Eagle Street Naperville, IL 60540 Meeting Minutes Wednesday, August 12, 2020 7:30 AM On Zoom Due to COVID-19 Riverwalk Commission Riverwalk Commission Meeting Minutes August 12, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, the Riverwalk Commission meeting scheduled for August 12, 2020 will be conducted remotely. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. CALL TO ORDER: Chairman Roehll called the August 12, 2020 Naperville Riverwalk Commission meeting to order at 7:31 a.m. Roehll read a statement explaining that due to the shelter-in-place directive, the meeting was held via Zoom Video Conferencing App. B. ROLL CALL: Present: Pam Bartlett; Judy Brodhead; Debra Lellbach; John Cuff; Jeff Friant; John Joseph; Josh McBroom; Bill Novack; Geoff Roehll, Commission Chairman and Tom Stibbe Absent: Valla Aguilar, Pat Kennedy Also Present: Brian Dusak, ERA; Rick Hitchcock, former Riverwalk Commission Chairman; Christian Canizal, NCTV; Amsal Khimani, former Student Commissioner; Laura McSweeney, City Staff; Carl Peterson, GRWA; Marilyn Schweitzer, resident C. OLD BUSINESS: 1. Moser Tower Rehabilitation - Bill Novack ERA is working on the engineering/design for the repair of the Moser Tower. Construction documents are scheduled to be completed in the autumn. Following that, the project is scheduled to go out for bid in late autumn or early winter. Construction is scheduled to begin in early spring, weather dependent. The construction timeline will take the carillon summer schedule into account, if possible. As a side note, at Roehll’s request, Novack gave an update on the progress of the replacement of the Washington Street Bridge. 2. Riverwalk Master Plan - Pat Kennedy Receive the most recent version of the Draft Riverwalk 2031 Master Plan. At their June meeting, the Riverwalk Commission approved the Draft Riverwalk 2031 Master Plan and directed Commissioners to reach out to community partners and key stakeholders to seek their input. Roehll and Kennedy have met with the Riverwalk Foundation, North Central College, Edward Hospital and with City and Park District officials/staff as well as most of the City Council members. Additional outreach is planned. Edward Hospital has expressed interest in partnering with the Riverwalk Commission and is especially interested in the South Gateway project. A written endorsement of the master plan has been shared by the hospital leadership team. North Central College has also expressed interest in endorsing the master plan. The outreach meetings with partners and stakeholders should be completed by the end of August with the presentation of the updated document to the Riverwalk Commission in September and presentation to the Park Board and City Council in October. It was suggested that outreach be made to the general public prior to the document going to the City Council and Park Board for their endorsement. NCTV will be contacted to inquire about the possibility of sharing information about the master plan. The possibility of an open zoom meeting with the public will also be explored. E. NEW BUSINESS: City of Naperville Page 3 Printed on 9/15/2020 Riverwalk Commission Meeting Minutes August 12, 2020 Erickson announced that her last meeting will be October 14, 2020 as she plans to retire on October 16, 2020. F. REPORTS: 1. Approval of Minutes - Geoff Roehll Approve the July 8, 2020 Riverwalk Commission meeting minutes. A motion to approve the minutes from the July 8, 2020 Riverwalk Commission meetings was made by Brodhead, seconded by Novack. MOTION CARRIED 2. Chairman - Geoff Roehll Roehll stated that 2020 has been a year of loss for the Riverwalk. Three important Riverwalk advocates passed away within a week of each other at the end of June. Chuck Seidel was the founder of the Millennium Carillon Foundation. Hal Dickson was the project manager for the original section of the Riverwalk in 1981. He continued to donate his time as requested. Chuck Papanos was a Riverwalk Commissioner and recently retired as the Riverwalk Operations Manager for the Park District. They all had a love of Naperville but held a special place for the Riverwalk. They were all instrumental in making the Riverwalk what it is today. Roehll read a touching passage written by former Riverwalk Commission chairman, Rick Hitchcock, who was also a dear friend of Chuck Papanos. 3. Finance - Bill Novack Receive the June and July 2020 Riverwalk financial reports. Novack reviewed the June 2020 and July 2020 financial reports for the Riverwalk CIP and Operations Budgets as well as the 2020 work plan which includes the repair of the pre-cast concrete railing base on the east side of the Paddle Boat Quarry. 4. Park District - Tom Stibbe Receive the monthly Park District report. The drinking fountains have not been turned on. · The new Midday Spray on Rotary Hill is being well received with many children romping through the water on hot days. · New signage encouraging Riverwalk patrons to use face coverings and adhere to social distancing will be installed at high trafficked areas of the Riverwalk as well as adjacent to the Webster Street Bridge and the covered bridge near the Riverwalk Café. · Daily maintenance continues with weeding, pruning and mulching. 5. Riverwalk Foundation - John Cuff The Riverwalk Foundation is exploring the possibility of completing a couple of projects from the Riverwalk 2031 Master Plan. Their next Riverwalk Foundation is scheduled for late August. 6. Donor Recognition - Jan Erickson Erickson reported that two commemorative benches have been purchased and will be included in the fall order. The deadline to order bricks for the fall installation is August 26, 2020. 7. Public Relations - Valla Aguilar Receive the monthly Public Relations Committee report. The Public Relations report is attached to the agenda. There is no additional information at this time. 8. Planning, Design, and Construction - Geoff Roehll for Pat Kennedy Receive the August 4, 2020 Riverwalk Planning, Design and Construction Committee minutes. All pertinent PDC business had been discussed earlier in Agenda Items D.1., D.2. and F.3. with no additional information to be reported. G.
