A. CALL TO ORDER:
The Riverwalk Commission Chairman Kennedy called the April 13, 2022
Naperville Riverwalk Commission meeting to order at 7:32 a.m. The
meeting was held in the lunchroom of the Naperville Municipal Center
located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant
(arrived 7:34 a.m.); Mary Gibson; Ian Holzhauer; Pat Kennedy, Chairman;
Debra Lellbach; Bill Novack; and Tom Stibbe
Absent: John Joseph; and Matthew Ru
Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA (arrived
7:38 a.m.); Tim Jacobi, NCTV17; and Carl Peterson, GRWA (arrived 7:51
a.m.)
C. PUBLIC FORUM:
There was no public forum.
D. OLD BUSINESS:
1. Moser Tower Rehabilitation - Bill Novack
Novack reported that the contractor has completed the concrete repairs
and steel work to the tower. Painting of the lower sections of steel needs to
be completed. They have been removing the upper layer of the plaza and
will be performing waterproofing, installation of pavers and landscaping.
The façade work needs to be performed in warmer weather. Completion is
expected near Memorial Day, weather dependent.
2. Riverwalk Master Plan - Pat Kennedy
Kennedy reported that responses from two firms have been received for
the marketing materials and the Communications Team is currently
working through how to set up interviews and contracts with them.

A Fundraising Committee is continually being developed. A charter will be
shared within the next month with the Riverwalk Commission. Preliminary
conversations are being held with potential members for the committee
and Kennedy requested that the Commission forward any member
recommendations to his attention.
Holzhauer and Erickson will be presenting to Monarch Landing on May 10,
2022. Holzhauer is working to schedule an in-person Riverwalk tour with
them at 9:00 a.m. on June 8th, after the Riverwalk Commission meeting.
He invited anyone at the meeting who would like to attend to share their
wisdom on the Riverwalk. Holzhauer will send a reminder out to the
Commission prior to these meetings.
3. Streambank erosion at the bend in the river adjacent to Sindt Woods - Bill
Novack
Novack will be meeting later this morning with our consultant and a
representative from the Conversation Foundation to talk through how to
approach both a temporary and permanent plan, discussing permitting
through DuPage County, and what would be considered maintenance or a
capital project. Novack will provide an update at next month’s meeting.
Kennedy noted the riverbank ecological restoration along all of the
Riverwalk as part of the Master Plan, stating this is a very specific situation
that was brought to the Commission that seems to be eroding at a quicker
pace.
E. NEW BUSINESS:
1. Walk On! in Memory of Chuck Papanos - Jan Erickson
Erickson advised that a second annual walk for Chuck Papanos through
the Lymphoma Research Foundation would be occurring on July 29, 2022,
and that they are seeking sponsorships and donations.
2. Community Program Funding - Ian Holzhauer
Holzhauer updated the Commission on the Community Program Funding
grant program. Novack is submitting an application to Congressman
Foster’s office regarding the Eagle Street Gateway project and working to
gather letters of support from the Riverwalk Commission Chairman, the
Mayor, the Park District, the Downtown Naperville Alliance, and the
Naperville Development Partnership. Kennedy noted both the ADA
accessibility and the pedestrian safety issue that would be addressed with
this project. Holzhauer encouraged other Commissioners to send a note
regarding this project to Congressman Foster’s website.

minutes was made by Lellbach, seconded by Friant. MOTION CARRIED
with Cuff and Erickson abstaining

3. Finance - Bill Novack

Novack reviewed the financial report through March 31, 2022 that was
included in the agenda packet.
4. Park District - Tom Stibbe

Stibbe reviewed the following highlights from the monthly Park District
report, included with the agenda packet:
a. Field Report
Stibbe reported that clean-ups are mostly done, mowing should
begin this week if weather permits, and a record of eight days of
some type of precipitation has occurred in April. Spring flowers
have been placed around the Dandelion Fountain. The sled hill is
down, and Centennial Beach will be filled within the next couple of
weeks. The Fall ’21 commemorative brick installation occurred
yesterday, and everything went smoothly.
b. Annual Asset Management Plan Walk
The Annual Asset Management Plan Walk has been scheduled for
Thursday, May 12, 2022, at 3:00 p.m. The meeting location is yet to
be determined. Kennedy encouraged the Commissioners to
participate.
Kennedy inquired about a calendar of Riverwalk events, and if they were
back to pre-pandemic levels. Stibbe advised that the City and Park

District both have calendars of events, noting that participation is getting
close. Novack and Stibbe agreed that maybe ninety percent of events
were returning. Stibbe noted the Festival of Colors by the Grand Pavilion
was held the prior weekend and discussion followed regarding slight
damage due to heavy foot traffic.
Kennedy noted the importance of the hospitality component of the Grand
Pavilion Parking and Plaza project of the Master Plan and suggested
taking pictures before and after similar events to better explain what we are
trying to accomplish. Novack noted that Stibbe’s input and his staff’s input
would be needed when design begins on this project.
5. Riverwalk Foundation - John Cuff
Cuff reported that last year, donor plaques were refinished west of Main
Street. This year, they are working to restore the plaques at Fredenhagen
Park and south to Hillside Road, to include one that was missed last year.
Erickson and Kennedy thanked Cuff for the Foundation’s efforts, with
Erickson noting that keeping these in good repair is very important and
honors the donor. Erickson noted that some of the tree plaques were
originally put in by the Commission. Cuff noted that some specific donor
areas would be picked up by the Foundation. Discussion followed on the
possibility of cross-referencing the existing replacement information with
past lists of donor plaques that were created by volunteers and updated by
Erickson and Chuck Papanos.
6. Donor Recognition - Rebecca DeLarme
DeLarme reported that the Fall ’21 commemorative brick installation
occurred the previous day, with exceptional assistance from Stibbe and the
Park District staff of Mike, Juan, Marcos and Gerardo. The Spring ’22
order deadline was March 15th, the order is almost complete and
consisted of seven 4” x 8” and fourteen 8” x 8” commemorative bricks and
two benches. Installation will occur in late April or May. For our Fall ’22
order, the deadline is September 1st and we currently have one 4” x 8” and
three 8” x 8” commemorative brick orders.
7. Public Relations - Valla Aguilar

Aguilar reported that the Naperville Riverwalk was mentioned in 261
articles, 89 social media posts, and no broadcasts in March. Highlights
included 10 Happiest Cities in America (Best Cross Country Movers blog),
Best Places to Live in the U.S. 2022 (#3 on Niche.com) and Bike paths
featuring colorful murals/sculptures (Daily Herald - also noted that bikes are

not allowed on the Riverwalk).
8. Planning, Design, and Construction - Jeff Friant

Friant noted that all major topics of the PDC meeting were previously
addressed in this meeting. Friant requested an update from Peterson
regarding the Master Plan signage. Peterson noted they are still working
with the sign company on the color.
