CALL TO ORDER: Friant called the October 4, 2022 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:31 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: John Cuff; Jan Erickson; Jeff Friant, PDC Chairman; and Bill Novack (Not enough members present to establish a quorum, so no action taken over the course of the meeting) Absent: Valla Aguilar; Pam Bartlett; Mary Gibson; Ian Holzhauer; Pat Kennedy, Riverwalk Commission Chairman; Tom Stibbe; Mike Sullivan; and Carl Wohlt Also Present: Rebecca DeLarme, City Staff; Mike DiCristina, Naperville Park District; Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA; and Carl Peterson, GRWA C. PUBLIC FORUM: There was no public forum. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the September 6, 2022 Planning, Design and Construction Committee meeting Attachments: 22PDCMinutes0906 No vote was taken to approve the September 6, 2022 minutes as there was not a quorum of the Riverwalk Commissioners present. 2. Park District - Mike DiCristina DiCristina reported that staff has been busy removing summer annuals and City of Naperville Page 1 Printed on 11/4/2022 Riverwalk Planning, Design and Meeting Minutes October 4, 2022 Construction Committee planting fall annuals. A lot of tree work is being done to include overstory tree pruning. Trees and shrubs were planted last week. Staff is going through the pathways and replacing any heaved bricks. They have recently hired a Park Specialist and a Park Maintenance IV employee. Cuff commented on the great job done by the crew of three volunteers that have been assisting on the east extension. DiCristina provided more information on these three individuals that live in the area with Erickson noting the importance of recognizing them for their efforts. Cuff will speak with Stephanie Penick regarding this and work with DiCristina. 3. Moser Tower Rehabilitation - Bill Novack Novack reported that the contractor is back and working on the façade at the bottom. They have a meeting later this morning. Dusak said they will be walking the site for a final look over and review of punch list items before the concrete sealer is applied. Coping stones will be going in soon and then waterproofing will be performed at the base. Landscaping will follow and this project is scheduled to be wrapped up this year. Dusak will obtain a schedule from the contractor this morning to communicate with the group. 4. Riverwalk Master Plan - Jan Erickson for Pat Kennedy Erickson advised the task force/Communications Team will be providing an update on the Master Plan to the Riverwalk Foundation Board tomorrow evening and they will also discuss fundraising. A presentation has been scheduled with the Naperville Sunrise Rotary and the PowerPoint and leave behind document/brochure will be finalized. 5. Riverwalk Master Plan Signage - Bill Novack Novack reported no progress has been made due to the donation issues with the QR code and this will not be pursued this year. It will be removed from the agenda. 6. Riverwalk Master Plan CIP/Budget Review - Bill Novack Novack advised that all Master Plan Capital Improvement Projects as previously reviewed with the Commission were submitted. An additional project was added that will be discussed under New Business. The CIP review/budget workshops with City Council will be held in Council Chambers at 7:00 p.m. on October 24th, November 9th and November 21st. Novack will not be in attendance at the November 9th meeting but there will be representatives from the City’s Transportation, Engineering and Development business group (TED) attending in his place. 7. Erosion at the river bend downstream from Jefferson - Bill Novack City of Naperville Page 2 Printed on 11/4/2022 Riverwalk Planning, Design and Meeting Minutes October 4, 2022 Construction Committee The object has been identified and the City’s Department of Public Works (DPW) will work to remove it when the river flow is down. 8. Accessibility audit of Riverwalk - Bill Novack Discussion on this item was deferred until next month’s meeting. E. NEW BUSINESS: 1. Initial scope of repairs for the Fredenhagen Park fountain - Bill Novack and Mike DiCristina Receive the initial scope of repairs for the Fredenhagen Park fountain Attachments: FredenhagenParkCAR20220922 Novack met with Park District staff to discuss the report prepared by Fountain Technologies that was included in the agenda packet. They confirmed the leak in the fountain and prepared a scope of work to be performed. The cost is approximately $400,000 and would include repairing the leak outside of the vault, the leak under the fountain, replacing the lighting, and addressing safety issues with the vault. They are unable to phase the project but Novack was able to go back to Finance and include an amount in next year’s CIP budget to begin design and repairs. Discussion will need to continue on other possibilities for the area and this item will be included on the agenda for the next Riverwalk Commission meeting on October 12th. Novack provided an update on the construction timing for the Washington Street bridge, which is scheduled to begin in late February or early March of next year. 2. Future updates to Riverwalk 2031 Master Plan - Jeff Friant Discussions began on the possibility of updating the 2031 Master Plan and the timing of future reviews of the Plan taking place to coincide with budgeting and the Asset Management Plan Walk scheduled in April or May of each year. Going forward, the PDC will plan to review the document in June and bring recommendations to the Riverwalk Commission each July. Suggestions discussed included 1) changing the conceptual illustrations to match the revised plans, 2) noting the status of each project as being in the design, construction or building phase to include the year, 3) including “funding approved” information, 4) updating cost information, and 5) not including too much information that would create legibility issues. Novack suggested this be reviewed at the end of the year with the consultants to identify funds available to make any changes. This will be discussed at next month’s PDC meeting and will be brought before the Riverwalk Commission in December. Fredenhagen Park Renovations - John Cuff Cuff distributed photos that illustrated some restoration issues at Fredenhagen Park. The trellises and other woodwork, which are made of Ipe wood, were originally a reddish color but have faded and are in need of maintenance. It was noted that with proper care, Ipe wood is designed to last up to seventy-five years. The original reddish color can be brought back or it can go to a rustic look but it all will need to be maintained with sanding, possibly staining and sealing. Discussion followed on the current Trumpet vines on the trellises, if they could be replaced by something less invasive such as Virginia Creeper which does not flower, or if vines were needed at all since the area may already be well-shaded. Cuff also noted that part of the stone on the clock tower and columns and pillars are dirty and need to be cleaned up. This item will be included on next month’s PDC agenda for further discussion. 4. South Gateway preliminary design discussion - Brian Dusak Goshorn-Maroney and Peterson distributed a document with photos of the existing conditions of the south extension to begin design discussions on the South Gateway project of the Riverwalk 2031 Master Plan. Some suggestions for consideration included 1) having a crosswalk at the southwest section of Martin Avenue and Washington Street, 2) buffering noise from Washington Street, 3) possibly pulling the sidewalk back along Washington Street to tie into the Riverwalk path, and 4) including a bikeway from Edwards Hospital that tied into the North Central College bikeway. Potential funding from the Illinois Transportation Enhancement Program funding (ITEP) was also discussed as it related to the bikeway as an alternative route of transportation. Discussion continued on the area where the Naperville Jaycees community event sign is located in William Friedrich Memorial Park with Erickson noting this should be discussed with the Naperville Park District. It was also noted that informational meetings with existing neighbors should be held once the initial design is created that would include a five year time lapse of what the area would look like after the improvements.
