CALL TO ORDER: Chair Erickson called the June 11, 2025 Naperville Riverwalk Commission meeting to order at 7:30 a.m. The meeting was held in the Lunchroom at the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Hannah Brauer; Grant Cowen; John Cuff; Jan Erickson, Chair; Ian Holzhauer; Andy Hynes; Seth Michael; Tiffani Picco; Johnna Shields; and Carl Wohlt Absent: Mike Sullivan Also Present: Tim Ball, Gary R. Weber Associates, Inc. PUBLIC FORUM: Wehrli commented on the Riverwalk 2031 Fund video’s language regarding the celebration of the City of Naperville’s incorporation and suggested the following change: The Riverwalk was always intended as the singular, permanent memorial to the 150th anniversary of the arrival of Joseph and Amelda Naper which began the establishment of the City of Naperville. Erickson shared an email from resident Nancy Krane regarding the change from blue to black paint within the Dandelion Fountain. The resident feels the change is unattractive and less inviting. Discussion followed regarding one of the reasons for the change, which was to discourage people from entering the fountains. D. PROJECT UPDATES: 1. Eagle Street Gateway Project Update - Andy Hynes City of Naperville Page 1 Printed on 7/9/2025 Riverwalk Commission Meeting Minutes June 11, 2025 Andy Hynes will share a brief status update on the Eagle Street Gateway project Attachments: EagleStreetGatewayPhoto20250605 Hynes provided an update on the Eagle Street Gateway project. The contractor is working to pour numerous walls within the project and the low flow walkway on the west end. The project is on schedule. E. OLD BUSINESS: 1. South Extension Project - Andy Hynes Review and discuss the 3D graphic design of the South Extension of the Riverwalk Attachments: NRW SE 20250604 Plan View Wehrli discussed the area near the Community Event Sign in the rendering from the May 14th meeting. She noted the importance of being able to see the sign and the area not being to scale in the illustrations. Erickson and Ball noted the area was to scale with Ball discussing the process of using CAD drawings to build the graphic design. The drawing included in this agenda packet reflects the addition of the parcel lines for the residents on the east side of the river and the Naperville Cemetery, both derived from DuPage County GIS information and Google Earth. It was noted that the area depicted in the graphics was confirmed to be to scale during the recent Asset Management Plan (AMP) walks. Hynes discussed the project noting that the route was approved at the August 9, 2023 Riverwalk Commission meeting. The rendering provided by the consultants is to scale, the low flow walkway width is approximately 5’, which is comparable to other bridges, and the vertical clearance is approximately 7’. He added that while the design is far along at this point, input can still be received regarding certain details such as the gateway feature at Martin Avenue. F. NEW BUSINESS: 1. Riverwalk Standard Paving Brick - Andy Hynes Approve a recommendation to use the Herringbone pattern on the Riverwalk path and the IL Campo paver in plaza areas on future projects Hynes discussed the Riverwalk standard paver, the Stockholm, that has been in use since it was initially constructed in 1981. The PDC Committee previously discussed this at their July 2, 2024 meeting, where it was noted that Unilock could produce the Stockholm bricks. It was recommended at that time to maintain the existing Stockholm style paver on the pathways with an alternate for another exact sized 4” x 8” paver consistent with the City of Naperville Page 2 Printed on 7/9/2025 Riverwalk Commission Meeting Minutes June 11, 2025 style used at the Bambule Riverwalk Gateway at North Central College. Pavers in the plaza areas would be consistent with the existing style (Il Campo) and layout currently used the in the Youth Plaza area of the Riverwalk. Unilock has since advised that they can no longer produce the Stockholm paver. The PDC Committee approved the recommendation of using 4” x 8” bricks in a herringbone pattern for the Riverwalk paths and the Il Campo bricks in the plaza areas at last week’s meeting. A motion was made to use 4” x 8” bricks in a herringbone pattern for the Riverwalk paths and the Il Campo bricks in the plaza areas by Shields and seconded by Cowen. MOTION PASSED 2. Naperville Jaycees' Last Fling Future Location Discussion - Jan Erickson Discuss Last Fling impacts on the Riverwalk Erickson shared comments received from Rick Hitchcock, former Riverwalk Commission Chair, requesting the Riverwalk Commission ask City leadership to consider a new location for the Last Fling starting in 2026. Erickson noted the Downtown Naperville Alliance (DNA) has been working with the City regarding this event. Picco noted that Park District staff has a seat at all event meetings with the City, which includes all events on or adjacent to the Riverwalk. In terms of the Last Fling, they work very closely with the event organizers to try and minimize impacts to the Riverwalk. She noted that while areas do need to be fenced off for safety and efforts are made to provide a clear access path for Riverwalk users, the event has been scaled back thus minimizing the overall impact. The group discussed whether this was within the Riverwalk Commission’s purview and the group consensus was that this should be discussed between the Naperville Jaycees, DNA and the City of Naperville. G. REPORTS: 1. Approval of Minutes - Jan Erickson Approve minutes from the May 14, 2025 Riverwalk Commission meeting Attachments: 25RWCMinutes0514 A motion to approve the May 14, 2025 Riverwalk Commission meeting minutes was made by Holzhauer and seconded by Shields. Chair - Jan Erickson Erickson thanked the group for the opportunity to serve as Chair of the Riverwalk Commission. She announced that Shields was appointed as Chair of the PDC Committee. 3. Park District - Tiffani Picco Receive the monthly Park District report Attachments: 25ParkDistrictMemo0611 Picco reviewed the following highlights from the Park District report included in the agenda packet. Vandalism occurred over the Memorial Day weekend with a garbage can being tipped over, covers for bollard lights being pulled off and a tree being pulled up, dragged and thrown into the river. They are trying to reestablish the tree. Earthworks planted 30 trees and 90 shrubs along the shoreline restoration site between the playground and the benches in Sindt Woods. They are expecting contractors to plant the perennial plugs soon, otherwise the project is complete. Picco announced that as part of her monthly report, she will include upcoming community special events on or adjacent to the Riverwalk. The group expressed their appreciation to Picco for providing this valuable information. 4. Riverwalk Foundation - John Cuff Cuff noted that Karen Solomon has been elected as President of the Naperville Riverwalk Foundation. Cuff will continue to serve on the Riverwalk Commission through the end of the year. 5. Riverwalk 2031 Fund - Grant Cowen Cowen reported that with the South Extension coming to the forefront, the Riverwalk 2031 Fund’s focus will be on fundraising with significant information to report in upcoming meetings. 6. Donor Recognition - Rebecca DeLarme Receive the monthly Donor Recognition report The Fall 2025 Legacy Gift order deadline is September 1st and now consists of one 4” x 8” and four 8” x 8” commemorative bricks. Planning, Design, and Construction - Johnna Shields Receive the June 3, 2025 Riverwalk Planning, Design and Construction Committee draft meeting minutes Attachments: 25PDCMinutes0603Draft Shields reported that all main topics discussed in last week’s meeting were addressed at this meeting. She expressed appreciation to Picco for the upcoming event information included in her report, and to Cuff and Penick for all their efforts with the recent Duck Race. Holzhauer discussed a concern regarding the shepherd’s crook lights not being consistent on the Riverwalk and requested the group review and discuss at an upcoming PDC Committee meeting. Motta pointed out that an engineering light study would need to be conducted to determine adequate light coverage for roads. H.
