The commissioners and staff participating in tonight’s meeting are all in different locations in accordance with social distancing guidelines, and steps have been taken to ensure that the Commissioners can hear one another and all discussion and testimony. The public has been provided notice of alternative means of access to the meeting so they are able to contemporaneously hear all discussion, testimony and votes. All votes shall be taken by roll call. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar [and password if required] provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. PUBLIC FORUM: Dawn DeSart (Naper Pride) requested additional funding for Pride Fest and the Health and Wellness Fair. Debbie Venezia (Century Walk) requested additional funding for the CY21 Century Walk project "Gold Star Family Memorial," and requested no funding be provided for a public art consultant. Kamala Martinez (KidsMatter) requested additional funding for the "KidsMatter Way - Finding Mural Phase II" located the Van Buren Parking Deck. Sangeeta Pande (Century Walk) requested additional funding for the CY21 Century Walk project "Gold Star Family Memorial," and requested no funding be provided for a public art consultant. Ron Amato requested additional funding for the CY21 Century Walk project "Gold Star Family Memorial," and requested no funding be provided for a public art consultant. Dr. Alicia McCareins requested additional funding for the CY21 Century Walk project "Gold Star Family Memorial," and requested no funding be provided for a public art consultant. Pranita Nayar (Mandala South Asian Performing Arts) requested additional funding for the "Story of Ram." Adison Glick (Naperville Heritage Society) requested additional funding for Naper Nights. Naveen Michael (Young Naperville Singers) thanked the Commission for its hard work and recognizing the arts over the years. D. OLD BUSINESS: 1. Approve the SECA Commission meeting minutes of December 2, 2020 Commissioner Clermont made a motion, seconded by Commissioner Chen to approved the SECA Commission meeting minutes of December 2, 2020 Aye: 9- Chen, Clermont, Coletta, Kim, McQuillan, Sullivan, Losurdo, Greene Robb, Kearney, and Turner E. NEW BUSINESS: 1. Continue review the CY21 SECA Grant Fund allocations and finalize a Commission City of Naperville Page 3 Printed on 7/19/2021 SECA Commission Meeting Minutes January 7, 2021 recommendation for City Council approval Chairman Kim suggested the Commission conduct a third review the CY21 SECA Grant Fund unified recommendation based on comments made at the December 15, 2020 City Council meeting. Specifically he stated there was not support for the request to allocate $25,000 for a public art consultant and the City Council directed staff and the SECA Commission to work with Century Walk to create a public art program. Councilwoman Sullivan stated that staff is conducting a citywide Strategic Plan in 2021 and questions related to public art will be included in surveys and other community engagement efforts. She also said that the City Council has not made any decisions on the future of public art and is looking forward to the group's recommendations. Chairman Kim recommended the $25,000 be placed back into the pool of discretionary funds and that commissioners discuss preferences on how the funding should be allocated. Commissioner McQuillan made a motion, seconded by Commissioner Greene Robb to accept the new allocation recommendations as presented: 1. Add $18,820 to Century Walk Corporation for the "Gold Star Family Memorial," 2. Add $6,180 to KidsMatter for the "KidsMatter Way - Mural Phase II." Aye: 9- Chen, Clermont, Coletta, Kim, McQuillan, Sullivan, Losurdo, Greene Robb, Kearney, and Turner F.
