CALL TO ORDER: The taskforce meeting was called to order at 9:00 a.m. B. ROLL CALL: Task force members present: Commissioners Coletta, Kearney and Grimes Also present: Chairmen Kovener Staff present: Dawn Portner, Special Events Coordinator C. PUBLIC FORUM: No speakers for Public Forum D. OLD BUSINESS: There was no Old Business to be discussed E. NEW BUSINESS: Discuss and recommend a Sunset Policy for organizations receiving SECA Grant Fund awards The Commissioners discussed if a Sunset Policy was necessary for SECA Grant Fund recipients, how would this be accomplished, when the change would take effect, and possible exceptions to the policy. The Commissioners discussed the need to update the online grant fund application if a Sunset Policy was approved to include questions related to how the recipient reduce their need for funding and become more self-sufficient The Commissioners discussed that if a Sunset Policy would need to be implemented over time similar to how the new event metrics were introduced, specifically, the metrics recommendation was approved by the City Council in 2016 but not implemented until 2018. The following Sunset Policy options were discussed and will be presented to the full Commission for review and recommendation: City of Naperville Page 1 Printed on 4/11/2019 SECA Commission Meeting Minutes February 21, 2019 1) No policy change recommended 2) The longer the program/organization has been receiving grant funds, the soooner the program/organization would be deemed ineligible to receive funding. If this option was chosen, it would be implemented over a predetermined period of time. 3) The Sunset Policy should be driven by how the community supports the program/event. Funding should not continue to support a mature event if community support is lacking. The Commission will use criteria such as sponsorship, donations, and ticket sales as measures of community support. 4) Appropriateness of designating exemptions for the Sunset Policy, such as local parades, and categorizing the exemptions as City Obligations.
