Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Riverwalk Planning, Design and Construction Committee Tuesday, August 4, 2020 7:30 AM Held on Zoom Due to Covid-19 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, the Riverwalk Planning, Design and Construction Committee meeting scheduled for August 4, 2020 will be conducted remotely. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. CALL TO ORDER: Planning, Design & Construction Committee (PDC) Chairman Kennedy called the August 4, 2020 Naperville Riverwalk PDC meeting to order at 7:30 a.m. Kennedy read a statement explaining the reasons for meeting via the Zoom Video Conferencing App with an explanation of how the public can participate in the meeting. B. PUBLIC FORUM: No public comment was made. D. OLD BUSINESS: 1. Approval of Minutes - Pat Kennedy Approve minutes from the June 30, 2020 Riverwalk Planning, Design and Construction Committee meeting. Attachments: 20PDCMinutes0630 A motion to approve the June 30, 2020 Planning, Design & Construction Committee minutes was made by Roehll and seconded by Novack. MOTION CARRIED UNANIMOUSLY. 2. Park District - Tom Stibbe a. General Maintenance Park District Staff continues with general maintenance of the Riverwalk. b. Decorative Fountains All decorative fountains have been turned on. Vandals have placed orange cones in the Dandelion Fountain, very little damage occurred. c. Events The Park District offers a “Midday Spray” on Rotary Hill where a large lawn sprinkler is turned on and children are allowed to frolic in the water. The event has been very well received. d. Weeding Roehll has received comments regarding the number of weeds on the Riverwalk this season. Stibbe explained that with due to the pandemic the Park District’s revenue is down causing budget cuts. The reduced budget means less staff to perform some of the seasonal clean up tasks. The current staff is struggling to keep up with the regular maintenance. Volunteer opportunities exist for community members to help with some of the cleanup tasks. It was suggested that the Riverwalk Commission work with the Park District’s public relations staff to produce a news story about the good work done by current volunteers and inviting others to lend a hand. 3. 2020 Riverwalk Work Plan (PA022) - Bill Novack a. Railings/Curbing: East Side of Paddle Boat Quarry The curbing supporting the railings on the east side of the Paddle Boat Quarry is cracking/broken and experiencing significant failure. City of Naperville Page 3 Printed on 9/14/2021 Riverwalk Planning, Design and Meeting Minutes August 4, 2020 Construction Committee Engineering Resource Assoc. (ERA) has explored the area and found that it is actually a bridge supported by cast-in-place concrete T-bars similar to the supporting structure for the Sesquicentennial Overlook. There are six T-bars running parallel to Eagle Street. The western most T-bar, immediately below the failing railing curb appears to be the only one that is compromised. ERA will continue to study their findings. They will prepare a memo with their recommendations and cost estimate. If the damage is minimal, the repair will likely happen yet this year. However, if it is a large repair, the project will likely become its own CIP and be completed in 2021. b. Fredenhagen Park: Replace Plantings Stibbe was asked to make some initial decisions about what plants would be replaced in Fredenhagen Park if the budget allows for the project to be completed this year. c. Donor Plaques Donor plaques will be replaced on the Jackson Avenue light poles. They were removed when the City installed new lights. The light poles are round while the original poles were square. 4. Moser Tower Rehabilitation - Bill Novack ERA continues to work on the engineering/design for the repair of the Moser Tower. Construction documents are scheduled to be completed in the autumn. The project is scheduled to go out for bid in late early winter. Construction is scheduled to begin in early spring, weather dependent. The construction timeline will take the carillon summer schedule into account, if possible. 5. Riverwalk 2031 Master Plan - Pat Kennedy Receive the current version of the Draft Riverwalk 2031 Master Plan. Attachments: Draft Master Plan Version8 20200625 As a review, the Riverwalk Commission approved the Draft Riverwalk 2031 Master Plan and directed Commissioners to reach out to community partners and key stakeholders to seek their input. Four meetings have taken place. Roehll and Kennedy have met with the Riverwalk Foundation, North Central College, Edward Hospital and with City and Park District officials/staff. Additional outreach is planned. Edward Hospital has expressed interest in partnering with the Riverwalk Commission. They are especially interested in the South Gateway project and have provided a written endorsement of the master plan. City of Naperville Page 4 Printed on 9/14/2021 Riverwalk Planning, Design and Meeting Minutes August 4, 2020 Construction Committee North Central College has also expressed an interest in continuing their partnership with the Riverwalk Commission and suggested that an additional project be included in the master plan. They suggested that we explore a multi-use pedestrian/bike path on the east side of the DuPage River from Fredenhagen Park/Bambule Gateway south to Riverview Court, just north of Hillside Road. They also suggested adding a pedestrian bridge to allow pedestrian traffic to loop from north to south and back again. The question of adding this project to the Draft Riverwalk 2031 Master was discussed with the consensus that it should be added. Additional exploration of the flood way/plane will take place before further discussion at the August 12, 2020 Riverwalk Commission meeting. The outreach meetings with partners and stakeholders should be completed by the end of August with presentation of the final document to the Riverwalk Commission in September and Park Board and City Council in October. E. NEW BUSINESS: 1. Social Distancing Signage - Valla Aguilar Social Distancing Signage - Valla Aguilar Aguilar described the steps that North Central College is taking to encourage social distancing and the use of masks. After much discussion it was decided to move forward with alternatives for social distancing signage on the Riverwalk. Aguilar will work with Stibbe to produce the appropriate signage. F.
