CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s
disaster proclamation, and Mayor Chirico’s executive order determining that in-person public
meetings are not currently practical or prudent because of the Covid-19 pandemic, we are
holding December 9, 2020 Riverwalk Commission meeting remotely.
TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You
do not need to download any software or create an account to participate.
To login on your computer or iPad:
Click the link to join the webinar, the password is provided on this agenda. Once connected, if
you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the
Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few
second delay after you are unmuted until your mic will be live. Please identify yourself for the
public record and speak clearly.

attacks at Commissioners, staff, other speakers or members of the public. Comments made to
intentionally disrupt the meeting may be managed as necessary to maintain appropriate decorum
and allow for city business to be accomplished.

A. CALL TO ORDER:
Chairman Kennedy called the December 9, 2020 Naperville Riverwalk
Commission meeting to order at 7:30 a.m. Kennedy read a statement
explaining that due to the shelter-in-place directive, the meeting was held
via Zoom Video Conferencing App.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett; Judy Brodhead; Jan Erickson; Jeff
Friant; John Joseph; Pat Kennedy, Commission Chairman; Debra
Lellbach; Josh McBroom; Bill Novack; and Tom Stibbe
Absent: John Cuff
Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Rebecca
DeLarme, City Staff; Julie Landry, City Staff; Laura McSweeney, City Staff;
and Carl Peterson, GRWA
C. PUBLIC FORUM:
No one from the public wished to address the Riverwalk Commission.
D. OLD BUSINESS:
1. Moser Tower Rehabilitation - Bill Novack
ERA has provided and reviewed preliminary plans for the repair of the

Moser Tower with the Planning, Design and Construction (PDC)
Committee. The timeline for the project going to bid will be in late winter
with construction beginning in spring and taking a full construction season
for completion next year.
2. Riverwalk Master Plan - Pat Kennedy
Kennedy reported that subcommittees are being formed to address
Communications and Fundraising for the Riverwalk 2031 Master Plan. The
Park District is working with the Riverwalk Foundation and City Staff to
identify restoration projects and establish a process to scope, design, bid,
oversee and build the projects.
E. NEW BUSINESS:
1. Riverwalk "Welcome Back" for 2021
The Commission discussed welcoming the public back to the Riverwalk in
2021, suggesting a possible partnership with the Downtown Naperville
Alliance, to include the Park District. Bartlett will follow up and report back
to the Riverwalk Commission.
F. REPORTS:
1. Approval of Minutes - Pat Kennedy
Approve minutes from the November 10, 2020 Riverwalk Commission meeting
A motion to approve the November 10, 2020 Riverwalk Commission
meeting minutes was made by Friant, seconded by Erickson. MOTION
CARRIED
2. Chairman - Pat Kennedy
Chairman Kennedy welcomed Erickson to the Riverwalk Commission and
announced that Friant was the new Riverwalk PDC Chairman.
3. Finance - Bill Novack
Receive the Riverwalk financial reports for November
Novack reviewed the November 2020 financial reports for the Riverwalk
CIP and Operations Budgets, included in the agenda packet.
4. Park District - Tom Stibbe
Receive the monthly Park District report

Stibbe reviewed the following highlights from the Park District report:
a. Riverwalk Ice Skating and Sledding at Rotary Hill
Stibbe advised the ice rink and sled hill at Rotary Hill are set up and
ready for use in appropriate weather.
b. Santa’s Naperville Workshop
Santa’s Naperville Workshop, located at the Naperville Café, begins
December 2nd and runs through December 23rd, from 4:30 p.m. to
8:30 p.m.
c. Winter Banners
New Winter Banners have been installed.
5. Donor Recognition - Rebecca DeLarme
A total of seven brick orders have been received for the spring 2021
installation.
6. Public Relations - Valla Aguilar
Aguilar reported that it was a slow month for coverage in November. The
Riverwalk was mentioned in 12 articles, 32 social media posts and 1
broadcast, which was a weather report. The top two mentions were Naper
Lights and Veterans Day and the Riverwalk is listed in Money, Inc.’s “The
20 Best Things to do in Naperville for First Timers.”

Friant reported that pertinent business regarding Planning, Design and
