A. CALL TO ORDER:
Chairman Friant called the April 30, 2024 Naperville Riverwalk Planning,
Design and Construction (PDC) Committee meeting to order at 7:32 a.m.
The meeting was held in the Naperville Employee University (NEU) at the
Municipal Center, located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:

Absent: Jan Erickson; Mary Gibson; Ian Holzhauer; and Bill Novack
Also Present: Tim Ball, Gary R. Weber and Associates, Inc. (GRWA);
Rebecca DeLarme, City staff; Brian Dusak, Engineering Resource
Associates, Inc. (ERA); Rick Hitchcock, former Riverwalk Commission

D. OLD BUSINESS:
1. Approval of Minutes - Jeff Friant
Approve minutes from the March 5, 2024 Planning, Design and Construction
Committee meeting

A motion to approve the April 2, 2024 Planning, Design and Construction
Committee meeting minutes was made by Kennedy and seconded by
Sullivan. MOTION CARRIED with Cuff, Friant and Shields abstaining
2. Park District Report - Tiffani Picco
Picco reported that staff installed a standard Riverwalk bench on the lower
walk per the discussions and direction from last month’s PDC Committee
and Riverwalk Commission meetings.
Work has begun on the Prairie Nature Garden. The City’s DPW staff has
poured the concrete curbs where the paver path is going to be bumped out
and the contractor came in and applied the first herbicide treatment to the
turf. A second application will be done before they put seed down and a
contractor is coming soon to lay pavers. The Park District will install the
benches once the pavers are in place. Motta advised that there will be an
interpretive sign with Kennedy noting the sign would be included on next
week’s Riverwalk Commission agenda for review.
Picco discussed the second Asset Management Plan Walk that is
scheduled for May 1st at 3:00 p.m. Everyone will meet in NEU and then
head to the corner of Eagle Street and Jackson Avenue for the walk of the
east section of the Riverwalk. A summary of the AMP Walk notes will be
shared with the Commission, with Picco reviewing the information at the
June 4th PDC Committee meeting.
3. South Gateway Proposed Signage and Corner Site Design Review - Jeff Friant
and Brian Dusak
Review and provide direction regarding the corner site design at the intersection
of Martin Avenue and Washington Street for the South Extension of the Riverwalk

Dusak discussed the proposed signage exhibit for the new medical
building being constructed at the corner of Martin Avenue and Washington
Street and the concept provided by GRWA that was adapted and revised
to align better with the intersection.
Ball reviewed the revised Martin Avenue Gateway Concept, noting the
changes made to reflect the proposed medical building signage, and the
simplicity of using Riverwalk elements such as the shepherd crook lights,
banners at the entrance points, walls, railings, and pavers. It was noted this

would be consistent with other entry points on the Riverwalk.
Discussion followed and suggestions were made to add a new crosswalk
at the Martin Avenue intersection, the importance of the view for the
residents across the river, and the area being naturally stabilized and
sustainable. Per Wohlt’s request, GRWA will provide a bird’s eye
perspective of the area looking to the southwest.
Picco discussed the importance of maintenance in the area and that
irrigation would be needed if plans were to move forward with more flowers
and color in the landscaping. Without irrigation, Park District staff would
have to cart tanks in a truck. She also noted the amount of salt used on
Washington Street, and that consideration should be given to the type of
plants being used due to the salt spray. She added that staff would need
access if trees were going to be kept along the shoreline and banner poles
are added. A truck with a chipper may be needed to remove a tree, and a
vertical lift would need to be used to get to the banner poles. If banner
poles are placed in the landscape beds, staff would need a boom lift to
reach them. She suggested using two banner poles and have them
replace the planters currently shown on either side of the curved wall. She
would also like to start looking at new banner poles that could ratchet down,
eliminating the need for a lift. Snow removal was also discussed and Motta
noted issues with shoreline restoration due to lack of space between the
hardscapes and the river. Dusak advised the consultants will plan to meet
with Park District staff to discuss these recommendations further.
Cuff suggested bidding the project in phases. Kennedy requested the
consultants provide a refreshed cost estimate to compare with the current
project funding.
Friant advised this item would be included on the May 8th Riverwalk
Commission agenda for further discussion.
Kennedy discussed the Eagle Street Project, noting that the low bidder did
not meet qualifications and both bids were higher than anticipated.
Options are being evaluated and it appears this project will be rebid at a
later date.
