A. CALL TO ORDER:
In Planning, Design & Construction Committee (PDC) Chairman
Kennedy’s absence, Riverwalk Commission Chairman Roehll called the
March 3, 2020 PDC meeting to order at 7:32 a.m. The meeting was held
in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: John Cuff; Jeff Friant; John Joseph; Amsal Khimani, Student
Commissioner; Debra Lellbach; Bill Novack; and Geoff Roehll, Riverwalk
Commission Chairman
Absent: Valla Aguilar; Pam Bartlett; Judy Brodhead; Bobby Carlsen; Pat
Kennedy, PD&C Committee Chairman; and Chuck Papanos
Also Present: Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA;
Stephanie Penick, Riverwalk Foundation; Carl Peterson, GRWA; Tiffani
Picco, Park District; and Marilyn Schweitzer, resident
C. PUBLIC FORUM:
No members of the public desired to speak.
D. OLD BUSINESS:
1. Approval of Minutes - Geoff Roehll for Pat Kennedy
Approve the minutes from the February 4, 2020 Riverwalk Planning, Design &
Construction Committee.
A motion to approve the February 4, 2020 Planning, Design & Construction
Committee minutes was made by Novack and seconded by Lellbach.
MOTION CARRIED UNANIMOUSLY.
2. Park District - Tiffani Picco for Chuck Papanos
a. Riverwalk Parking Lot Trees
The pine trees adjacent to the Riverwalk parking lot at Main and
Jackson were taken down last week due to poor and declining health.
Replacement landscaping will be installed this April.
b. Netzley Quarry
The work around the small quarry is about 90% complete. The Park
District has not heard anything from the adjacent neighbors. While it is
too muddy to work in the area right now, the Park District plans to

complete the work soon.
c. Centennial Beach
The Park District will start cleaning up the beach on March 27.
d. Riverwalk Banners
Spring banners will be installed next week.
e. Papanos Retirement
Chuck Papanos, long-time Riverwalk Commissioner and outstanding
caretaker of the Naperville Riverwalk, has announced that he will retire
on April 17, 2020.
3. Moser Tower Assessment - Bill Novack
Novack reported that the Riverwalk Commission’s recommendation to
proceed with Alternative No. 1 in one phase is on the March 3, 2020
agenda for the City Council meeting agenda. Members questioned if they
should attend the meeting to show support for the recommendation.
Novack stated that while it was not necessary it would be nice. One
Council member had questions about the Commission and staff’s level of
confidence in the recommended solution and the cost estimate. Novack
replied that the confidence is much higher than four years ago due to the
wide-range of professional who have had input on this recommendation.
4. Riverwalk Master Plan - Geoff Roehll for Pat Kennedy
In Kennedy’s absence Roehll led this discussion. GRWA passed out their
latest draft of the document which everyone reviewed on the spot and
provided the following comments:
Joseph noted that reference should be made to the 200 year celebration of
the City and the 50 year celebration of the Riverwalk in 2031; that will add
context to why we are planning for that year.
a. Roehll discussed the north shore project and how it differed from when
it was first introduced 17 years ago. The old plan envisioned taking a
property from the downtown, whereas this plan provides a pedestrian
passage as part of redevelopment of the property, while keeping the
property on the tax rolls.
b. It was noted that this is a working draft and that Rick Hitchcock will be
writing up the text when he returns.
c. Names of private commercial businesses will be removed from the
maps.
d. GRWA will see if there is a better way to connect the south extension on
the overall map.
e. GRWA will also look at not using the green and blue call-out letters so
individuals who struggle with colors will not be challenged.
f. There was a great amount of discussion about whether and how to
show the cost of the improvements, and even future maintenance cost.
This may be best to revisit after the text has been added so we can see
how it all looks together.

g. Everyone was excited with the progress made in the last month and that
this document has a lot of potential for success.
h. Anyone with additional comments for GRWA should send them to
Roehll so he can consolidate them and send them to GRWA.
E. NEW BUSINESS:
Novack questioned if the March 31, 2020 PDC meeting should be
cancelled since it appears that many Commissioners will be absent due to
spring break. It was agreed by all present that the March 31, 2020 meeting
would not be held, and that the next PDC meeting will be on May 5, 2020.

A motion to adjourn was made by Lellbach; seconded by Roehll.
MOTION CARRIED UNANIMOUSLY.
