This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding the January 5, 2021 Riverwalk Planning, Design & Construction Committee meeting remotely. CALL TO ORDER: Planning, Design & Construction Committee (PDC) Chairman Friant called the January 5, 2021 Naperville Riverwalk PDC meeting to order at 7:30 a.m. Friant read a statement explaining the reasons for meeting via the Zoom Video Conferencing App with an explanation of how the public can participate in the meeting. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant, PDC Committee Chairman; John Joseph; Pat Kennedy, Riverwalk Commission Chairman; Debra Lellbach; Josh McBroom; Bill Novack; and Tom Stibbe Absent: Valla Aguilar; and Judy Brodhead Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA; Rick Hitchcock, former Riverwalk Commission Chairman; Julie Landry, City Staff; Laura McSweeney, City Staff; Carl Peterson, GRWA; and Jake Wolf, ERA C. Approval of Minutes - Jeff Friant Approve minutes from the December 1, 2020 Planning, Design & Construction Committee meeting. Attachments: 20PDCMinutes1201 A motion to approve the December 1, 2020 Planning, Design & Construction Committee minutes was made by Novack and seconded by Stibbe. MOTION CARRIED UNANIMOUSLY 2. Park District - Tom Stibbe a. Snow Removal Stibbe reported that difficult snow removal had recently been taking place. b. Harmony Park The mallets at Harmony Park were recently replaced and the Park District is researching more cost-effective replacements for the future. Discussion followed regarding Rotary Club funding for maintenance. Novack will research and report back to the PDC Committee. c. Santa’s Naperville Workshop Erickson commented on how well the Santa’s Naperville Workshop was done and asked Stibbe to pass along the compliment to the Park District staff. Stibbe advised that positive feedback was received from the community. d. Riverwalk Ice Skating Recent snow and ice have made the ice skating rink surface difficult to skate on and the Park District will be working to reflood the surface for improvement. 3. 2020 and 2021 Riverwalk Work Plan (PA022) - Bill Novack Novack reported that tree trimming and tree replacement were completed within the 2020 CIP Budget as part of the PA022 plan, with Erickson noting the donor plaques for the light poles were also replaced and included in the plan. Novack will work with Stibbe to identify projects to be included in the 2021 PA022 budget. He requested input from the PDC Committee for smaller projects that could also be included. Discussion followed regarding the PA024 Grant for 430 South Washington St. that was deferred for two years. Novack had no changes to report at this time but will share any information he receives with the Riverwalk Commission at the next scheduled meeting. Moser Tower Rehabilitation - Bill Novack Jake Wolf, ERA, provided a summary of the preliminary plans for the Moser Tower Rehabilitation, noting that post tensioning rods and grout pockets, which are critical components of the structure, are not corroding at a significant rate. Weather protection is needed for the lower level area to prevent further water damage. Cracking and additional surface damage is also being addressed. Peterson reviewed more specific details with the Committee regarding the visible water damage to the stone veneer outside of the lower level building and the potential for water to penetrate from the top of the veneer. Monica Goshorn-Maroney, GRWA, reviewed more detailed ideas from the concept drawings with the Committee. Discussion followed regarding current access to the Tower. 5. Riverwalk Master Plan - Pat Kennedy Kennedy reported that meetings were being held to discuss potential members for the Fundraising and Communications subcommittees and asked for recommendations from the PDC Committee. He is working to develop charters for each of the subcommittees. Kennedy also reported that the Riverwalk Foundation and Park District are looking to advance the process of implementing the initial restoration projects as part of the Master Plan. E. NEW BUSINESS: No new business was discussed. F.
