Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Riverwalk Commission Tuesday, November 10, 2020 7:30 AM Via Zoom due to Covid-19 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding the November 10, 2020 Riverwalk Commission meeting remotely. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. CALL TO ORDER: Chairman Roehll called the November 10, 2020 Naperville Riverwalk Commission meeting to order at 7:30 a.m. Roehll read a statement explaining that due to the shelter-in-place directive, the meeting was held via Zoom Video Conferencing App. B. ROLL CALL: Present: Valla Aguilar; Pam Bartlett; Judy Brodhead; John Cuff; Jeff Friant; John Joseph; Pat Kennedy; Debra Lellbach; Josh McBroom; Bill Novack; Geoff Roehll, Commission Chairman; and Tom Stibbe Absent: None Also Present: Brian Dusak, ERA; Rebecca DeLarme, City Staff; Rick Hitchcock, former Riverwalk Commission Chairman; Julie Landry, City Staff; Laura McSweeney, City Staff; and Carl Peterson, GRWA City of Naperville Page 2 Printed on 1/14/2021 Riverwalk Commission Meeting Minutes November 10, 2020 C. PUBLIC FORUM: No one from the public wished to address the Riverwalk Commission. D. OLD BUSINESS: 1. Moser Tower Rehabilitation - Bill Novack ERA is continuing to work on the engineering/design for the repair of the Moser Tower. A draft of the plan is scheduled to be available within the next month. Brodhead advised that City Council was currently reviewing the budget and asked if this project is preliminary to what would be considered for next year’s budget and what the effect would be of placing it on hold for one to two years. Novack advised that the rehabilitation was presented in one phase for next year’s budget and delaying the project would result in greater strain and stress on the structure and an increased inflation rate. 2. Riverwalk Master Plan - Pat Kennedy Kennedy reported that the Park District and City Council have endorsed the Riverwalk 2031 Master Plan and thanked everyone for their efforts. The next step is to form subcommittees for marketing/communication and fundraising. A meeting between the Park District, the Riverwalk Foundation and ERA consultants took place within the past week to discuss the concept and design of the initial Riverbank Ecological Restoration west of Eagle Street. A follow-up meeting will be held and recommendations will be forthcoming. E. NEW BUSINESS: No new business was brought to the Riverwalk Commission for consideration. F. REPORTS: 1. Approval of Minutes - Geoff Roehll Approve the minutes from the October 14, 2020 Riverwalk Commission meeting. A motion to approve the October 14, 2020 Riverwalk Commission meeting minutes was made by Novack, seconded by Brodhead. MOTION CARRIED 2. Chairman - Geoff Roehll City of Naperville Page 3 Printed on 1/14/2021 Riverwalk Commission Meeting Minutes November 10, 2020 Chairman Roehll’s last meeting with the Riverwalk Commission was acknowledged, with Jan Erickson presenting him with a surprise visit and gift during the meeting. The Commission thanked Chairman Roehll for his outstanding service and continued commitment to the Naperville Riverwalk. 3. Finance - Bill Novack Receive the Riverwalk financial report for October. Novack reviewed the October 2020 financial reports for the Riverwalk CIP and Operations Budgets. 4. Park District - Tom Stibbe Receive the monthly Park District report. Stibbe reviewed the monthly report included in the agenda packet. 5. Riverwalk Foundation - John Cuff Cuff expressed his excitement regarding the Riverbank Ecological Restoration meetings that are taking place. Roehll advised that the Riverwalk Foundation approved a request for funding of an interpretive sign to be placed at the Rain Garden in Jaycees Park. The plans will be presented to the Riverwalk Commission for review and approval. 6. Donor Recognition - Rebecca DeLarme A total of five brick orders have been received for the spring 2021 installation. 7. Public Relations - Valla Aguilar Receive the monthly Public Relations report. Aguilar reported that it was a slower month for coverage but there were many people enjoying the Riverwalk, taking pictures and enjoying the recent good weather. The Riverwalk was mentioned in 22 articles, 42 social media posts and 3 broadcasts, mainly weather related in the local media. The highlights were the City Council’s endorsement of the Riverwalk 2031 Master Plan, Fall Family Fun and a travel blog about great suburban locations in America’s Heartland, listing Naperville Riverwalk as #2. 8. Planning, Design, and Construction - Pat Kennedy Receive the November 3, 2020 Riverwalk Planning, Design and Construction City of Naperville Page 4 Printed on 1/14/2021 Riverwalk Commission Meeting Minutes November 10, 2020 Committee minutes. All pertinent business regarding the Riverwalk 2031 Master Plan was addressed earlier in Agenda Item D.2. Kennedy reported that the Shepherd’s Crook light fixtures being replaced downtown were being salvaged for the Riverwalk, making sure this signature feature is preserved. Novack further advised that over the next three years, the City would be replacing downtown lights with an Acorn style LED fixture and they are working to salvage as many existing Shepherd’s Crook fixtures as possible because parts are difficult to find. The current issue is identifying storage space for these fixtures. G.
