CALL TO ORDER: Friant called the May 31, 2022 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:30 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: John Cuff (arrived at 7:32 a.m.); Jan Erickson (arrived at 7:32 a.m., left at 8:34 a.m.); Jeff Friant, PDC Chairman; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack (left at 8:38 a.m.); and Tom Stibbe (Not enough members present to establish a quorum, so no action taken over the course of the meeting) Absent: Valla Aguilar; Pam Bartlett; Mary Gibson; Ian Holzhauer; and John Joseph Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA (arrived 7:36 a.m.); Rick Hitchcock, former Riverwalk Commission Chairman; and Carl Peterson, GRWA (arrived at 7:32 a.m.) C. PUBLIC FORUM: There was no public forum. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the May 3, 2022 Planning, Design and Construction Committee meeting Attachments: 22PDCMinutes0503 No vote was taken to approve the May 3, 2022 minutes as there was not a quorum of the Riverwalk Commissioners present. 2. Park District - Tom Stibbe City of Naperville Page 1 Printed on 9/8/2022 Riverwalk Planning, Design and Meeting Minutes May 31, 2022 Construction Committee Stibbe advised that the Park District has eliminated their tulip sale and will combine efforts with the City of Naperville. There has been a decrease in the number of tulips planted and the process of managing the sale was very labor-intensive for a minimal return. Most of the annuals have been planted. The Exchange Club Memories Fountain at Fredenhagen Park has an ongoing leak. There may be drains under the lights that are causing the problem. They are in the process of obtaining a quote for repair and the fountain will be shut off until they can determine the cause of the leak. Centennial Beach had a good opening weekend. It was noted that it reached capacity on Memorial Day. 3. 2022 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe Stibbe is awaiting a response regarding an estimate for the repairs to the retaining wall near Aurora Avenue. Novack noted that the area near the retaining wall has spray paint markings to identify manholes and it is not graffiti. Novack provided an update on the erosion downstream from Jefferson Avenue, advising that the City’s Department of Public Works (DPW) is unable to remove the object that is deflecting the water towards and eroding the bank until the river flow is down. 4. Moser Tower Rehabilitation - Bill Novack Novack met with the contractor last Friday and due to the change from precast to applied material, it is now necessary for a bottom and top coping that has a lead time of ten to twelve weeks. Completion of the project is now scheduled for the end of September. The contractor is also working through the temperature issues as the applied material cannot be completed if the temperature is too cold or exceeds 75 degrees. 5. Riverwalk Master Plan Signage - Bill Novack Novack advised they are awaiting confirmation for the QR codes. Dusak added that the City’s GIS team has met with ERA staff and they are using information from GRWA and the Master Plan to create a mobile-friendly web page for the “Learn More” or “Discover” QR code. Discussion followed on the Riverwalk Foundation’s web page updates and the need for a donation designation for the Riverwalk 2031 Master Plan. Cuff will follow up with Stephanie Penick and provide an update at next week’s Riverwalk Commission meeting. 6. Riverwalk Master Plan - Pat Kennedy City of Naperville Page 2 Printed on 9/8/2022 Riverwalk Planning, Design and Meeting Minutes May 31, 2022 Construction Committee Friant provided an update from Joseph, advising that Deborah Newman Marketing/ Communications firm was chosen as the marketing partner. June deliverables include an interview with a diverse group of up to 12 community influencers to build awareness; identifying future advocates for an informational or fundraising network; development of a PowerPoint presentation for use with presentations to outside groups; and development of a one-page flier or leave behind document. This is the first phase of a three-month project with additional collateral, website enhancements and videography slated over the following two months. Hitchcock added that the Communications Team did an outstanding job. He noted that the team may supplement some of the interviewing to tailor to the right audiences or determine if there is a need to update the Master Plan. Novack provided an update on the submittal for Community Program Funding for the Eagle Street Gateway project, playing a message received from Congressman Bill Foster. The proposal was included in Congressman Foster’s list of fifteen community projects for federal funding. He stated that no objections have been received from the Appropriations staff so they are optimistic. A related article that Kennedy was contacted about was in the Naperville Sun last week and will be forwarded to the Commissioners and members of the PDC. All expressed thanks to Novack, Kennedy, Holzhauer and Hitchcock for their efforts with this project. Dusak advised they would be on track for 2023 construction and will provide more information for preliminary review at next month’s PDC meeting. Erickson advised that she and Joseph are scheduled to meet with Adrian Aldrich of North Central College on Monday, June 6th, for an educational meeting on the Master Plan. 7. Erosion at the river bend downstream from Jefferson - Bill Novack Novack addressed this under item D. 3. 8. Asset Management Plan - Tom Stibbe The Asset Management Plan Walk took place on Thursday, May 12, 2022. Stibbe reported that they are currently generating work orders for some of the smaller projects on their Fair and Poor list. Cuff noted comments that were made at the end of the walk regarding maintenance at Fredenhagen Park, and the budgeting and labor issues with the Park District. Kennedy inquired about identifying what fits in the annual Park District’s maintenance budget, what would be considered PA022, and what is not being addressed. The question was raised as to whether there is a need to ask for more funding on the maintenance side City of Naperville Page 3 Printed on 9/8/2022 Riverwalk Planning, Design and Meeting Minutes May 31, 2022 Construction Committee from the City or the Park District, or if fundraising was needed to fill in the gaps? Stibbe noted the labor issues that the Park District is experiencing. Discussion followed on how to move forward. Stibbe noted that some services through the Park District are contracted out and he believes full-time staff and year-round seasonal staff may need to be hired. Discussion followed on the need to update the Asset Management Plan. Kennedy would like to see a framework for what needs to get done that includes 1) base maintenance; 2) the plus line for every added Master Plan project; and 3) asset rehabilitation and life cycle of projects. Hitchcock noted that past Commissioners refined an older version of the Asset Management Plan that was prepared by an outside consultant. Friant suggested that it would need to be addressed every five to ten years. Kennedy inquired about the line item from the Park District’s budget for Riverwalk maintenance and what the City contributes. Stibbe will provide the Fair and Poor list to the Commissioners and PDC members. 9. Walk On! in Memory of Chuck Papanos - Jan Erickson Erickson advised that the Lymphoma Research Foundation’s website has changed to Lymphoma.org/napervillewalk. You can search their website for “Ann Marie Papanos” to donate to Team Chuck. The event will be held July 29, 2022. E. NEW BUSINESS: 1. Riverwalk Master Plan CIP/Budget Review - Bill Novack Review Riverwalk Master Plan CIP/Budget Attachments: Riverwalk2023CIPPlanningWorksheet Novack reviewed the list of Riverwalk Master Plan projects provided on the 2023 CIP Planning Worksheet that was provided in the agenda packet. Discussion followed on the West Parking Lot BMP Improvement being separate from the Grand Pavilion Parking and Plaza project and the urgency to fix the parking lot. Kennedy suggested that the list be updated to group the Capital Projects and Enhancement Projects together and include costs. It was also noted that consideration should be given to projects that may need to be tied together such as the Hillside Road Gateway and the South Gateway. City of Naperville Page 4 Printed on 9/8/2022 Riverwalk Planning, Design and Meeting Minutes May 31, 2022 Construction Committee Novack will make updates to include for 2023: construction at Eagle Street Gateway, final design and permitting for the South Gateway, preliminary design for the Grand Pavilion Plaza, preliminary and permitting design for the Riverbank Ecological Restoration (no specific location noted at this time as it would be continuing), preliminary design for East Bank Riverwalk (and to have discussions with the college), and preliminary and detailed engineering for the West Parking Lot BMP. For 2024, Novack will include: construction at South Gateway and 430 South Washington. He will provide the updated information at next month’s meeting. Hitchcock inquired about the possibility of updating the Master Plan to include additional projects. After discussion about the Main Street parking lot, it was determined that while it was City owned, it is not within the Riverwalk boundaries and contingent on other downtown parking projects. F.
