Riverwalk Commission Meeting Minutes October 9, 2019
A. CALL TO ORDER:
Chairman Roehll called the October 9, 2019 Naperville Riverwalk
Commission meeting to order at 7:30 a.m. The meeting was held in the
lunchroom of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett; Bobby Carlsen; John Cuff; Jeff Friant;
John Joseph; Pat Kennedy; Amsal Khimani, Student Commissioner;
Debra Lellbach; Bill Novack; and Geoff Roehll, Commission Chairman
Absent: Tyler Beck, Student Commissioner; Judy Brodhead; and Chuck
Papanos
Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Stephanie
Penick, Riverwalk Foundation; and Carl Peterson, GRWA; Tiffani Picco,
Naperville Park District
C. PUBLIC FORUM:
No members of the public were interested in addressing the Commission.
D. OLD BUSINESS:
1. Moser Tower Assessment - Bill Novack
Novack reported that ERA has recently received the information from the
last structural assessment. They are analyzing the results and will be
incorporating that information into their update. ERA hopes to have the
updated report submitted in October for an initial discussion at the
November Planning, Design & Construction Committee (PDC) meeting
and an additional discussion at the December PDC meeting. Depending
on the outcome of the discussions, a recommendation may be brought to
the December Riverwalk Commission meeting.
2. Riverwalk Master Plan - Pat Kennedy
Kennedy shared that at the October 1, 2019 Planning, Design &
Construction Committee, Commissioners and others visited sites that are
being considered as future projects and enhancement opportunities.
Some of these include the South Extension from Hillside Road to Martin
Avenue, a bike lane from Hillside Road to Fredenhagen Park, 430 S.
Washington Street, the pavilion at Fredenhagen Park, the north and south
DuPage River shoreline between Main Street and Washington Street, the

Eagle Street Gateway and the Grand Pavilion.
During the site visits, Commissioners imagined how each location could
provide additional safety, complete a gap in the Riverwalk pathway,
provide for additional accessibility and/or make the Riverwalk more
hospitable to its users.
All Commissioners are encouraged to “think out of the box” and be
imaginative when they are walking the Riverwalk to consider new
possibilities and enhancements to make to our crown jewel. These will be
discussed and explored as possible additions to the final Riverwalk Master
Plan.
E. NEW BUSINESS:
No new business was brought before the Riverwalk Commission.
F. REPORTS:
1. Approval of Minutes - Geoff Roehll
Approve the September 11, 2019 Riverwalk Commission minutes.
A motion to approve the minutes from the September 11, 2019 Riverwalk
Commission meeting was made by Friant, seconded by Lellbach.
MOTION CARRIED.
2. Chairman - Geoff Roehll
No report.
3. Finance - Bill Novack
Novack distributed and reviewed the September 2019 financial reports for
the Riverwalk CIP and Operations Budgets.
4. Park District - Chuck Papanos
Receive the monthly Park District report.
a. Autumn Preparations
Park District staff is weeding and preparing the beds for dormancy
during the winter season.
b. Upcoming Events
· Halloween Happening will take place on Sunday, October 27, 2019.
· The newly renovated Jaycee Playground will open at 12:45 p.m. on
Sunday, October 27, 2019

· The Healing Fields will take place on Rotary Hill from November 1
through November 11. The Park District is still seeking volunteers
to help with all aspects of the event from set up to take down.
5. Riverwalk Foundation - John Cuff
The RWF has taken a summer break and is looking forward to getting
active again this fall.
6. Donor Recognition - Jan Erickson
Erickson reported that the fall order has been submitted. Bricks will be
delivered the third week of October with installation the fourth week of
October. An order has already been received for the spring 2020
installation.
7. Public Relations - Valla Aguilar
Receive the September 11, 2019 Riverwalk Public Relations report.
Aguilar reported that since the last Riverwalk Commission meeting, the
Riverwalk was highlighted or mentioned in 57 articles, 164 social media
posts and 3 broadcasts in the local media. The highlights include the
Riverwalk Fine Arts Fair, the 9/11 commemoration event,
October/Halloween celebrations, photography blog about engagement
locations in the Chicagoland area, gas main break on September 18, 2019
and the Riverwalk Master Plan site visit.
8. Planning, Design, and Construction - Pat Kennedy
Receive the October 1, 2019 Riverwalk Planning, Design & Construction
Committee minutes.
Kennedy stated that all pertinent PDC business had been discussed
earlier in Agenda Item D. 2. with no additional information to be reported.
