A. CALL TO ORDER:
Buddingh called the September 4, 2018 Naperville Riverwalk Planning,
Design & Construction Committee meeting to order at 7:30 a.m. The
meeting was held in the lunch room of the Naperville Municipal Center
located at 400 S. Eagle Street, Naperville, Illinois.
B. ROLL CALL:
Present: Jeanne Buddingh, PD&C Chairman; Jeff Friant; John Joseph;
Pat Kennedy; Bill Novack; Stephanie Penick; Chuck Papanos; and Geoff
Roehll, Riverwalk Commission Chairman
Absent: Valla Aguilar, Judy Brodhead, Bobby Carlsen and Debra Lellbach
Also Present: John Cuff, Riverwalk Foundation; Brian Dusak, ERA; Jo
Lundeen, Riverwalk Foundation
C. PUBLIC FORUM:
There were no members of the public that wished to address the
committee.
D. OLD BUSINESS:
1. Approval of Minutes - Jeanne Buddingh
Approve minutes from the July 31, 2018 Riverwalk Planning, Design &
Construction Committee meeting
A motion to approve the July 31, 2018 minutes was made by Joseph,
seconded by Kennedy. MOTION CARRIED
2. Park District - Chuck Papanos
a. Bicycle Signage
Signage has been installed on the east extension informing Riverwalk
patrons to dismount and walk their bicycles. The signs are placed in
three locations from Hillside Road to the Moser Bridge.
b. ComEd Repair
ComEd had an emergency repair on one of their poles on the east
extension. They hacked several plants and drove their truck through
one of the beds damaging the bed and plantings. They will be
responsible to pay for the restoration and clean up. A suggestion was

made to request that the ComEd crew leader file a damage report.
c. Last Fling
The 2018 Last Fling is over. There was much rain during set up and the
event itself, requiring several shut-downs due to lightening. The rain fall
was significant; 1.8” on Wednesday, .62” on Saturday, .21” Sunday and
.95” on Labor Day. There were no activities on Rotary Hill on Monday
allowing the Park District to begin clean-up and restoration. The
Jaycees will reimburse the Park District for repairs.
d. Harmony Park
Depending on the weather, the construction of Harmony Park should
commence soon.
3. Moser Tower Assessment - Bill Novack
Dusak reported that ERA has finally received a 200-page report from
eChem and Brush Architects with the results of the onsite testing. ERA is
in the process of reviewing the data and will incorporate it with the
information they have gathered to write an addendum to the original report.
The draft addendum should be available to the Riverwalk Commissioners
near the middle of September. Keeping the format consistent with the
original report, the draft addendum will hone in on new findings, an updated
cost opinion and clarify assumptions made in the original report. It will take
a couple of months for the Riverwalk Commission to fully review, digest and
discuss the information presented in the addendum prior to making a
recommendation to the City Council. In coming months, the Riverwalk
Commission will discuss various options for the process moving forward.
4. Naperville Jaycees Park - Geoff Roehll
Mayor Chirico is waiting for all initial funding to be received prior to
scheduling a ground breaking. If construction commences this fall,
hardscape may be completed but the landscaping and final touches will
need to be completed in the spring.
5. Harmony Park - Geoff Reohll
Construction of the project is scheduled to begin shortly, depending on
weather and availability of the outdoor instruments. There hasn’t been
much communication with the Free Notes, the instrument manufacturer,
following the recent fire in their plant.
6. Maintenance Policy for Additions to the Riverwalk - Bill Novack
Novack suggested that there are two scenarios regarding maintenance of

future Riverwalk assets; 1. maintenance for gifts from outside donors and
2. maintenance for projects from the Riverwalk Development Guidelines.
He proposed that, for maintenance for projects from the Riverwalk
Development Guidelines, the current procedure be followed which calls for
funding by the City and Park District.
However, he suggested that a policy/procedure be developed for
maintenance of future Riverwalk assets that come from an outside source
other than the Riverwalk.
Erickson has contacted several neighboring communities as well as the
Chicago Botanic Garden to inquire what maintenance policies they may
have in place. Others have policies that include funding an endowment to
manage future maintenance. The policies also address the life cycle of
each donated gift. This provides for the possibility of decommissioning an
asset if the need should arise.
It was suggested that the Riverwalk Commission develop a written policy to
address the maintenance of future Riverwalk gifts. Joseph has agreed to
work with Erickson to write a draft that will be presented at the next
Planning, Design & Construction Committee.
7. 2019 Budgets - Bill Novack
Novack distributed and reviewed the proposed 2019 Operations and CIP
budgets. The Committee discussed possible future CIP projects including
the development of the north shoreline west of Washington Street as well
as the south extension from Hillside Road to Martin Avenue.
8. Duck Race - Stephanie Penick
Penick reported that the Riverwalk Duck Race took place on August 15,
2018. This year’s race was a success, raising close to $11,000 in gross
income and selling 400 more ducks than last year. The race was
strategically scheduled the day before Naperville Unit School District 203
began their fall session. Many families attended and were delighted with
the addition of the “big” duck costume contest.
E. NEW BUSINESS:
1. Holiday Lights - Bill Novack
Novack said that, during the December holiday season, the Christkindl
Market is very successful at the Naper Settlement. To encourage the

Christkindl Market attendees to experience downtown Naperville, it was
suggested that holiday lights be added to the Webster Street Bridge.
Papanos mentioned that the bridge has been lit in the past and would be
again for this coming holiday season. Penick mentioned that Mayor
Chirico shared a photo of amazing lights and suggested it might be
interesting to explore something similar.
2. Jr. Women's Club Art Fair - Chuck Papanos
The Jr. Women’s Club is seeking ways to raise the awareness of their art
fair in June that’s held at the Naper Settlement. They approached Papanos
with a request to allow a professional chalk artist to draw on the Riverwalk
pavers. There was concern that to allow an artist to draw on the bricks
would be confusing to the general public and encourage additional graffiti.
The consensus was to decline the request.
3. Joint Riverwalk Commission & Foundation Meeting - John Cuff
Cuff suggested that it could be mutually beneficial to schedule an evening
meeting in the near future with the Riverwalk Commission and Foundation
to learn more about each other’s organization and discuss how both
organizations can continue work toward the common good of the Naperville
Riverwalk. Erickson will help schedule the meeting.
