400 S. Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Riverwalk Commission Wednesday, July 14, 2021 7:30 AM Municipal Center Lunchroom A. CALL TO ORDER: Chairman Kennedy called the July 14, 2021 Naperville Riverwalk Commission meeting to order at 7:34 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Valla Aguilar; Pam Bartlett; John Cuff; Jan Erickson; Mary Gibson, Naperville Park District Board Vice President; Ian Holzhauer; Jeff Friant; John Joseph (arrived 7:36 a.m.); Pat Kennedy, Commission Chairman; Debra Lellbach; Bill Novack and Tom Stibbe (arrived 7:35 a.m.) Absent: None Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Carl Peterson, GRWA; and Marie Todd, Naperville Park District Board President At this time, Marie Todd introduced Mary Gibson as the new Naperville Park District representative for the Riverwalk Commission. Chairman Kennedy asked that each member of the Commission introduce themselves in recognition of Holzhauer and Gibson’s first Riverwalk Commission meeting. C. PUBLIC FORUM: No one from the public wished to address the Riverwalk Commission. D. OLD BUSINESS: 1. Moser Tower Rehabilitation - Bill Novack Novack reported that construction has begun and the contractors have removed the façade at the base of the tower. The scaffolding is currently being installed, which will take up to four weeks. Cell phone carriers are having to relocate their transmitters to the outside of the scaffolding. Once City of Naperville Page 1 Printed on 8/12/2021 Riverwalk Commission Meeting Minutes July 14, 2021 samples are available, including the pre-cast mock ups for exterior panels and stair treads, decisions can be made on final selections. The walkway on the north side of the tower has remained open but the west side has been closed due to the scaffolding height. Public Works will pave a temporary path around the east side that will be removed in the spring and the area will be restored. 2. Riverwalk Master Plan - Pat Kennedy Kennedy gave a Fundraising update, advising that partners and stakeholders included in the initial outreach will be re-engaged with more detailed project and fundraising information and to determine their interest as partners. Joseph gave on update on the Communications Plan. The Communications Team is working with City staff on a social media campaign that will drive traffic to the Riverwalk website and the Riverwalk 2031 Master Plan. The theme is “Riverwalk Stories”. The City’s campaign will run for six months, with two months focusing on the Riverwalk. More information will be forthcoming. It was determined there would be minimal overlap with this project and the City’s Strategic Plan. 3. Asset Management Plan - Tom Stibbe and Bill Novack Stibbe discussed the color-coded list of fair and poor rated items previously distributed to the Commission, noting that they may be Capital Improvement projects, PA022 or other items being addressed by the Park District. Stibbe explained that items are prioritized and may not necessarily be addressed within the current year. This is a tool he and his staff use to make sure items get attention. Questions and suggestions for possible inclusions should be directed to Stibbe. Novack advised that PA022 funds are being used to address the parking lot repairs by Sindt Woods, a light pole at Rotary Hill with a rusting base and a hole in the walk along Eagle Street. Stibbe is currently getting quotes for the Landforms Sculpture repair, which Novack believes should be addressed at this this time. Kennedy requested the Commission review the plan and to please be the “eyes and ears” as they walk along the Riverwalk. 4. July 30th Walk On! In Memory of Chuck Papanos - Jan Erickson Erickson provided background on Chuck Papanos and the charitable walk scheduled for July 30th to benefit the Lymphoma Research Foundation. She thanked those that have already contributed and advised they are still seeking sponsorships, donations and volunteers for the day of the event. The in-person dedication of Chuck’s garden will take place at noon on the west side of the Grand Pavilion and she encouraged all to attend. Riverwalk 40th Anniversary - Pam Bartlett Bartlett provided details from her meeting with Stephanie Penick and Katie Wood with the Downtown Naperville Alliance. At 2:00 p.m. on Labor Day, Monday, September 6th, there will be a brief rededication of the Naperville Riverwalk for the 40th Anniversary. This will take place along the path of the original first phase of the Riverwalk, between Main and Webster Streets. This event will be taking place on the last day of the Jaycee’s Last Fling. The theme is “40” with birthday balloons, a cake and ice cream celebration, and gift certificates from 40 of the local businesses. Pinot’s Palette will create a “Don’t Feed the Ducks” painting fundraiser. In line with the theme, they are also coordinating shared reflections of the Riverwalk in 40 words or less on social media. Discussion followed about aligning both the 40th celebration with the Communications Team’s planned “Riverwalk Stories” social media campaign. Joseph suggested that he and Bartlett meet with Marie Wilson from the City’s Communications staff to discuss the timing and coordination of these events. E. NEW BUSINESS: 1. DuPage River Access - Bill Novack Novack gave a brief overview on recent resident complaints to the Illinois Department of Natural Resources (IDNR) about trespassing along private property adjacent to the river. Discussion followed on activities and business operations that take place on the river, jurisdiction over the waterways and adjacent property ownership. Holzhauer has asked City staff to review. F. REPORTS: 1. Approval of Minutes - Pat Kennedy Approve the June 9, 2021 Riverwalk Commission meeting minutes Attachments: 21RWCMinutes0609 A motion to approve the June 9, 2021 Riverwalk Commission meeting minutes was made by Joseph, seconded by Erickson. MOTION CARRIED with Friant and Gibson abstaining. 2. Chairman - Pat Kennedy No report. 3. Park District - Tom Stibbe Receive the monthly Park District report Attachments: 21ParkDistrictMemo0714 Stibbe reviewed the following highlights from the Park District report: a. Inaugural Naperville Salute The Inaugural Naperville Salute event was held on July 2nd and 3rd at Rotary Hill and was a success. There was minimal turf damage, even with the recent rains. b. Centennial Beach Centennial Beach is open at full capacity. 5. Riverwalk Foundation - John Cuff Cuff reported that the Riverwalk Foundation is working to have twenty-three of the bronze donor plaques refinished, from Main Street to the Riverwalk Café. They are also purchasing twenty-two new plaques for the lamp posts near the Paddleboat Quarry. Discussion followed regarding the life span of these plaques, increased deterioration due to sunlight and element exposure and estimating a timeline to review, possibly every fifteen to twenty years. 6. Donor Recognition - Rebecca DeLarme DeLarme reported that there are currently six brick orders and one bench order for the fall installation, with an additional bench inquiry made yesterday. The fall order deadline is September 1st and installation will take place in October. Erickson inquired and DeLarme agreed that existing faded/damaged bricks would be replaced with the upcoming order if funds are available. 7. Public Relations - Valla Aguilar Receive the June Public Relations reports Attachments: 21PublicRelationsReport0714 Aguilar reported that the Naperville Riverwalk was mentioned in 107 articles, 92 social media posts and 4 broadcasts during the month of June. Highlights included 4th of July, Naperville Salute, DCVB Plan a Road Trip Through DuPage County and Last Fling.
