Riverwalk Commission Meeting Minutes July 10, 2019
A. CALL TO ORDER:
Chairman Roehll called the July 10, 2019 Naperville Riverwalk
Commission meeting to order at 7:30 a.m. The meeting was held in the
lunchroom of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett; Judy Brodhead; Bobby Carlsen; Jeff
Friant; John Joseph; Pat Kennedy; Bill Novack; Chuck Papanos; and Geoff
Roehll, Commission Chairman
Absent: John Cuff and Debra Lellbach
Also Present: Christian Canizal, NCTV; Lauren Dobrolinsky, College of
DuPage student; Rick Hitchcock, resident and former Riverwalk
Commission Chairman; Stephanie Penick, resident and former Riverwalk
Commissioner; and Carl Peterson, GRWA
C. PUBLIC FORUM:
No members of the public were interested in addressing the Commission.
D. OLD BUSINESS:
1. Moser Tower Assessment - Bill Novack
Novack reported that the crack mapping is complete. ERA is waiting for
the results of the structural modelling before incorporating that information
into their update. He hopes to have an updated report submitted in August
or September. It will probably be discussed at the Planning, Design &
Construction Committee in September or October.
2. Riverwalk Development Guidelines - Pat Kennedy
Kennedy stated that an updated list should be compiled by consolidating
existing projects and incorporating new projects that have been vetted by
the committee. He suggested that the resulting projects be prioritized and
grouped into a couple of “buckets” according to budgeted costs. Following
that process, he would like to see a marketing plan developed that would
include a vision statement, project description, impact statement, concept
plan with visuals, concept budget and fundraising strategy. Roehll
suggested the possibility of adding a project to address the bicycle traffic
from Hillside Road to Washington Street. The process will continue at the

August 6, 2019 Planning, Design & Construction Committee. All are
encouraged to attend.
E. NEW BUSINESS:
No new business was discussed.
F. REPORTS:
1. Minutes - Geoff Roehll
Approve the June 12, 2019 Riverwalk Commission meeting minutes.
A motion to approve the minutes from the June 12, 2019 Riverwalk
Commission meeting was made by Friant, seconded by Joseph. MOTION
CARRIED
2. Chairman - Geoff Roehll
No report.
3. Finance - Bill Novack
Novack distributed and reviewed the May 2019 and June 2019 financial
reports for the Riverwalk CIP and Operations Budgets. There was a
discussion regarding the 430 S. Washington project. There has been no
further movement on the State of IL DCEO grant.
4. Park District - Chuck Papanos
Receive the monthly Park District report.
a. WGN Morning News Show Broadcast
WGN will broadcast their morning news show remotely from the
Riverwalk on July 19 from 6:00 a.m. to 10:00 a.m. In addition to the
broadcast, there will be live music, a parade, a bounce house and
several other activities. The community is invited to participate.
Papanos reported that WGN has been a great group to work with.
b. Watering Trees
The ground has finally dried out enough for the Park District staff to
begin watering the new trees on the Riverwalk.

a. Annual Duck Race
Penick reported that the Annual Duck Race will take place on August
14, 2019. Ducks are available to “adopt” for $5 each or 5 ducks for
$20.
There will be a costume duck competition. Participants can purchase a
larger duck for $100 and decorate the duck in a themed costume. The
community will vote on their favorite duck. The winner will have
“bragging rights” for the following year. The costumed ducks will
participate in their own race.
b. WGN Morning News Show Parade
The Riverwalk Foundation (RWF) will have an entry in the parade
associated with the remote broadcast of the WGN Morning News
Show. All Riverwalk Commissioners and their families are welcome to
join the RWF in the parade.
6. Donor Recognition - Jan Erickson
Erickson reported that the brick sales have been slow. In addition to two
4”x8” bricks that were purchased on the RWF website, four 8”x8” bricks
have been purchased for the fall installation. The current deadline is the
end of August with the installation scheduled to take place in mid to late
October.
7. Public Relations - Valla Aguilar
Receive the June 12, 2019 Public Relations report.
Aguilar reported that since our last meeting, the Riverwalk was highlighted
or mentioned in 20 articles and broadcasts in the local media. The
highlights include the July 4th celebration, the Last Fling, NCTV report on
preventive measures for flooding on the Riverwalk and the Naperville’s
award of the Best City in Illinois for “empty nesters”.
8. Planning, Design, and Construction - Pat Kennedy
Receive the July 2, 2019 Riverwalk Planning, Design & Construction Committee
minutes.
Kennedy stated that all pertinent PDC business had been discussed
earlier in Agenda Item D. 1. and D. 2. with no additional information to be
reported.
