CALL TO ORDER: Chairman Friant called the December 5, 2023 Naperville Riverwalk Planning, Design and Construction (PDC) Committee meeting to order at 7:31 a.m. The meeting was held in the Naperville Employee University (NEU) at the Municipal Center, located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant, Chairman; Pat Kennedy (until 8:40 a.m.); Bill Novack; Tiffani Picco; Johnna Shields; Mike Sullivan; and Carl Wohlt Absent: Mary Gibson; Ian Holzhauer; and John Joseph Also Present: Rebecca DeLarme, City staff; Brian Dusak, ERA; Peggy Motta, Naperville Park District; Carl Peterson, GRWA; and Stephanie Penick, Naperville Riverwalk Foundation Friant introduced and welcomed the newly appointed Riverwalk Commissioner Shields to the meeting. Each PD&C Committee member and attendee introduced themselves at this time. C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the October 31, 2023 Planning, Design and Construction Committee meeting Attachments: 23PDCMinutes1031 A motion to approve the October 31, 2023 Planning, Design and Construction Committee meeting minutes was made by Erickson and seconded by Bartlett. Park District - Tiffani Picco Picco distributed pictures of the area west of the Visitors Center and of the fencing along the property line at the Grand Pavilion parking lot. She noted that staff has taken the first steps of making the area near the Visitors Center safer by removing a lot of the overgrown shrubs and will turf over for the time being until the project is addressed as part of the Riverwalk 2031 Master Plan. She reported that the split rail fencing along the Grand Pavilion parking lot has several sections that are falling apart and are in need of repair. Discussion followed on past conversations regarding replacing or removing the fencing that is on City property. Erickson inquired if adjacent property owners should be notified of the intent to remove the fencing as a courtesy. Existing vegetation was discussed along with the potential to review the landscaping in greater detail when the Grand Pavilion is redeveloped as part of the Master Plan. Picco will have staff begin removing the deteriorated sections. Novack received a request regarding the lettering being difficult to read on the granite stones located around the Exchange Club Memories Fountain at Fredenhagen Park. Discussion followed on steps that were taken back in 2014 with Park District staff purchasing litho paint, cleaning the stones, and having someone touch up the lettering. Picco advised that this would be included in next year’s schedule. 3. South Gateway Preliminary Design - Brian Dusak Dusak and Peterson reviewed and discussed the updated preliminary plans with the group, noting minor changes made to the concept alignment, the selective tree removal on the south end, moving the alignment closer to Washington Street near Hillside Road, the multiuse path, relocating the Park District’s digital sign, the retaining wall height, placement of benches and lighting. Discussion followed on the materials for the multiuse path which will have a total width of 10.5' with 2.5' consisting of pavers that will be placed on a concrete foundation. Motta offered assistance with shoreline stabilization. Dusak noted they will provide visuals as they continue to fine tune and move closer to final engineering. Discussion followed on the branding of the Riverwalk signage and the Naperville wayfinding signs. The involvement of the City, the Downtown Naperville Alliance (DNA), and the Downtown Advisory Committee (DAC) was discussed and it was noted that Bartlett could represent the branding elements of the signage with the DNA. Novack will provide the latest report on signage with the group at next month’s meeting. Friant will work on setting up another meeting with Edward Hospital. E.
