CALL TO ORDER: Riverwalk Commission Chairman Kennedy called the February 28, 2023 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:30 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack; Tom Stibbe; and Carl Wohlt (Not enough members present to establish a quorum, so no action taken over the course of the meeting) Absent: Valla Aguilar; Jan Erickson; Jeff Friant, PDC Chairman; Mary Gibson; Ian Holzhauer; and Mike Sullivan Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; and Carl Peterson, GRWA C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Pat Kennedy for Jeff Friant Approve minutes from the January 3, 2023 Planning, Design and Construction Committee meeting Attachments: 23PDCMinutes0103 No vote was taken to approve the January 3, 2023 minutes as there was not a quorum of Riverwalk Commissioners present. Approve minutes from the January 31, 2023 Planning, Design and Construction Committee meeting Attachments: 23PDCMinutes0131 City of Naperville Page 1 Printed on 4/5/2023 Riverwalk Planning, Design and Meeting Minutes February 28, 2023 Construction Committee No vote was taken to approve the January 31, 2023 minutes as there was not a quorum of Riverwalk Commissioners present. 2. Park District - Tom Stibbe Stibbe reported that the ice rink was only open for three days this year. Staff continues with winter pruning and invasive removal. They are finalizing their 2023 tree care maintenance plan. Beach cleanup may begin sometime around March 20th, weather dependent, and should be filled by late April. 3. Moser Tower Rehabilitation - Bill Novack Novack advised that the contractor has received the punch list. Dusak reported that they are waiting on a schedule from the contractor. 4. Fredenhagen Park Fountain - Bill Novack Kennedy and Novack reported that Erickson has provided them with an introduction to the Exchange Club and they will be reaching out regarding the repair and/or possible alternatives to the Exchange Club Memories Fountain as they have expressed an interest in being part of the conversations. Alternatives to the fountain will be vetted through PDC. 5. Riverwalk Master Plan - Pat Kennedy Novack provided an update on the Eagle Street Gateway project, noting that the National Environmental Policy Act (NEPA) process to receive the funding will take approximately two months. They are awaiting additional information from the grant administrator and Novack believes this project can still go out to bid early summer. Dusak advised that his team is working through the comments received from initial submittal to DuPage County and their intent is to resubmit in March. Next steps will be an environmental assessment and then a public comment period. Kennedy added the need to look at how this will affect pedestrian traffic on the Riverwalk. Dusak and Stibbe discussed the low flow walkway seat walls with Stibbe requesting a seat wall built out of wall stone that would be 18” to 21” in height. Dusak will include this in the next submittal to the County. Kennedy requested temporary informational signage that included a picture of the finished project and a reference to the Master Plan. Discussion followed on also including a reference to the barrier free access and this being the first project of the Riverwalk 2031 Master Plan. Kennedy requested the group think about the placement of these signs and when they should be put up. Peterson will review this information with the group at next month’s PDC meeting. 6. Riverwalk Bicentennial Fund - Pat Kennedy City of Naperville Page 2 Printed on 4/5/2023 Riverwalk Planning, Design and Meeting Minutes February 28, 2023 Construction Committee Kennedy advised that meetings are being held with the mayoral candidates to review the Master Plan and projects included in the CIP budget. Novack reported that per the vote taken at last month’s Riverwalk Commission meeting, an item has been placed on City Council’s agenda for their March 7th meeting recommending the addition of a voting member from the Riverwalk Bicentennial Fund (RBF) be added to the Riverwalk Commission, increasing the number of members from 12 to 13. 7. South Extension Preliminary Design - Brian Dusak Dusak and Kennedy advised that a meeting was held last week with Edward Hospital and Ryan Companies. Peterson reviewed the concept drawings with the group and Dusak noted that while elements from both renderings may be included in the final project, the consensus from all parties is with Concept B. This item will be included on next week’s Riverwalk Commission agenda for final endorsement on the concept, with details on items such as the Park District maintenance building, the pedestrian bridge, the gateway feature, and the existing Park District signage to be further discussed. E. NEW BUSINESS: 1. Fredenhagen Park Maintenance - Bill Novack Discuss and provide direction on maintenance of the Ipe wood and the various structures in Fredenhagen Park Attachments: Fredenhagen Park Photos 1 Fredenhagen Park Photos 2 Fredenhagen Park Photos 3 Novack provided an overview and requested direction on the maintenance needed for the Ipe wood and various structures at Fredenhagen Park. He reviewed the photos that were included in the agenda packet and discussion followed on whether the wood needs to be restored to the original color. This item will be included on next week’s Riverwalk Commission agenda with this group’s recommendation of having this bid as an alternative with work being done on the front half of the park and back half, separately.
