. Unfortunately, the
manufacturer of the outdoor instruments experienced a fire in their facility
extending the delivery time. Construction is now expected to commence
the week following Labor Day. Barring any weather delays, the project
should take about three weeks to complete.
4. Maintenance Policies for Additions to the Riverwalk - Bill Novack
Novack explained that there was good discussion at the Planning, Design
& Construction (PDC) Committee regarding possible options to be written
into policy. Novack suggested that after some consideration about how
other municipalities and agencies, it could be feasible to require funding for
the maintenance of a donated amenity as part of the approval process. It
was also suggested that there could be two different ways to manage future
maintenance of Riverwalk assets. If the new asset is conceived by the
Riverwalk Commission then the maintenance cost would be the City’s
responsibility. If the new asset was conceived by an outside entity, the
maintenance cost would be the responsibility of the donating entity.
The Riverwalk Commission will continue to discuss options. Once a
process has been selected, the City Council will be advised.
E. NEW BUSINESS:
No new business was brought before the Riverwalk Commission.

3. Finance - Bill Novack
Novack distributed and reviewed the May 2018 monthly financial report for
the Riverwalk CIP and Operations Budgets.
The City of Naperville has begun the budget process for 2019 through
2023. Novack reviewed the suggested changes to the Operations Budget
for 2019 and explained that the Capital Improvement Program (CIP)
Budget will focus on projects that are necessary rather than “nice to haves”.
The City is moving toward a maintenance mode rather than a building
mode making the Riverwalk Asset Management Plan (AMP) even more
valuable.
4. Park District - Chuck Papanos
Receive the Park District monthly report
a. New Signs
i. The updated sign that includes wayfinding to the Water Street
shops, hotel and restaurants has been installed adjacent to the
Eagle Street Bridge.
ii. Three new signs designed to encourage bicyclists to dismount
and walk their bikes on the Riverwalk have been delivered and will
be installed in the east extension shortly. Penick suggested that
bike racks be placed adjacent to the dismount and walk your bike
signage.
b. West Extension Restrooms
The Warming Shelter restrooms will be updated beginning in late
September continuing through November. The plan calls for enclosing
the existing footprint and increasing the number of stalls for both the
men’s and women’s facilities.
c. Jaycees Playground
The Jaycees Playground will be renovated in 2019. The intent is to
leave the existing curbing and some of the landscaping while updating
the rest of the playground area. Papanos will keep the Riverwalk
Commission updated as the project progresses.
d. Riverwalk Parking Lot Wall & Drinking Fountain Repairs
The intent is to repair the parking lot wall and drinking fountain at the
same time. The desire is to complete the repairs before winter.
5. Riverwalk Foundation - Stephanie Penick
a. Duck Race
The third annual Duck Race will be hosted by the RWF on Wednesday,
August 15 at 10:00 a.m. Riverwalk Commissioners are encouraged to

volunteer on race day. A Creative Costume Contest will be added to
this year’s festivities. Entrants will dress up their oversized duck and
will win bragging rights if their duck is chosen to be the best dressed.
The cost to participate in this new enhancement event is $100 per duck.
More information and the opportunity to “adopt” ducks can be found at

The take away message of the day is "Please Don’t Feed the Wildlife"
as it is detrimental to their health.
b. Next Riverwalk Foundation Meeting
The next Riverwalk Foundation is scheduled for September 17, 2018 at
6:30 p.m.
6. Donor Recognition - Jan Erickson
Erickson reported that orders are currently being accepted for the fall
installation. The deadline will be early September with a mid-October
installation.
7. Public Relations - Jeanne Buddingh
Buddingh reported that since our last meeting the Riverwalk was
highlighted or mentioned in 16 articles, advertisements and/or videos in the
local media. The highlights include the Park District’s recent decision to
ban smoking in public parks excluding the Riverwalk and golf courses,
Karen Peck’s vigil, the Riverwalk Duck Race and an article about fountains
on Riverwalks.
8. Planning, Design, and Construction - Jeanne Buddingh
Receive the July 31, 2018 Riverwalk Planning, Design & Construction Committee
minutes
Buddingh reported that the full minutes from the last PDC meeting are
included in the Commission packet and several highlights were covered
earlier in the agenda.
